PROJECTS AND TRANSPORTATION NEEDS A summary of the specific projects and transportation needs for the eight counties participating in the Regional Transportation Planning Organization (RTPO) pilot program is provided herein. This summary is based upon comments received during meetings of the Transportation Advisory Committee, OMEGA’s Executive Board, and the Citizens Advisory Board as well as other comments received by OMEGA. This list (which is not prioritized) has been divided into three categories: Projects by County that pending the availability of funding may be completed during the period between 2016 and 2020. Completion of a new access road and bridge serving the Utica East Ohio Midstream plant near Scio. Upgrade the rail line between the MarkWest/Midwest Terminals complex in Cadiz northerly to Cadiz Junction. Acquisition of former CSX rail corridor between Bridgeport in Belmont County and Newport in Tuscarawas County to establish a hiking/biking trail from the Ohio Valley to the Piedmont and Clendening Lakes which will also provide a connection corridor to the Twin Cities area in Tuscarawas County and to the Buckeye Trail. US 22 and SR 800 south intersection improvements just west of the Harrison County line (turning radius). SR 800 and SR 799 intersection improvements approximately 3 miles north of the Village of Freeport ( traffic south bound on SR 800 have difficulty turning left onto SR 799). Village of Cadiz: US 22 and Industrial Park Road Intersection (acceleration lane headed east and a deceleration lane headed west on US 22). Village of Cadiz: US 22 and N. Main Street Intersection (with the building of the new MarkWest Condensate facility, an acceleration lane will be needed headed west bound from the plant exit). Village of Cadiz: East Bound exit ramp of US 22 to SR 9 N (with the building of the MarkWest Condensate facility just north of 22 in Cadiz, right and left hand turning lanes and signal are needed). Village of Freeport: Signal at the intersection of SR 800 and the beginning of SR 342 to accommodate the expansion of the Freeport Press, the new Rosebud Vail underground coal mine, and shale development activities. SR 800 in the Village also needs to be widened. Village of Jewett: Widen intersection of SR 9 and SR 151, especially north on SR 9. Village of New Athens: Signal at the intersection of SR 9 and SR 519. Village of Scio: Heavy traffic created by the new UEO Fractionation facility has created a need for better lighting and caution lights around the intersection of SR 151 and SR 332. Page 4 of 8 19. Uhrichsville: North Water Street (5th to Trenton Avenue) into Downtown(1) Uhrichsville: Eastport Avenue Improvements including storm sewers, curb, sidewalk, and pavement. New Philadelphia: SR 250 West Bound directly to I-77 Southbound. (1) US 250 between Dennison and Harrison County Line (traffic issues and safety). Notes (1) Incorporate concept of complete streets to improve access for non-motorists. (1) In Holmes County, four lane access to I-77 to facilitate economic development.
