Personal information collected on this form will be used to assess your application for registration as a Voluntary
NRM group. It may be disclosed to Queensland Water and Land Carers Board Members and relevant regional natural resource bodies as part of the assessment process. In the event that your application is successful, this information may also be disclosed to the insurer, AON Risk Services, in connection with their provision of insurance covering the legitimate activities of the group. It will not be otherwise disclosed outside the agency without your consent unless required or authorized by law.

These guidelines are designed to aid your applications to become registered as a Community NRM
Volunteer Group with Queensland Water and Land Carers.
This document outlines: o Criteria for registration; o How an applications is made; o The assessment panel; and o Guidelines for completion of the application form.
Criteria for registration
To register as a Community NRM Volunteer Group, the following criteria must be met:
1. A group needs to have a Constitution.
2. A group needs to demonstrate that sustainable NRM is their prime activity (e.g. improving land management practices, habitat protection, erosion control, native fauna protection, NRM education, etc). The Purpose Statement in a group’s Constitution should reflect this focus.
3. A group should demonstrate community membership and involvement
4. A group needs to conduct activities in their local area.
5. A group’s activities should not conflict with regional NRM plans (e.g. proposing to plant species which contradict the regional NRM plans)
How an application is made
Upon meeting the criteria for registration complete the application form and forward all relevant documents to the;

Assessment panel
Together the following people will assess your application:
1. An elected representative from Queensland Water and Land Carers (QWaLC).
As the community volunteers’ representative, QWaLC can provide assistance and guidance to
Landcare Groups concerning registration procedures and further assistance and guidance once they become registered/and or established.
Registration Criteria
The essential criteria for being a Landcare Group registered with QWaLC are as follows:
1. A Group must have a Constitution.
Please include a copy of your group’s Constitution with your application form.
2. A Group must demonstrate their objectives and activities are for the purpose of sustainable land management.
(e.g. improving land management practices, habitat protection, erosion control, native fauna protection, Landcare education etc.).
3. A Group must demonstrate community membership and involvement.
It is important to involve and represent the local community in which you propose to conduct landcare activities. Demonstrated community support for your Group through community membership and involvement suggests your group is able to continue its activities and draw upon the community for sustained membership.
4. A Group needs to conduct activities in their local area.
It is important that your Group’s activities are conducted in the general location of the community that supports you. The provision of a map showing significant landmarks (such as towns and waterways) indicating the area in which you conduct or propose to conduct landcare activities not only helps the assessors with your application, but can provide your Group with a visual aid to assist in the planning and implementation of your projects.
5. A Group’s activities must not conflict with broader NRM initiatives and plans.
In recent years, there has been much effort dedicated to developing NRM plans both on a local scale
(e.g. local governments) and on a regional scale (Regional NRM Bodies). While these plans have been developed with ‘bigger picture’ goals in mind, they should not contradict the plans you may have for your local area.
Likewise, your Group should ensure that your activities do not compromise or conflict with existing
NRM initiatives and plans. A practical example may be a group’s proposal to plant species that conflict with Regional NRM Plans.
6. General.
The panel may consider anything else they think is relevant to the registration process.
In the event the Panel becomes aware of something that is adverse to the Group’s application, the
Group will be given the opportunity to rectify the adverse matter/s.

Guidelines by section
The following instructions will help you fill out the application form.
Application type
There are three classifications of group applying for registration. Tick the box which applies to your group. a) b)
A new Group is defined as a Group which has been operating for less than six (6) months.
An established Group has been operating for more than six (6) months, but is not registered with QWaLC
Section 1. Group Purpose
This section of the application form asks you to describe the objectives and activities (or the intended activities) of your Group.
Indicating whether your Group is a Landcare, Bushcare, Coastcare , Waterwatch Group or other
Voluntary NRM group gives us some understanding of your main focus, and will also provide the opportunity to open communication channels with each State ‘Care’ or ‘Watch’ Coordinator.
Section 2. Membership
One of the criteria for registration is to demonstrate broad community membership. This helps ensure that your Group’s activities have broad community support, and that the group does not represent, for example, a specific-purpose lobby group.
Section 3. Linkages
Besides wanting to know where your Group actually operates, this section is designed to offer your group the opportunity to link in with state and local governments, local businesses, catchment associations,
Regional NRM Bodies and other NRM groups.
Your Group is urged to contact some of these organisations to ensure that you are properly supported and that your activities will not be in conflict with established NRM plans. If you have a letter of support from any of these groups, please provide a copy in your application.
Your Group’s independence is valued, and if you are keen to concentrate solely on your local area you will not be forced to link in with other organisations. However, by being involved with your Regional NRM
Body, your group will be better informed of ‘bigger pictures’ issues which may or may not affect your operations.

Primary contact
Please ensure that the primary contact for the Group signs the application form to indicate they are prepared to have their contact details made available to the public and the Group understands and accepts the criteria for Registration as a Community Volunteer NRM Group. The person who signs the application form will be the first point of call for individuals or organisations wishing to reach the group.
In the event that your application is successful and your Group becomes registered with QWaLC, you will be sent copies of the following documents:
