DEPARTMENT OF CULTURAL AFFAIRS, PUNJAB INVITATION FOR EXPRESSION OF INTEREST RECRUITMENT OF PROJECT TECHNICAL SPECIALIST CONSULTANTS/ CONSULTANCY FIRMS for Protection and maintenance of historical monuments and archaeological sites under 13th Finance Commission in Punjab Background: The Government of Punjab has identified the following twenty three (23) buildings for ‘protection and conservation’ to be undertaken worth 25.00 crores (INR) through the grantin-aid for State Specific Needs recommended by Thirteenth Finance Commission for Heritage Conservation. The ‘Expression of Interest’ is invited from reputed National consultants, having experience of similar nature of works, for preparation of Initial Assessment Reports (IARs) and provide all services as Project Technical Consultant/ consultancy firms as per the scope given below. Scope of Work The technical consultant will be required to do the following works:Preparation of the Initial Assessment Report (IAR) fixing the : Scope of the work Rough map of the entire monument marking out the area proposed to be conserved Executive summary Description of the property History and development Present state of conservation Factors affecting the property Directions from client department Conservation approach Preparation of RFD document for engaging the agency to executing the work. Help in choosing the conservation architects and other specialists To check the restoration work on all the projects and give a quarterly detailed report on the progress of work to the Technical Committee. To submit a report on community & outreach (involvement of locals) To submit a report of the departments man power requirements to oversee this work. (Capacity building report of the Archaeological/Conservation section of the Department of Culture). Post implementation proposal. Report to ensure timely implementation & Utilization of funds Eligibility 1. The Technical consultant/s (Individuals/ firms) should have a minimum of 10 years professional working experience in architectural conservation and planning; 2. The Technical consultant/s (Individuals/ firms) should have done at least 2-5 projects of this similar nature and magnitude, on monuments having a conservation cost of minimum of Rs. 100.00 lakhs; 3. The consultant/s (Individuals/ firms / consortia) should have successfully provided consultancy services for at least three conservation projects in India in the last five years; 4. The consultancy firms/ consortium should have on payroll at least five conservation architects and one conservation architect with minimum five years of work experience with a firm after a post graduate degree in Architectural Conservation; and 5. Since the monuments can range from simple monuments to complex monuments in terms of their grading as per Archaeological norms, the selection will be based on the nature of the projects handled. The more complex monuments handled by an applicant can get additional weightage for him/her: Interested applicants are requested to submit the following documents with the EOI in order to facilitate assessment of adequacy of the resources and expertise available with the Consultant or the Consulting Firms: • General profile of the firm. • Experience of working in similar projects with documentary proof • Annual turnover for the last 3 years (in terms of consultancy fee received). • Details of works in hand. (Including project cost and scope of work) • List of permanent and professional employees and consultants having experience in the required area of experience.
