Project Title: Climatic Monitoring Program on San Clemente Island
Responses to this Request for Statements of Interest will be used to identify potential investigators for a project to be funded by U.S. Navy which provides professional and technical support for its Endangered Species Biology Program in order to facilitate successful implementation of the ESA. Approximately $33,200 is expected to be available to support this project. Additional funding may be available for follow on work in subsequent fiscal years to the successful Recipient/Awardee.
Background:
This Scope of Work outlines specifications for professional services, labor and materials supplied for the continuing operation and maintenance of a Climatic Monitoring Program at San
Clemente Island (SCI), California. The SCI Climatic Monitoring Program is for collection of real-time and long-term climatic data from SCI that directly supports Navy compliance with the
Endangered Species Act, and indirectly the interpretation of archaeological resources under the
National Historic Preservation Act.
Brief Description of Anticipated Work:
This research focuses on the following objectives:
1.
Operate and maintain the existing system of meteorological stations on SCI - The
Cooperator shall operate and maintain the SCI Climatic Monitoring Program’s weather station system in accordance with the procedures and protocols earlier established under prior Cooperative Agreements.
2.
Improve and upgrade component elements of the SCI Program’s weather station system - The Cooperator shall procure and install the hardware and operating software necessary to convert the Nanny Weather Station to a GOES station.
3.
Collect and analyze SCI climatic data - The SCI Climatic Monitoring Program shall perform a 12-month program for maintenance, data collection and data analysis.
4.
Provide data that will support Navy management of protected resources on SCI.
5.
Update Long-term Research Strategy - The original 1992 Project Design/Scope of
Work specified development of a long-term research strategy for how to utilize the microclimatic data generated by the Project’s weather station system and archived at
CSU Northridge. The SCI Climatic Monitoring Project shall use the range of existing information on SCI's geography, biology and archaeology, combined with the collected data from the Weather Station System, to develop an update the original long-term strategy.
Period of Performance.
The agreement will end 30 September 2011

Note: A full study proposal and proposed budget are NOT requested at this time.
Review of Statements Received: Based on a review of the Statements of Interest received, an investigator or investigators will be invited to prepare a full study proposal. Statements will be evaluated based on the investigator’s specific experience and capabilities in areas related to the study requirements.
