INVITATION FOR BIDS
MUNICIPAL COUCIL- NUWARA ELIYA
IDENTIFICATION NO: CPC/NE/MC/
1. The Municipal Commissioner, on behalf of Municipal Council- Nuwara Eliya invites sealed bids
from eligible and qualified bidders for supplying, delivering, installing, commissioning and
maintenance of Solar Street Light systems under Solar system programme.
2. Bidding will be conducted through the international Competitive Bidding Procedure and Selected
Prospective suppliers (maximum five) are eligible for entering to the Solar System programme.
3. Bid documents may be inspected at free of charge and bidder may obtain further information and
clarifications from Municipal Secretary over the telephone number 052-3057007/ 052-2222275 Or
e-mail: www.nuwaraeliya.mc.gov.lk, during normal office hours (08.30A.M.-16.15 P.M). Bid
Documents are published through MCNE web site www.nuwaraeliya.mc.gov.lk for perusal only.
4. A complete set of Bidding Documents in English language are issued free of charge to interested
bidders on the submission of a written application on a business letter head to Municipal
Commissioner, Municipal Council, Nuwara Eliya from 05 August 2014 until 16 September 2014
during normal working days from 0900 hrs to 1500 hrs.
5. The sealed bids marked “Solar System programme” on the top left hand corner of the envelop may
be deposited in the “Accounts division” tender box placed at the Municipal Commissioner Office
room or could be sent by registered post to reach the Municipal Commissioner, Municipal Council,
Nuwara Eliya on or before 19 September 2014 at 1400 hrs. Late bids will be rejected. Bids will be
opened soon after the closing time at following place in the presence of the bidder’s representatives
who choose to attend.

Technical providing company (Suppliers)
a. Supply the requested solar Street light system as per the specification without delay
b. Delivery, install and commission to the selected areas within one week period
c. Providing the necessary documentation (warranty agreement & manuals)
f. Apart from the warranty period, suppliers should agree for providing after sales service and maintenance
the sufficient spare parts for sustainably operating the systems for many years (At least five years)
g. Suppliers cannot increase the price of the system during the project period, without obtain a consent from
Committee
All party should be signed the try party agreement for the executing the task successfully.

The following specific data for the goods to be procured shall complement, supplement, or amend the
provisions in the Instructions to Bidders (ITB). Whenever there is a conflict, the provisions herein shall
prevail over those in ITB.

3. The Chairman, Procurement committee reserves the right to accept or reject any or all bids and to accept
a part of the offer before awarding the contract. .
