On approval of the Rules for transportation (moving) of transported (movable)
objects on the territory of the Republic of Kazakhstan
Decree of Government of the Republic of Kazakhstan № 149 dated 21 January 2012
In accordance with paragraph 13) of Article 5 of the Law of the Republic of
Kazakhstan dated 10 July 2002 "On veterinary" The Government of the Republic of
Kazakhstan DECREES:
1. To approve the attached Rules of transportation (moving) of transported
(movable) objects on the territory of the Republic of Kazakhstan.
2. This Decree shall be carried into force upon expiry of ten calendar days after since
the date of first official publication.

Rules for transportation (moving) of transported (movable) objects on the
territory of the Republic of Kazakhstan
1. General provisions
1. These Rules for the transportation (moving) of transported (movable) objects on
the territory of the Republic of Kazakhstan (hereinafter - Rules) are developed in
accordance with paragraph 5 of Article 21 of the Law of the Republic of Kazakhstan dated
July 10, 2002, "On veterinary medicine" and determine the procedure for the
transportation (moving) of transported (movable) objects on the territory of the
republic.
2. The following definitions shall be applied in these Rules:
1) Veterinary reference - a document given to an animal, or about epizootic
situation of the territory of the administrative-territorial unit, issued by a
veterinarian of veterinary department of the local executive body of the district town,
village, aul (village), rural district, carrying out activities in the field of
veterinary medicine;
2) veterinary certificate - veterinary document issued by the Chief State
veterinary and sanitary inspector of the city of republican significance, the capital,
and by his deputy, state veterinary and sanitary inspector of the district (city of
regional significance) to the objects of the state veterinary and sanitary control and
supervision;
3) Disinfection - a set of procedures aimed at the destruction of micro-organisms
– animal disease pathogens (bacteria, viruses, fungi, rickettsia, protozoa);
4) feed - products of plant, animal, mineral, microbiological, chemical origin used for
animal feed and containing nutrients in assimilable form, with no adverse effects on
animal health;
5) movable (transported) objects - animals, reproductive and somatic cells
of animals, strains for animal diseases, products and raw materials of animal origin,
veterinary drugs, feed and feed additives, pathological material or its samples, samples
of water, air, soil, plants, products and attributes of veterinary and zoo hygienic
purpose, as well as all types of containers used for their packaging and transportation
and vehicles carrying such movable (transported) objects;
6) Transportation - a set of procedures associated with the movement of
transported (movable) objects from one point to another, using any means of transport
(road, rail, air, sea);
7) litter - layer of materials used to create a soft, dry, clean and warm bed for
animals;
8) Mezdra - a layer of the skin separated from the dermis in the leather industry.
3. Transportation Routes of agricultural animals (livestock paths) are
determined by the local executive bodies of the district (city of regional significance)
in agreement with the chief state veterinary and sanitary inspectors of respective
territories.
4. Movable (transportable) objects to be transported (moved) are accompanied by
veterinary documents issued in accordance with the Rules of the issuance of veterinary
documents on objects of the state veterinary and sanitary control, approved by the
Government of the Republic of Kazakhstan.
Transportation (moving) of transported objects without veterinary documents is
not allowed.
Import, transportation and use of drugs and feed additives for veterinary use
in the customs territory of the Customs Union is subjected to registration by the
authorized state body in the field of veterinary medicine.
Import, transportation of drugs and feed additives of chemical and microbiological
synthesis is carried out without a veterinary certificate accompanied by a document
confirming their quality and safety, issued by the manufacturer.
5. Vehicles used for the transportation of moved (transported) objects shall be
treated in accordance with the Rules of veterinary-sanitary treatment of vehicles (road,
rail, air, water) before and after the transportation of animals and other goods
controlled by state veterinary Control, approved by order of the Minister of Agriculture
of the Republic of Kazakhstan dated July 3, 2006 № 432 (registered in the State Register
of normative legal acts as № 4339).
6. When transporting (moving) the animals and birds consignor provides them with
water, benign feed and litter for the period of transportation.
7. State veterinary and sanitary control (hereinafter - control) of transported
objects during transportation (movement), loading, unloading is carried out by state
veterinary and sanitary inspectors of territories (hereinafter - inspector), where their
loading and unloading takes place, as well as areas which are routes of transportation
(movement).
8. During loading of transported objects the inspector monitors the
following:
1) the availability of veterinary documents for transported objects, and objects
that are to be transported(moved) (correctness (completeness) of filling the veterinary
documents, the signature and seal of a person who issued a veterinary document);
2) the condition of vehicles and temperature maintenance (of vehicles and
production) for compliance with veterinary (veterinary-sanitary) requirements;
3) the availability of documents testifying the treatment of vehicle used to
transport (move) transported objects;
4) the conformity of transported object name, its weight (volume), total number,
marking with information specified in veterinary documents
5) the observance of veterinary (veterinary-sanitary) requirements of
regimes and conditions of transported object;
6) carry out the veterinary inspection of animals during transportation,
selective thermometry, measurement of pulse and respiration.
each animal to be examined at the watering and feeding point in case of
importing, exporting, transiting and transportation animals within the territory of the
Customs Union.
Animals are delivered to the place of loading (railway station, port, marina), not later
than 3 hours before the start of loading and subjected to veterinary inspection by the
Inspector of respective territory. The Inspector determines the state of health of the
animals, as well as the possibility of their transportation (movement).
9. In case of determination of clinical signs of animals and birds diseases,
data inconsistency of veterinary documents or absence of veterinary documents, Inspector
draws up an act of veterinary and sanitary control with the consigner.
10. The veterinary inspector makes a note on permitting loading of transported
objects according to the results of the control
2. The procedure for the transportation of animals and birds
(including bees) by vehicles
11.Vehicles with wooden floors covered with a layer of litter (sawdust, straw) and
having a height of 2 meters are used for cattle and horses transportation; and up to 1.5
meters - for the transportation of sheep, goats and pigs and the installation of
transverse and longitudinal bars.
12. The animals to be transported are placed in the following order:
1) with head forward and firmly tie large animals (horses, cows, oxen, camels).
Horses are unfettered before loading;
2) without a leash in an amount that allows all animals to lie in the back of the
vehicle (young cattle aged up to two years, pigs, sheep and goats and other small
animals);
3) the birds are transported in specially designed cages with dense, lifepermeable bottom, with plenty of litter and free flow of air in the cages. Loading of
cages by tiers is allowed (but no more than four).
13. Movable (transportable) animals are accompanied by a guide, regardless of the
amount transported animals. Conductor of the animals shall stay in the cabin of the
vehicle or in the back of the vehicle near the animals if there is special place,
separated from the animals
14. Watering the animals during transportation is made no less than two times a
day in winter and three times in summer.
Recreational and feeding places, as well as cleaning machines from manure are set
in accordance with paragraph 3 of these Rules. Disposal of the manure on the route is
not allowed.
Places for watering animals and cleaning machines from manure are determined and
equipped on permanent transportation routes.
Animals are transported (moved) in vehicles with extreme caution, with no sudden
jerks and braking.
In case of detection of clinical signs of animals and birds diseases during the
transportation, the consignor or the accompanying person must immediately inform the
state veterinary and sanitary inspectors of the respective territories in order to take
the necessary measures.
15. Transportation of live fish, crustaceans, mollusks, invertebrates, aquatic
organisms and other aquatic animals (hereinafter - aquatic animals), fertilized eggs is
carried out in a special reservoir adapted for this purpose.
The consignor delivers aquatic animals for loading in clean, clear water that does
not contain harmful contaminants, containing oxygen in a concentration necessary for
normal functioning of fish, crayfish during transportation.
When transporting aquatic animals for long distance consignor defines the items
that may need change or addittion of water to the tank in advance.
16. Bees are transported in hives, boxes - bags, properly prepared for
transportation, and packages are put solid plywood boxes with metal mesh for
ventilation.
When transporting the hives on stands they are tightened by the steel tape, and
put in two, three or four tiers with the help of special frames.
3. The procedure for the transportation (movement) of animals and birds by
air
17. Before sending the animals and birds consignor agrees with the representative
of the airline:
1) the type of aircraft used for transportation (movement) of animals;
2) in which cargo compartment of the aircraft, and at what temperature range the
transportation of animals is carried;
3) the need of additional equipment and security equipment for transportation of
animals and birds (special cell, type of litter material, feeding devices, etc.).
18. Floor of a plane is closed by the tarp or other waterproof material and
substances that absorb moisture in order to prevent damage to aircraft equipment and
pollution. All the necessary equipment, litter material is provided by the consignor.
4. The procedure for the transportation (movement) of animals and birds
(including bees) by rail
19. Loading and unloading of animals and birds to (from) wagons is made at
stations equipped with cattle loading platforms. Loading (unloading) of animals with
public platforms or platforms on ladders is permissible.
20. When transporting (moving) the animals and birds in the wagons equipment and
devices for feeding, watering, animal care items are provided by the consignor.
21. Animals to be transported (moved) by rail are placed in the following order
1) horses are parallel to the longitudinal axis of the wagon, with heads to
space between the doors; there is for one horse less in middle rows that in the extreme
rows for the passage of the conductor. Horses can be transported unchained.
2) Cattle transported in transverse or longitudinal way. When animals are to be
transported in transverse way iron rings (or staple), one ring for 1-2 animals, are
attached with screws to fixed boards of longitudinal walls of the wagons before loading.
Shelves, each consisting of two boards to be placed on non-removable boards across the
wagon very closely to the front wall of the wagon are laid at face walls of the wagon.
Lattices are installed after loading the cattle into wagons.
Cattle is placed parallel to the longitudinal axis of the wagons, with heads to
space between doors with the establishment of lattices in doorways when the longitudinal
method is used.
22. Shared transportation in the same carriage of different species of animals and
birds is allowed if they are separated from each other by secure partitions.
23. Small animals (hamsters, guinea pigs, etc.) are transported in cells, and
boxes in tiers with gaps between the top cell and roof along the side wall of the wagons
not less than 0.2 meters. Boxes and cells are set along longitudinal walls in such a way
as to leave a passage for animal care and ventilation. Cages and boxes have impermeable
bottom and securely fastened after loading
Fur-bearing animals, depending on their type, are transported in metal or durable
wooden cages with metal lattice door and strong locks, excluding the possibility of
self-opening.
24. Cleaning of vehicles during transportation of animals is carried out by
conductors and discharged at the destination or at the stations along the route,
established and approved by the chief of station
25. Aquatic animals are transported in clean, clear water that does not contain
harmful contaminants, and contains oxygen in a concentration necessary for normal
ability to live in their path. When transporting aquatic animals for long distance
consigner defines the items that may need change or addition of the water in advance

5. The procedure for transporting (moving) products of
Animal origin by vehicles
27. Transportation (movement) of the products of animal origin outside the region
is carried out in specially equipped vehicles in compliance with the technical
conditions (stacking order, or meat suspension, temperature, operation of the cooling
system).
When transporting (moving) products of animal origin temperature control in
accordance with Annex 1 of these rules is observed.
28. Transportation of animal meat by motor vehicles is allowed in a chilled,
frozen or cooled down condition (subjected to a cooling for 6 hours, to form a drying
crust).
Transportation of the boiled or defrosted (subjected to unfreeze) meat is not
allowed.
29. it is allowed to ship cooled and chilled meat (except poultry
carcasses)in bulk but no more than two layers, when transporting it at close distance.
Floor of the vehicle shall be washed, shrouded with clean tarp, and then with clean
material. Meat is topped with clean material.
Poultry carcasses are placed in boxes.
30. workers, baggage handlers or other persons are not allowed to be in the back
of a vehicle near the submerged meat or meat products.
31. Transportation of the meat is not permitted in vehicles:
1) impregnated (contaminated) with oil or substances with a pungent smell;
2) together with other products, with sharp specific odor;
32. The fish is transported in chilled, frozen, salted and other processed
way. Chilled fish is delivered for transportation in boxes or barrels, frozen - in
drawers, boxes, salted - in barrels.
33. Bees are transported in the hives, boxes. Wax for transportation is packaged
in clean and odor-free boxes or wooden barrels that previously are draped by paper or
disposable plastic film.
34. Milk is transported in jars, insulated milk tanks equipped with facilities for
loading and unloading of the milk and washing tanks.
35. Eggs are transported in the dense boxes. Packing eggs with shavings or straw
is not allowed.
36. Honey is transported in barrels, in jars, as well as in an enamel ware.
6. The procedure for transporting products of animal origin by rail
37. Specially equipped wagons ensuring compliance with veterinary (veterinarysanitary) standards and requirements (stacking order, or meat suspension, temperature,
operation of the cooling system) are used when transporting (moving) products of animal
origin.
Meat that is transported without packaging, loaded with thick stacks with premounting of floor gratings, as well as covering the walls with matting or paper to a
height of loading, leaving a gap between the bars, and the walls of the wagon for cold
air circulation.
38. Chilled or cooled meat is loaded into wagons by hanging on hooks, avoiding
contact of carcasses, sides or quarters with each other, with the floor and walls of the
wagon.
38.
Half carcasses of beef are hung in a way, so that the right halves are in
one side of the wagon, the left halves - on the other, and their inner sides are facing
the end wall of the wagon.
Quarters of beef and mutton carcasses are hung in two tiers - the second tier of beef
and mutton are hung to the first tier on the ropes. Half-carcasses or large quarters of
beef are hung on hooks in staggered way. The temperature of frozen meat during loading
is not above - 8-12 C.
The temperature of the packaged frozen meat blocks is not higher than - 8 C,
temperature of chilled meat - from 0 to 4 C, the cooled meat - from 4 to 12 C. Beef,
lamb and horsemeat is transported in cooled state.
39. Pork, cut to half-carcasses, is hung like beef and mutton.
Transportation of cut pork in a chilled state is not allowed.
The inspector measures the core temperature of the muscles and bones of
at least 5% of all products intended for the transportation.
40. Meat intended for industrial processing, is transported in frozen state; the
purpose its transportation is indicated in the accompanying documents.
41. Frozen meat and liver of whales are transported in the packaged blocks with a
temperature no higher than - 10 ° C.
42. Poultry meat is transported in the packaging:
1) in frozen state - gutted and half-gutted with a core muscles temperature not
higher than - 18 ° C;
2) cooled - gutted with a core muscle temperature of from 0 to 4 ° C.
43. Carcasses of rabbits are transported in boxes, without skins, heads and
internal organs (except kidney), with no trace of mold, mucus, moistening with a core
muscle temperature not higher than - 6 ° C
44. Sub products (tongues, brains, lips, heart, lungs, liver, kidneys, tail,
stomach) are transported in fresh, clean way, with no signs of damage with the internal
temperature not higher that 6 ° C.
Transportation of briquetted frozen feed sub products without container that specifies
that sub products are intended to feed animals in commodity-accompanying documents is
allowed according to the resolution of the Inspector.
45. Smoked meat (legs, belly, loin and other products) are transferred with a
temperature not exceeding 4 ° C with a distinct smell of smoking, with a dry, clean,
uniformly sooty surface, with no meat snags and fat, without fringes of meat, mold and
residues of hair. Smoked meat is transported (moved) in the boxes with openings.
Transportation of (move) smoked meat in barrels filled with their food melted fat is
allowed.
46. Raw smoked and semi-smoked sausages are transported (moved) with a clean, dry
surface, without shell damage. Semi smoked sausages are shipped with a temperature not
higher than 4 ° C.
47. Transportation of bacon meet the following criteria:
1) color - white or white with a pink tinge, without yellowing, browning or
other shades;
2) consistency - thick, non-oleaginous, non-astringent;
3) The smell and taste - typical fresh, salt or smoked bacon without fatting and
other tastes and odors.
48. Food melted animal fat (beef, lamb, pork and bone) is transported in wooden
barrels, cans and glass jars, wrapped in greaseproof paper and packed in boxes with a
temperature not exceeding 4 ° C.
49. Corned beef meat is transported in barrels filled with brine, salted for a period
less than 10 days is not permitted for transportation
50. Fish is transported in refrigerated, frozen and salted condition. Cooled
fish is transported at a temperature of from 1 to 5 C, frozen - 6 C, shrimp, mussels,
sea cucumbers and other frozen seafood - 15 C. Cold smoked fish, dried fish is
transported in other containers.
51. Eggs, packed in a non-standard and poor packaging, as well as eggs with
violated integrity of the shell are not allowed for transportation.
Egg products (egg mélange, egg white and yolk) are transported in hermetically
sealed cans of tin plate, laid in tight boxes. The temperature of the egg production
should be not more than - 6 C
52. Milk and dairy products are transported in containers in a fresh state
with a temperature not higher than 8 C. Mixed transportation of milk and dairy products
with a pungent odor is not allowed.
53. Honey is transported in barrels, in jars, as well as in an enamel ware.
7. The procedure for transporting (moving) products of animal
the origin by air
54. Perishable transported object (hot-smoked fish, meat and dairy products that
cannot withstand prolonged storage, breeding eggs, small animals, day-old chicks) are
transported by air. Delivery time of objects to the plane is established by agreement of
the consignor with the airport.
55. Products of animal origin that do not meet the requirements for quality,
packaging and heat treatment are not allowed for loading. When transporting (moving)
meat and meat products the temperature control shall be observed in accordance with
Annex 2 to these Rules.
56. Milk, cream, sour cream are transported in sealed jars and are fixed in the
cargo space of the aircraft.
57. Eggs are transported (transferred) in the dense boxes, special packaging
materials. Packing eggs with shavings or straw is not allowed.
58. cold smoked fish, dried and other is transported in containers (boxes,
baskets, jars, salted - in barrels.
8. The procedure for transporting (moving) raw materials of animal
Origin by rail
59. Large dry skin (camel, buffs) is transported in folded along condition or
folded without linking.
Transportation (moving) of dried and dry salted skins - in solid or flexible
containers, wet salted - in barrels or boxes that do not provide a leak.
Leather and fur raw materials in frozen form are not transported by rail.
60. Wool, bristle, hair and feathers are transported in soft containers,
small batches - in boxes or thick flexible containers.
State veterinary and sanitary veterinary inspector checks the documents for
information about the type of wool (washed or unwashed), the method of washing (cold or
hot). Each bale of wool that is sent from a wool washing has a brand name.
61. Dry intestines are transported in boxes, baskets or bales, wrapped in a thick
soft container. Dry salted and wet salted guts are transported in barrels that do not
provide a leak.
62. Horns, hooves and bones are transported in free of soft parts and
dirt, carefully dried condition. Not dried horns, hooves and bones are not allowed to
the transportation.
63. raw bone, stripped of soft parts in the winter when the air temperature
during the day is - 5 ° C and below, is transported in frozen condition, subject to the
consent of the consignee on such carriage with a note in the column "Specific
applications and note of consigner" "I agree on transportation of crude frozen bone.
Agreed with the consignee.
If the consigner fails to agree on transportation (movement) of crude bone in a
frozen state, the transportation is carried out as transportation of perishable goods in
refrigerated rolling stock with a mark in veterinary documents about its origin
(canteen, field).
64. Field bones and hooves are pre-treated with clarified solution of bleach and
dried before loading, as indicated in the veterinary certificate. Transportation
(moving) of dining bones together with field bones is not allowed.
Transportation of horns, hooves and bones is allowed without containers in covered
wagons, small batches - in solid containers (boxes, barrels).
65. Trim raw skins are transported in dry state in matting bag, canvas bags or in
boxes and cartons.
66. Mezdra in the warmer months is transported in a dry form - in bags, matting
bags and canned with lime milk - in barrels, not providing leakage
In cold weather, when the air temperature is below zero degrees, the
transportation of mezdra is allowed in frozen state in the form of solid pieces in
covered wagons.
When transporting without container consigner sprinkles the floor of wagons with
quicklime.
Transportation of cuts and Mezdra in small lots is allowed if they are packed in
barrels that do not provide a leak.
67. Transportation of raw materials of animal origin in small consignments,
not packaged in a hard or soft impermeable containers is not allowed.
68. Feather and down are packed in burlap.
69. Endocrine materials (pancreas, thyroid, parathyroid gland) are transported
in the frozen state in refrigerator wagons with a temperature not higher than - 12 ° C.
9. Measures upon detection of sick animals
during transportation
70. In case of detection of sick animals or animal carcasses among transported
objects (during loading, unloading, transit) Inspector separate them from the rest of
the transported animals. This is reported to the Inspector of respective territory, as
well as the Inspector of region the animals come from, as well as to the Office of the
authorized state body in the field of veterinary medicine.
71. Veterinary (veterinary and sanitary) and anti-epizootic measures are conducted
in all cases of the sick animals detection.
72. In case of corpse detection en route or at the place of unloading the animals
their owner (conductor) contacts the office of nearest territorial division of the
authorized body in the field of veterinary medicine, which takes the appropriate
veterinary (veterinary and sanitary) measures based on the conclusion of the cause of
mortality.
73. Inspector draws up an act in all cases of delay or removal of transported
objects in the presence of consignor (consignee). The act indicates the cause of taken
restrictions (disease detection), as well as conducted and to be implemented
restrictive, veterinary (veterinary and sanitary) and anti-epizootic measures. One copy
remains with the inspector at the place of act preparation, the second - is issued to
the consignor (consignee) or attached to the shipping documents.
