Stefan Financial Management, Director Office of the Chief Financial Officer NRO APPROVED FOR RELEASE 16 March 2015 Mr. Bill Stefan is currently serving on a rotational assignment at the National Reconnaissance Office (NRO) as the Deputy Director of the Business Enterprise Service Center, renamed the Corporate Applications Office at NRO COMMS. Born in San Diego, California, he graduated from the United States Military Academy in 1976. Mr. Stefan also obtained a Master of Science in Business Administration from Boston University. He is a licensed Certified Public Accountant (CPA) in the Commonwealth of Virginia, a Certified Fraud Examiner (CFE), a Certified Information Technology Professional (CITP), a Certified Defense Financial Manager (CDFM), and a Certified Government Financial Manager (CGFM). Mr. Stefan has over 40 years of public and private sector experience in positions of increasing financial management, operations, logistics, and leadership responsibility. Mr. Stefan has twelve years of Senior Executive Service within the Intelligence Community, including assignments as the Associate Director of National Intelligence for Financial Management, DIA Deputy Enterprise Manager, Director of DIA Business Solutions, Director DIA Resource Management Office, Deputy Director of the Military Intelligence Staff, and DIA lead for the Iraq Threat Finance Cell. He also worked at PricewaterhouseCoopers (PwC) as a principal consultant and later as a senior managing director. While a principal consultant, he managed projects for the Philadelphia Shipyard Development Corporation; Defense Travel System implementation at Aberdeen Proving Ground and the Assistant Secretary of the Army for Financial Management and Comptroller; and, Plant, Property, and Equipment (PP&E) remediation at the Department of the Air Force. As a Senior Managing Director, he managed PwC support to the Intelligence Community. Mr. Stefan retired from the U.S. Army in 1998, after 22 years of commissioned service. His military career included increasingly responsible assignments in armored and cavalry units, at every level from platoon to corps. He served during the Gulf War as Division Operations Officer in the First Cavalry Division and later was the Administrator of the Army's Training Program Evaluation Group on the Army Staff. His final active duty assignment was as the Deputy Director of Resources and Programs (J-8) for the U. S. Southern Command (SOUTHCOM). Mr. Stefan's intelligence awards include two National Intelligence Meritorious Unit Citations, Defense Intelligence Agency (DIA) Director's Award, DIA Combat Support Medal, DIA Civilian Expeditionary Medal, and the Secretary of Defense Global War on Terrorism Medal. His military awards include the Legion of Merit, Bronze Star, two Defense Meritorious Service Medals, four Army Meritorious Service Medals, Army Commendation Medal, and two Army Achievement Medals.
