On joint motion of all Councilmembers present, the following resolution was offered: RESOLUTION NO. A resolution ratifying Amendment No. 2, which amends the Professional Services Agreement with the Solutient Corporation dated October 18, 2010, for Program Management Services to assist Jefferson Parish in grant relationships with the Federal Emergency Management Agency (FEMA) and the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) associated with Hurricanes Gustav and Ike for one (1) Hazard Mitigation Grant Program (HMGP) Elevation Grant and one (1) Flood Mitigation Assistance (FMA) 2008 Drainage Project for Cleary Ave. / N. Turnbull Ave. / Taft Park in Metairie under RFP 0215, Contract No. RP-00000215, to clarify payment terms and deliverables for application development, program management services and parcel tasks associated with additional HMGP funding for Hurricanes Gustav and/or Ike, which does not increase the total cost of the Agreement which is $2,592,390.30. (Parishwide) WHEREAS, there is an Agreement between the Parish of Jefferson (hereinafter, OWNER), and the Solutient Corporation (hereinafter, FIRM) dated October 18, 2010, as authorized by Resolution No. 115247 dated September 1, 2010, to provide Program Management Services to assist the OWNER in grant relationships with the Federal Emergency Management Agency (FEMA) and the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) associated with Hurricanes Gustav and Ike for one (1) Hazard Mitigation Grant Program (HMGP) Elevation Grant for 46 structures and one (1) Flood Mitigation Assistance (FMA) 2008 Drainage Project for Cleary Ave. / N. Turnbull Ave. / Taft Park in Metairie under RFP 0215; and WHEREAS, Amendment No. 1, dated August 12, 2013 and ratified by Resolution No. 121162, added application development and program management services associated with additional HMGP funding for Hurricanes Gustav and/or Ike, and application development services for HMGP funding related to Hurricane Isaac for the Not-to-exceed amount of $1,835,756.30. WHEREAS, through the application process with GOHSEP and FEMA, Jefferson Parish was required to clarify tasks associated with Application Development, Project Management and Parcel Tasks; and WHEREAS, on November 7, 2014 FEMA approved 73 properties for construction under the February 2013 allocation of Gustav funding; and WHEREAS, Jefferson Parish wishes to clarify the payment terms for application development, project management, and parcel fees to align with the FEMA approved fee structure; and WHEREAS, there is no change in the scope of the agreement by these clarifications; and WHEREAS, Exhibit D has been created to clarify the payment terms; and NOW, THEREFORE, BE IT RESOLVED by the Jefferson Parish Council, the governing authority of said Parish: SECTION 1. That the Jefferson Parish Council does hereby ratify Amendment No. 2, which amends the Professional Services Agreement with the Solutient Corporation dated October 18, 2010, for Program Management Services to assist Jefferson Parish in grant relationships with the Federal Emergency Management Agency (FEMA) and the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) associated with Hurricanes Gustav and Ike for one (1) Hazard Mitigation Grant Program (HMGP) Elevation Grant and one (1) Flood Mitigation Assistance (FMA) 2008 Drainage Project for Cleary Ave. / N. Turnbull Ave. / Taft Park in Metairie under RFP 0215, Contract No. RP-00000215, to clarify payment terms and deliverables for application development, program management services and per parcel fees associated with additional HMGP funding for Hurricanes Gustav and/or Ike, which does not increase the total cost of the Agreement which is $2,592,390.30. SECTION 2. That the Council Chairman, or in his absence, the Vice-Chairman, be and is authorized to execute Amendment No. 2 to the professional services agreement for this work with the Solutient Corporation. SECTION 3. That the cost of these services, are not to exceed Two Million Five Hundred Ninety Two Thousand Three Hundred Ninety and 30/100 Dollars ($2,592,390.30) and will be charged to account number 21410.1240.281.7331 (14137001) FEMA will reimburse 75% of the total grant costs with homeowners providing the remainder of the 25% match respectively.
