On motion of Mr. , seconded by Mr. , the following resolution was offered:
RESOLUTION NO.
A resolution adopting the amended Jefferson Parish Disaster
Recovery Proposal as required under the Hurricanes Gustav
& Ike CDBG Parish-Implemented Disaster Recovery
Program and authorizing the submission of the amended
proposal to the State of Louisiana, Office of Community
Development for final approval and authorization to proceed
in the implementation of amendments to the funding
applications for the West Napoleon Lift Station and Eastbank
Wastewater Treatment Plant Projects.
(Council Districts 2,3, 4 and 5).
WHEREAS, the Consolidated Security, Disaster Assistance, and Continuing
Appropriations Act, 2009 (Pub. Law 110-329), enacted on September 30, 2008,
appropriated $6.1 billion through the Community Development Block Grant (CDBG)
Program for “necessary expenses related to disaster relief, long-term recovery, and
restoration of infrastructure, housing, and economic revitalization in areas affected by
hurricanes, floods, and other natural disasters occurring during 2008 for which the
President declared a major disaster…;” and
WHEREAS, of the total monies awarded to the State of Louisiana, Jefferson Parish
has been allocated a total of $27,143,935.00 in Hurricanes Gustav & Ike CDBG ParishImplemented Disaster Recovery funding; and
WHEREAS, one of the specific requirements for submission of specific program
proposals for funding is that amendments be adopted by the governing authority; and
WHEREAS, Jefferson Parish has previously allocated funding to two program
projects, per the following:
1. West Napoleon Lift Station Project (26PARA2305): $1,184,333.00 to install
emergency power generator
2. Eastbank Waste Water Treatment Plant Project (26PARA2303): $3,019,520.00 to
install emergency power generator; and
WHEREAS, Community Development Block Grant (CDBG) eligible projects will be
funded based on the availability of CDBG funds, and additional funds provided by
Jefferson Parish and its municipalities, if applicable; and
WHEREAS, it has been revealed that Community Development Block Grant funding
is not sufficient to complete the scopes of both aforementioned projects, nor does
Jefferson Parish have available, additional funding with which to complete the scopes of
both projects; and
WHEREAS, Jefferson Parish will shift the remaining balance of available CDBG
funding from the West Napoleon Lift Station Project to the Eastbank Waste Water
Treatment Plant Project, resulting in the West Napoleon Lift Station Project becoming
an alternate project and that the newly allocated funding to the two program projects be
allocated per the following:
1. West Napoleon Lift Station Project (26PARA2305): $153,187.31
2. Eastbank Waste Water Treatment Plant Project (26PARA2303): $4,050,665.69
WHEREAS, The State of Louisiana requires that prior to approval of the amended
Plan a public hearing must be noticed to the public and held by the governing authority;
and
WHEREAS, the governing authority held a public hearing on the amended Plan on
December 9, 2013, at the office of the Jefferson Parish Department of Community
Development.
NOW, THEREFORE, BE IT RESOLVED by the Jefferson Parish Council of
Jefferson Parish, Louisiana, acting as governing authority of said Parish:
SECTION 1. That the attached Hurricanes Gustav & Ike Recovery Proposal Plan
Amendment (No. 2) is approved for submittal to the State of Louisiana, Office of
Community Development for the Parish of Jefferson, Louisiana; and
SECTION 2. That the Chairman of the Jefferson Parish Council, or in his absence
the Vice-Chairman is authorized to sign, execute, and approve any and all documents
necessary to give full force and effect to this resolution.
