District Background Soil Conservation Districts (SCD) were established in the 1930’s as a conduit for passing technical information designed to prevent soil erosion from federal and state agencies to farmers. Since that time, the relationship between conserving soil and nonpoint water pollution has become increasingly clear. In 1973, the General Assembly changed the nomenclature for North Carolina Districts from Soil Conservation Commissions to Soil and Water Conservation Districts. The New Hanover Soil and Water Conservation District (NHSWCD) was created according to state law in 1950. The mission of the District is to protect and enhance water quality throughout New Hanover County through land conservation, stormwater management, technical support to citizens and organizations, and conservation education and outreach activities. To achieve this mission, the NHSWCD has developed a series of partnerships with New Hanover County, the City of Wilmington, the N.C. Department of Natural Resources (DENR), and the USDA Natural Resources Conservation Service (NRCS). NHSWCD activities include: Administering, under the supervision of the N.C. Division of Soil and Water Conservation, the N.C. Agricultural Cost Share Program for Nonpoint Source Pollution Control (ACSP) and the N.C. Community Conservation Assistance Program (CCAP) both of which have funds to share the cost of installing water pollution control practices/structure with local and private entities; Active participation in the Stewardship Development Awards Program, the Earth Day Alliance of the Lower Cape Fear, New Hanover County and City of Wilmington Technical Review Committees and Keep America Beautiful and more; Holding and managing conservation easements and owned land in the Hewletts Creek Watershed; Acquiring significant wetland properties on Eagles Island; Promoting the use of rain barrels and backyard composters; and Conducting environmental education programs in New Hanover County Schools. Three are elected for terms of four years; two are appointed by the N.C. Soil and Water Conservation Commission for four year terms. A vacancy maybe caused by the resignation of any Supervisor. An appointment will be for the duration of the term. Associate supervisors currently do have not term limits. Associate supervisors are considered to fulfill a term if a current supervisor can no longer fulfill their term. A successful candidate should: Attend monthly Board of Supervisor meetings (typically held the third Wednesday of each month), Fall and Spring meeting of Supervisors from the 12 Districts in southeast NC; Be familiar with natural resource conservation issues in New Hanover County; Be prepared to formulate and implement policies in each of the activity areas participated in by District staff; Actively participate with staff in promoting programs throughout the community. This includes but is not limited to attending local events and networking with local organizations and government officials; Attend Supervisor training at the North Carolina School of Government in Chapel Hill, NC. Oversee cost share contracts, and the financial affairs of the District including, budgeting and expenditures; Perform field spot checks of projects for which public money has been expended; and Assist staff with seeking and obtaining additional funding resources including grants for educational programs and land acquisitions.
