Center for Spiritual and Ethical Development
Mission
As a multi-faith learning community, the Center for Spiritual and Ethical Development
(CSED) is charged with providing programs and a venue for the ethical, religious,
spiritual, and character development of the University community. CSED strives to build
active, responsible citizens and raise the consciousness of the community.
With a broad offering of worship opportunities, educational events, and cross-cultural
programs that enrich the heart and mind, CSED hosts a culturally diverse multi-faith
community and celebrates our differences and similarities in a safe, supportive
environment.
Vision
The vision of CSED embraces these fundamental premises:
 To provide the University community with a safe, supportive space for
religious/spiritual/cultural diversity and exploration.
 To encourage personal, ethical and character development, intellectual
engagement, and the voluntary exercises of religious/spiritual belief.
 To promote interfaith understanding and appreciation through educational and
cultural programming and activities.

Code of Ethics
The Center for Spiritual and Ethical Development (CSED) is a unit of Student Affairs at
Penn State University, charged with providing a venue and programs for the ethical,
spiritual and character development of the University community. The campus spiritual
leaders who are affiliated with the Center, share that mission. The Center recognizes
that a successful community results only through trust, mutual respect, and the struggle
that sharing sometimes requires, as individuals are invited beyond the familiar and
across boundaries. There we can all find and celebrate our differences and, in doing so,
can live with greater understanding, meaning, and peace. We will work together and
guarantee the dignity of those with whom we work.
In this spirit we pledge:
To nurture spiritual and ethical development among students, staff, and faculty.
To create a safe climate where all can practice their religion or spirituality.
To work through education and example toward eliminating prejudice, hatred,
and violence.
To recognize differences and promote religious harmony.
Not to obstruct or harass any one engaged in programs and/or observances.
Not to coerce or diminish, so as to take advantage of anyone’s vulnerability.
To support students’ commitment to academics, to self, and to family.
To respect confidentiality unless the safety of the individual or others is at risk.
To promote integrity in matters of professional ethics.

CSED Affiliation Requirements
When a student group has become a recognized student organization and is classified
as a Religious/Spiritual organization through the Office of Student Activities, that group
may choose to become affiliated with CSED.
Such affiliation is optional, but will entitle the student organization to certain
prerogatives, such as complimentary use of meeting space in the Pasquerilla Spiritual
Center-Eisenhower Chapel and participation in CSED activities. To ensure that only
active organizations obtain affiliated status, all affiliated religious/spiritual student
organizations must submit an affiliated status form to CSED at the beginning of each
Fall semester. Upon confirmation that the student organization has a religious/spiritual
purpose and has submitted the required organizational information, the Director will
grant affiliate status. By accepting affiliate status, the student organization and Affiliate
Staff members (i.e., spiritual and religious leaders who serve as advisors to the
organizations) are expected to comply with CSED policies governing use of facilities.

Application Information Requirements
 Submission of a current copy of the organization’s constitution. Submission of
subsequent copies when necessitated by changes made to the constitution.
 Annual submission of a copy of the updated student organization officer list.
 Annual submission of the updated advisor contact form.
Post-approval Requirements to Maintain Affiliated Status
 Affiliate Staff are expected to become familiar with, and abide by, the CSED
Relationship Statement and CSED Handbook Policies governing use of facilities
(scheduling, facility usage, office assignment or storage space, CSED Code of
Ethics, and special services).
 Affiliate Staff are encouraged to attend all Affiliate meetings and participate in
CSED functions.

CSED’s Relationship with Religious/Spiritual
Student Organizations
Mission
As a multi-faith learning community, the Center for Spiritual and Ethical Development is
charged with providing programs and a venue for the ethical, religious, spiritual, and
character development of the University community. CSED strives to build active,
responsible citizens and raise the consciousness of the community.
With a broad offering of worship opportunities, educational events, and cross-cultural

Programs
CSED initiates and conducts nonsectarian programs directed primarily at the
educational, developmental, and humanistic needs of members of the campus
community. Programs may include, but are not limited to:
 ethical discussions,
 departmental colloquies,
 interdisciplinary conferences, lectures, workshops,
 intercultural and interfaith programs, films, speakers, and
 programs in art and music.
The cooperation and participation of students and affiliate staff (see section on Affiliate
Staff) are encouraged.
Professional development opportunities are offered for affiliate staff and
religious/spiritual/ethical student organization advisors at meetings during the fall and
spring semesters.
Services
CSED offers the following services:
 Provide oversight for the Pasquerilla Spiritual Center-Eisenhower Chapel facility,
including:
 Schedule facilities for programs, worship services, and other events.
 Assign and allocate offices for student organization use.

 Provide staff development training and heightened collaboration through affiliate
staff meetings.
 Conduct research and assessment initiatives on facility usage, student
participation in programming, and spiritual and ethical development.
 Work collaboratively with other Student Affairs Units.
 Offer assistance and support on ethical and religious/spiritual matters to other
Penn State campus locations.
 Maintain up-to-date information on registered religious/spiritual groups’ worship
services, programs, meetings, and policies as well as rules on facility usage.
Coordination
 Interpret University policy to religious/spiritual professionals, students, and
registered student organizations.
 Serve as liaison for interests, concerns, programs, and actions of
religious/spiritual professionals, Affiliate Staff, and students to appropriate
University administrative personnel.
 Seek to develop collaborative relationships with academic and other University
offices so that religion/spirituality and character development is intrinsic, not
peripheral, to the total University community.
 Facilitate cooperative programs among campus faith groups.
 Encourage interaction among CSED staff, affiliate staff, faculty, and community
regarding programs and other events.
 Promote and develop cooperative relations between community/off-campus
religious/spiritual organizations and the University.

Affiliate Staff Members
Affiliate Staff are advisors and/or co-advisors, and/or professionally trained
spiritual/religious leaders, or lay leaders who are recognized and/or credentialed
and/or compensated by a non-profit, faith-based organization. Affiliate Staff may
or may not be employed by the University.
Affiliate Staff members must work through a recognized religious/spiritual student
organization. These staff members serve as advisors for the religious/spiritual student
organizations, leading services and guiding students in programming and other
initiatives. CSED works with Affiliate staff members to ensure a seamless process in
terms of access to facilities and other services/resources and encourages Affiliate Staff
to partner with CSED in offering interfaith and ethical initiatives to campus.
Affiliate Staff Responsibilities and Services:
 Operate with the support of the Center for Spiritual and Ethical Development.
 Provide programs and/or worship services.
 Provide students with an opportunity for balanced lives through holistic
development, including the expression of religious/spiritual beliefs.
 Support the voluntary religious/spiritual activity of students by directly providing
religious/spiritual services, counseling, education, programming, etc.
 Conduct programs within the bounds of the established University policy (see
Policies and Rules for Student Organizations).
 Are encouraged to attend regularly scheduled staff development meetings.
Scheduling conflicts should be discussed with CSED staff.
 Are encouraged to participate in CSED’s interfaith, ethical, service/social justice
programs. (i.e., First Sunday, International Day of Peace, Interfaith Prayer
Breakfast, Panels, Ethical Discussions, Interfaith Dialogues, Speakers, Films,
Service Projects, etc.)
Appropriateness of, and Accountability for, Program Content:
Campus religious/spiritual groups are solely responsible for their programming,
practices, and expressions of religion/spirituality. The University’s recognition of student
religious/spiritual groups does not imply, and should not be construed as, endorsement
by the University for programs, practices, or expressions of faith/spirituality of such
groups.
Recognized student religious/spiritual groups and their Affiliate Staff, advisors, and faith
leaders are subject to CSED’s Code of Ethics and all applicable University policies,
including those governing the use of facilities and grounds, personal conduct and
behavior, and safety and security.

An Important Note about Misrepresentation
Misrepresenting the Center for Spiritual and Ethical Development or any other university
entity, your own student organization or another student organization will not be
tolerated.
If any organization engages in misrepresentation, that organization will lose affiliate
status for one calendar year and will be subjected to the same conditions as nonaffiliated student organizations. This will include the loss of office and/or storage space,
which will only be restored if space is available.

Affiliate Staff Benefits
The following benefits are made available to Affiliate Staff members:
 Have limited access to facilities and services and participate in the life of the
University.
 Receive access to University resources through the staff in the Center for Spiritual
and Ethical Development (within the guidelines of policies and rules).
Additional benefits include:
Keys:
 Each CSED affiliated religious/spiritual group may obtain keys to their individual
offices (ID card can be used to access a designated outside door).
 A maximum of two sets of keys per office will be issued.
 A CSED staff assistant will process the key records and deposits.
 If the keys are lost, affiliate staff must pay for the replacement of the keys.
Email Accounts:
 CSED Affiliate Staff who have been issued an ID are eligible for email accounts.
 The email account form must be completed and signed by the CSED Director.
 Email accounts will be made inactive upon termination of affiliation. This process
should be initiated with a CSED staff assistant.
Parking Permits:
 Those seeking information on parking permits should direct their
questions/concerns to the Transportation Services Office located in Eisenhower
Parking Deck, or by phone at: 814-865-1436.
Penn State IDs:
 CSED Affiliate Staff who have been issued office keys are eligible to apply for a
Penn State ID.
 The ID form must be completed and signed by the CSED Director.
 These IDs will provide access to a designated outside door of the facility.
 IDs will be made inactive upon termination of affiliation. This process should be
initiated with the CSED staff assistant.

Office Assignments for Affiliate Student
Organizations
Securing Office Space
 Priority for office assignment is determined by submission date of application.
 Applications are available at the Information Desk.
 All office space is unfurnished.
 The occupant is responsible for fees concerning telephone, internet connection,
and office signs.
Maintaining Office Space
Maintaining office space in the Pasquerilla Spiritual Center-Eisenhower Chapel will be
subject to the following policies:
 Affiliated Student Organizations are expected to use their offices regularly to
support students and activities within CSED. The Director reserves the right to
approach the organization if there is a question or concern about how the office
space is being used.
 Affiliated Student Organizations must have a University employee who serves as
an advisor and may, in addition, have a full-time (35-40 hours per week)
religious/spiritual professional staff (one or more).
 Use of office space must adhere to CSED’s Code of Ethics and comply with
general University policies, including safety and security guidelines.
General Guidelines
Office space cannot be used for:
 General fund-raising
 Selling products
 Renting equipment
Decisions for Receiving and Maintaining Office Space
 Final decisions rest with the CSED Director.
 If the Director determines that an occupant is not in compliance with one or more
requirements for continued use of space, written notice will be provided to the
occupant to vacate the office.

Facility Usage General Policies
Scheduling
All events are to be scheduled online and approved by CSED staff.
Regular Scheduling:
 Groups affiliated with CSED will have first priority when scheduling space.
 Non-affiliated groups will be considered after the religious/spiritual groups have
completed scheduling their services/events/activities.
 Groups must submit event/activity requests using the virtual calendar at:
www.reservations.psu.edu
 Rollover of worship services only have been completed by the CSED Scheduler
through the Spring and Fall 2012 semesters. Please review the online calendar
and let the Scheduler know of any discrepancies or changes to be made prior to
the start of each semester.
Important Note: all Summer worship service requests and the Spring and Fall
semesters, beginning with Spring 2013, must be submitted by one of the group’s
approved room reservationists using the virtual calendar.
 The sponsoring group is responsible for ensuring that the physical space is left in
the same condition/set up as it was found, and that the conduct of the attendees
is respectful.
 When/if a group is charging fees for an event, a portion of the fee must be paid to
Penn State when the fee exceeds $5.00.

Advance Scheduling
 Non-affiliated groups will be able to request space using the virtual calendar after
CSED affiliated groups have scheduled their programs.
 The School of Music (See General Scheduling Policies & Rules, page 23).
 Weddings (See Weddings and Baptisms, page 27).
 Organ/Piano (See Organ/Piano Usage, page 21).
CSED Disclaimer: It may be necessary at times for CSED to reassign scheduled space
in order to make the most efficient use of the facility.

Care of Facility
Food Disposal:
Please remove all items from tables/chairs/floors, etc. and dispose of
food/trash/recycling/compost in the appropriate receptacles.
Damage
Any damage found in a room must be reported:
 Damage is defined as spills/stains, broken furniture, candle wax, graffiti, and so
forth.
 A Damage Report Form is available at the CSED Information Desk and should be
completed A.S.A.P
 Damage found before a meeting begins should be reported to the Information
Desk prior to the meeting.
 Damage that occurs during a meeting must be reported immediately.
 Costs for clean-up and repair will be shared by those responsible for the damage.
 Damages will be assessed and appropriate action will be determined by the
Director.
Charges/Fees:
 A fee is charged to all non-affiliated registered student organizations, University
departments, and the public for events/room space.

When warranted, excessive clean-up fees will be charged to any group using
space in the Pasquerilla Spiritual Center/Eisenhower Chapel.
Displays – Exhibits:
Located in the lobby, the Display Case may be reserved for groups/community to
promote an upcoming program or initiative or general information about the
organization.
To use the lobby area or the Display Case, please contact CSED’s Assistant Director to
schedule the space.
Security:
 All rooms will remain locked when not in use.

A CSED staff member will open program rooms before scheduled events.

Hours during the semester are 8:00 a.m. – 10:30 p.m.

Fall and Spring Break hours are 8:00 a.m. – 4:45 p.m.

Hours during the summer, beginning in May after Finals Week, are 8:00 a.m. –
4:45 p.m.
Please Note: Attendees at all events concluding at 10:30 p.m. should exit the facility
immediately after the event has ended.
Room Descriptions/Usage Guidelines
Worship Hall (Large Worship Area)
 Seats approximately 450 on the floor.
 Seats approximately 697 including the pods.
 Includes a large, motorized projector screen, fixed altar table, sound system,
piano, organ, and podium.
Please Note: The large worship area is a “no food and beverage” area.
Pods: Rooms 122, 124 and 126
 Open space can accommodate from 60-100 people.
 Includes moveable seating.
 Amplification is allowed.
 Food is permitted (when closed off from large worship area).
Please note: A scheduled event cannot hinder or disturb scheduled activities in the large
worship area.
Garden Room
 Seating for approximately 48 people around tables.
 If set up is lecture-style, seating for approximately 70.
 Tables and chairs are moveable by paid events only.
 Screen for a projector installed on wall.
 Food/beverages are permitted.
 Limited amplification is allowed.
Garden Terrace
 Outdoor patio area accommodates space for approximately 100 people.
 Food/beverages are permitted.
 Sound amplification considerations must be in accordance to University Policies
and Rules.

Please Note: May be reserved with considerations made for the groups that have reserved
the surrounding rooms.
Memorial Lounge
 This space is often used as a study area for students during the hours that the
facility is open. However, it may also be reserved by groups for one-time events.
 Only beverages and light refreshments are permitted in this area. No “sit down”
meals are allowed.
 Seating capacity is approximately 80 people.
 Includes moveable seating, a piano, and a screen installed on wall.
 Can block off side entrance (by the steps) for additional privacy.
Lobby
This area is considered a reception area and can only be reserved for displays or
exhibits.
Frizzell Room
 Seats approximately 300 people - depending on set up.
 Can be divided in half by partition.
 Includes moveable seating and a screen installed on wall.
 Adjacent to warming kitchen and restrooms.
 Amplification is allowed when appropriate.
 Food/beverages are permitted.
Room 120
 Seats approximately 12-15 people.
 Includes moveable seating.
 Food/beverages are permitted and must honor Halal restrictions.
 Limited amplification is allowed.
Usage: Priority for this space is for Muslim prayer/services.
Room 118
 Seats approximately 30-40 people.
 Includes tables and chairs.
 Food/beverages are permitted and must honor Kosher restrictions.

 Houses the Eternal Light and Ark and Jewish prayer books.
Usage: Priority for this space is for Hillel services/activities.
Room 212
 Seats approximately 50 people.
 Includes moveable seating, a white board, piano, and conference table.
 Food/beverages are permitted.
 Limited amplification is allowed.
All Faith Chapel
 Seats a maximum of 125 people.
 Includes fixed bench seating, a fixed altar, piano, and organ.
 Food and beverages are not permitted.
 Limited amplification is allowed.
Please Note: This space is not air conditioned.
Meditation Chapel
 Seats approximately 15 people.
 Includes fixed bench seating, fixed altar and Christian symbols.
 Food is not permitted; amplification is not allowed.
Usage: Priority for this space is for Christian services/activities.

Kitchen Guidelines for General, Kosher, & Frizzell
 Please leave the kitchen cleaner than you found it (counters, utensils, floors, etc).
 The counter tops and sinks must be cleaned thoroughly after each use.
 The microwaves are to be wiped and /or cleaned after each use.
 The kitchens are designed for staging catered meals and meal preparation for
small (less than 20) groups – it is NOT designed to prepare meals for large
groups.
 CSED provides basic pots, pans, utensils and cutlery which must be washed with
dish detergent, dried, and returned to the proper storage compartment
immediately after use. Please remember to EMPTY THE DISHWASHER!
 Report all accidents (even minor ones) to CSED staff.
 Refrigerators/freezers are for temporary (24 hour) storage -- not for long-term
storage. Please remember to refill ice cubes trays.
 The refrigerator in the General Use Kitchen will be emptied every Friday
afternoon─ items not clearly marked will be placed in the trash unless CSED has
previously been made aware of a need for longer storage times. If you/your
group hosts an event involving food, please take it home upon completion of your
event or place in trash/compost containers. (CSED staff can provide the groups
access to a Compost Bin when requested).
 Please turn on the exhaust fan if you are cooking/heating foods.
 NO frying is permitted.
 Please store your materials in a labeled bin on the shelves
 There is absolutely no storing of perishable food items in the kitchen.
 Please clean up the area where you serve your meal (clear and wipe the tables,
clean the floor, etc.).
If the kitchen is not clean, please contact the CSED staff. Failure to follow these rules is
grounds for a cleanup charge and/or immediate revocation of your opportunity to use
any CSED facilities.
Please leave the kitchen cleaner than you found it!

Organ and Piano Usage
 Approved organists will be given access to organs in Pasquerilla Spiritual Center
– Eisenhower Chapel
 To become an approved organist, please contact The School of Music at:
 (814) 865-0431. If approved, the School of Music must then notify CSED.
 To schedule practice times, contact The School of Music at: (814) 865-0431. If
practice times are approved, the School of Music must then notify CSED.
 No food or beverages are permitted in the organ lofts.
 Users of the organs and pianos are responsible for any damages.
 Pianos must not be moved.
 Users must report any organ maintenance issues to CSED’s Information Desk
ASAP.
 No audience seating permitted in organ lofts – performers only.
 Maximum number permitted in organ loft areas is 6 (i.e., page turners; vocalists,
etc.).

General Scheduling Policies and Rules
Scheduling
Scheduling Priority by Group:
CSED affiliated groups will have priority in scheduling. Every attempt will be made to
provide continuity from year to year. The order of priority in reserving space in the
Pasquerilla Spiritual Center-Eisenhower Chapel is:
1. CSED
2. CSED-affiliated groups
3. School of Music
4. Other recognized student organizations
5. University departments
6. Public
Any event requiring an admission fee will be billed the University rate for the space(s)
used.
Virtual Scheduling:
 All scheduling guidelines will be in concert with the CSED Code of Ethics
Statement.
 CSED-affiliated groups should identify up to three people in their group to
schedule meeting/event space. Please note: Contact the CSED scheduler when
group members are to be added or removed from this list.
 A description of each program/event must be completed on the scheduling form.
 A representative of the reserving group (e.g. affiliate staff member or advisor)
must be present the entire time the space is used.
 The sponsoring group is responsible for the physical space, conduct of
participants, and the moral content of the event.
 The number of spaces each group can reserve at one time for an event is 3.
 Band practices must end by 10:00 PM. – attendees must have equipment packed
and ready to exit the facility by 10:30 PM.
 Meetings/Services must end by 10:30 PM. – attendees must leave facility
immediately following the conclusion of the meeting/service.

Advance Scheduling
 Affiliated student organizations can have a designee schedule two years in
advance by using the online scheduling at: www.reservations.psu.edu
 Weddings may be scheduled two years in advance.
School of Music
 The School of Music may schedule as many as 6 events per semester, with no
fee, in exchange for routine maintenance and tuning of the pianos, routine organ
maintenance. Additional requests are at the discretion of Director.
 Any event requiring an admission fee will be billed to The School of Music at the
University rate for space(s) used.
 Additional non-performing room space may be scheduled at University rates.
 A 3-hour time period will be scheduled for each performance plus one rehearsal of
2 hours preferably scheduled during day time hours.
 At the end of each academic year, the Director of the Pasquerilla Spiritual CenterEisenhower Chapel and the Department Head for School of Music will review the
process.
Scheduling Priority by Time:
 Online requests for scheduling regular meetings and worship services will be
accepted for approval beginning April 1 or up to 2 years prior for CSED- affiliated
student organizations.
 Online room reservation requests will be reviewed and processed on a continuous
basis for the upcoming fall/spring semesters.
 Each CSED group will submit its list of observed holy days to the CSED scheduler
at least two calendar years in advance.
 CSED-affiliated groups can reserve unscheduled rooms anytime they are
available by going to www.reservations.psu.edu and submitting an online room
request.
 Other special events such as invited speakers or conferences may be scheduled
two years in advance, provided that the event does not conflict with worship
services, holy days, and weddings.
Scheduling Times:
 Rooms may be reserved seven days a week during fall and spring semesters
between the hours of 8:00 a.m. to 10:30 p.m.
 Summer schedules may vary. Building hours are 8:00 a.m. to 4:45 p.m., Monday
– Friday. The building is closed on weekends during the summer with the
exception of worship services and weddings.

 Rooms are available for the confirmed reservation time periods only. It is essential
that all meetings begin and end at the appointed times.
 Room 120 can be scheduled during times not specially designated for Muslim
prayer (the wudu area will be locked during a scheduled event).
 The Meditation Chapel (seats 12 –15) can be scheduled during times not
specifically designated for services/worship.
Event Charges for all Groups:
 Events will be monitored and groups will be charged ½ of the room use fee for
use of space if the reserved space is not used the entire time scheduled. Please
reserve only the time necessary for your event and only the rooms you will
definitely use.
 CSED-affiliated groups will not be charged a $25 kitchen-use fee for a kitchen
reservation, if they have paid the $250 equipment usage fee for the semester.
However, groups who pay “per use” of equipment and all non-affiliated groups,
university departments, and public requests will be charged $25 for kitchen use if
food is brought in for an event.
 Fees will be charged for excessive cleanup. There will be a $25 fee for the first
occurrence. The fee for subsequent occurrences, when additional cleanup is
required, will be $100.
 Groups with outstanding payments due will not be permitted to schedule future
events until full payment has been received.
 Groups may have scheduling privileges revoked and/or future events cancelled, if
outstanding payments are not paid within 30 days of billing.
Space Regulations:
Please note: CSED furnishings, keys which are signed out from front desk, and
equipment are not permitted to leave the building.
 Approved group members signing keys out at the front desk must provide all
information requested on the key sign-out sheet.
 Keys signed out at the front desk must be returned and signed back in before
leaving the building. Failure to comply will result in termination of the signee’s key
rights for one calendar year.
 The reserved space must be left the way it was found. All materials, including food
and drink, must be removed or placed into the trash/recycling/compost containers.
Lights out/windows closed. Failure to do so will result in clean-up charges.
 CSED furniture and equipment must be moved by CSED employees only. Groups
will be assessed a fee for moving furniture/equipment out of a room/space.

 Materials, food, or equipment cannot be brought/delivered in advance of the
program/event or left for pick-up at a later date after the event.
 Advanced storage is not available to groups who have scheduled rooms.
 Bulletin boards are located outside each office where the assigned office group
may display religious/spiritual symbols and information about programs and
activities. Two public bulletin boards are located in the building for posting general
information.
Cancellations:
 In case of a room cancellation, virtual room requests must be cancelled online at
least 24-hours in advance by the designated group scheduler making the
reservation. Violations will result in possible loss of reservation privileges and/or
full room-use charges.
 If an Affiliate Staff member or advisor is not present for an event and there are no
attendees at the event, and the event has not been cancelled at least 24-hrs.in
advance, the event will be considered a “no show”.
o CSED will send a warning letter about the first “no show.”
o CSED will charge (the student organization full rental fee for the room) for
the second “no show.”
o CSED will revoke rental/reservation privileges for a period of one calendar
year following the third “no show.”
Program/Event Conduct and Sensitivity:
 All events should be conducted in such a manner as not to produce excessive
noise that may be disruptive to others.
 Groups must exhibit sensitivity and respect toward others.
 Content of program must support CSED’s mission.
Childcare:
Groups that require childcare at their events must provide responsible adult supervision
and complete a virtual room reservation request for childcare space.
Weddings:
 Can be scheduled in the:
 Meditation Chapel (seats 12 – 15 maximum)
 All-Faith Chapel (seats a maximum of 125)
 Worship Hall (seats 450 w/o pods, 697 w/ pods)

 Wedding music rehearsal is free. Musicians are allotted a 1-hour block of time
prior to the date of the wedding for rehearsal.

Guidelines for Weddings, Baptisms,
Memorial Services & Recitals
The following information outlines the guidelines for scheduling and hosting programs
and activities in the Pasquerilla Spiritual Center-Eisenhower Chapel.
Scheduling for Weddings
 Two hours for the wedding or commitment ceremony and one hour for the
rehearsal will be allotted for each reservation. Extra time may be reserved at an
additional cost if the space is available.
 Weddings/Commitment ceremonies may be scheduled two years in advance. If a
wedding or commitment ceremony has not been scheduled one month prior to a
requested space and time, groups may schedule the pods and the large worship
space during designated wedding times.
 A deposit of 1/2 of the fee is due within 2 weeks of the original request to hold the
reservation. The remainder of the fee must be paid 1 month in advance of the
wedding or commitment ceremony or the space will become available.
 The deposit is non-refundable.
Wedding Requirements:
 A bride or bridegroom must be a full-time Penn State student, alumnus/alumna,
full-time employee, and/or a member of the immediate family of the employee or
have a connection to Penn State.
 Persons of any religion or spiritual tradition may schedule weddings or
commitment ceremonies.
 The Wedding Coordinator schedules rehearsal times which may last one hour in
length. Officiants must be present during the entire rehearsal.
 Wedding ceremonies must meet the legal requirements for Pennsylvania.
 Reservation forms must be completed with CSED.
 Couples must make their own arrangements for officiants, musicians, florists, and
photographers.
 Alcohol is not permitted in the Pasquerilla Spiritual Center/Eisenhower Chapel.
 University policy dictates that no person shall bring any animal into any University
building, or permit any animal on any University public transportation facility. This
does not apply to Seeing Eye dogs. (Policy SY07 Governing Control of Animals
on University Property)

 Candles (beeswax) may be used in the altar area only. Battery-operated candles
may be used in other areas.
 Flower urns and candelabras are available through CSED. Flowers must be
removed after the ceremony.
 No rice, confetti, birdseed, flower petals, etc. may be thrown at the ceremony.
Flower petals are permitted, if thrown outside.
Baptisms:

Private baptism services may be scheduled. Individuals are responsible for
scheduling officiants, musicians, florists, photographers, and so forth.
 Baptisms scheduled within regular worship service times will not be charged a
usage fee.
 Baptisms scheduled outside the worship service times will be charged a usage
fee.
Memorial Services:
 Memorial services can be scheduled for full-time students, alumni, Penn State
employees, employees’ immediate family, and members of the Penn State
community.
 Previously scheduled activities/services will be honored when scheduling
memorial services.
 Funerals are not scheduled at the Pasquerilla Spiritual Center – Eisenhower
Chapel.
 CSED can provide the space for the service. The sponsor of the service is
responsible for printed programs, flowers, ushers, and all other aspects of the
service.
Recitals:
 Faculty/student recitals must be scheduled by CSED following the outlined
policies and rules. These events are subject to CSED fees.
 General public may schedule recitals at the non-university room rental rate.
General Information:
Fee Deposits:
 1/2 of the fee is due within 2 weeks of making the reservation.
 The total fee must be paid 1 month before the ceremony, event, or service.
 All payments are non-refundable.

Frequently Asked Questions…
Our group is CSED-affiliated. Will we be charged fees when holding an event in
either Pasquerilla Spiritual Center/Eisenhower Chapel?
When a CSED-affiliated group sponsors an event and schedules a room in the
Pasquerilla Spiritual Center/Eisenhower Chapel, they will not be charged a rental fee;
however, groups may incur charges for kitchen cleanup; excessive event room cleanup;
equipment requests as applicable.
Are there fees charged to co-sponsoring groups?
If a CSED affiliated group co-sponsors an event, no rental fee charges would apply;
however, if a non-affiliated group co-sponsors an event, they will be charged half of
the rental fees for any/all room(s) used, along with charges (at no reduced pricing) for
audio-visual equipment, etc. should any apply.
Our group is not affiliated with CSED, but we would like to schedule an event in
the Pasquerilla Spiritual Center/Eisenhower Chapel. What fees can we expect?
If space is available, rental fees will apply to all non-CSED-affiliated University
Recognized Student Groups, University Units, and public requests, along with additional
charges for audio-visual equipment requests, kitchen clean up, excessive room clean
up, etc., if applicable.
What rules apply if our group would like to serve food at an event in the
Pasquerilla Spiritual Center/Eisenhower Chapel?
Penn State has specific policies about the sale of food and beverages

Important Note: CSED-affiliated groups can prepare and serve homemade food from
one of the CSED kitchens if available, provided it is a closed event determined by the
Director. If the event is NOT closed or catered by an approved Penn State caterer only
pre-packaged food can be served. Frying is not permitted in any kitchen.
Does CSED have any restrictions on food/beverages that are served or brought
into the Pasquerilla Spiritual Center/Eisenhower Chapel?
Some rooms in the Pasquerilla Spiritual Center/Eisenhower Chapel will not permit
food/beverages. Some rooms allow light refreshments only to be served. There are a
small number of rooms that can accommodate “sit-down” meals.
Our group is holding an event in the Pasquerilla Spiritual Center/Eisenhower
Chapel and we will be selling tickets for admission to this event. Is there
anything we need to be aware of?

Can you explain to me what constitutes the submission of a contract for an event
being held in the Pasquerilla Spiritual Center / Eisenhower Chapel?
 Please contact CSED staff before scheduling an event possibly needing a
contract(s) – VENDOR; DJ; SPEAKER; STAGE/SOUND/LIGHTING; and/or
MASTER ENTERTAINMENT as more information is needed before we can
provide answers.
 If a contract(s) is needed, please note that you should begin the planning process
at least 3 months prior to your event as contracts involve multiple steps from start
to finalization.
 If completed contracts are not signed, dated, and on file in CSED at least 3
weeks prior to the event, CSED retains the right to cancel the scheduled event.
 Organizations/departments/public planning to host events in CSED that are either
PAID or UNPAID SPEAKER; ENTERTAINMENT; HONORARIA; TRAVEL, etc.
must first complete and file a contract with CSED before any room will be moved
from a “tentative hold” to a “confirmed status” for an event.
 Due to liability issues, you will need to complete a contract when you are bringing
in a non-Penn State performer/speaker/etc.―even if you are not paying them.
 Penn State faculty or staff members do not need contracts.
 You need a contract if equipment is being rented and a technician is needed to
operate the equipment. (If equipment rental only, no contract is needed.)
 You need a contract if an outside entity requires a contract for your organization to
engage in business.
 If your organization is co-sponsoring an event, the organization that is paying the
performer in any way is responsible for completing a contract.
 A contract that is written and is not a University agreement, (i.e., a contract
between your organization and a Retreat Center) must be sent to the Office of
Risk Management for the University Assistant Treasurer’s approval. (Student
Organization funds are paying).
 If you are holding an event in the Pasquerilla Spiritual Center/Eisenhower Chapel
and you require a contract for the event, the contract must be done through
CSED.
 If you are holding an event in a facility other than the Pasquerilla Spiritual
Center/Eisenhower Chapel locations, please contact the HUB for contract details.

Special Notes
 CSED retains the right to cancel a booking(s) and/or change rooms of previously
scheduled/confirmed events should it be necessary. Note: Alternate rooms in the
Center may be an option if something is available and appropriate for your event.
 Sufficient notice will be provided to the room requestor of the event should a
change of room or event cancellation be necessary.
 Notification to group members is the sole responsibility of the room requestor
receiving notification of any/all changes.
