CLASS TITLE: CONSTRUCTION PLANNING AND DESIGN MANAGER - SES
ALLOCATION FACTOR(S)
This is architectural/engineering work directing the planning, design, review and/or construction of
buildings or directing and supervising all architects, engineers and/or other construction and design
professionals in the completing of fixed capital outlay projects in a region, district or zone in the State
of Florida; managing the preparation of fixed capital outlay budgets, needs assessment and fixed
capital outlay projects delivery for a state agency; administering the selection of consultants and
negotiating all contracts for the planning, design and construction of all facilities for a state agency; or
performing managerial architectural/engineering work administering the functions of a specialized
statewide or major architectural program. Positions in this class report to a Fixed Capital Outlay
Projects Manager or a higher level Selected Exempt Service or Senior Management Service position.
The employee(s) in the position(s) allocated to this class exercise(s) independent judgment in
formulating or assisting in the formulation of policies and procedures which have significant impact in
personnel administration and/or preparation and administration of budgets.

Directs the planning, design and review of architectural/engineering projects.
Develops and implements architectural and/or construction programs.
Reviews and approves proposals for fixed capital outlay construction, projects delegation,
design review and/or asbestos abatement or other specialized assignments.
Confers with public and governmental agencies in areas related to project assignments.
Provides advice and consultation to agency managers and other public officials regarding
architectural planning and services.
Directs the preparation of architectural designs, working specifications and/or design review.
Reviews building designs and recommends those which should be chosen for projects.
Directs activities related to the construction of buildings.
Assists with the negotiations of contracts with consulting firms.

Chairs preconstruction and construction conferences with architects, engineers, contractors,
user agency representatives and others.
Ensures fulfillment of contractual obligations to the state by architects, engineers, contractors
and other contributing parties.
Approves design review, repairs and/or renovation plans including facility life-cycle
revitalization.
Evaluates bids received and makes recommendations for awards.
Makes site visits and evaluates the status of construction projects.
Reviews all requisitions for payment to consultants.
Reviews claims of contractors and works with attorneys to resolve problems.
Performs related work as required.

MINIMUM QUALIFICATIONS


A bachelor's degree from an accredited college or university with a major in civil, electrical,
mechanical or architectural engineering and registration as an engineer in accordance with
Chapter 471, Florida Statutes; or a bachelor's degree from an accredited college or university,
or professional degree in architecture and registration as an architect in accordance with
Chapter 481, Florida Statutes, and five years of professional experience in the field of building
construction, four years of which must have been as a supervisor or administrator of
construction projects; or
A master's degree from an accredited college or university in one of the areas described above,
registration as an engineer or architect in accordance with the appropriate Florida Statute, and
four years of professional experience in the field of building construction, three years of which
must have been as a supervisor or administrator of construction projects.
