Canadians have been involved in such incidents around the world. In some countries, kidnappings
and hostage takings are on the increase. Avoid becoming a target by being aware of your
surroundings at all times.
Colombia has one of the highest kidnapping rates in the world. Foreigners can be targeted by
guerrilla groups in all parts of the country, especially persons working for (or perceived to be
working for) oil and mining companies.
There is a high level of crime throughout Nigeria, including armed robbery, hostage taking and
violent assault. Canadians should be accompanied by an escort vehicle with police when arriving
to or leaving from an airport.

Stephen Moore
Mr. Stephen Moore is an Executive Security specialist with over 26 years of experience. He has worked
with all levels of Government and with police and security agencies both domestically and
internationally. His career in Canada’s Military Police includes:




Four years as the Canadian Forces Provost Marshal leading an organization of 2,000 members
delivering policing and security services both in Canada and abroad during a time of immense
change, resource constraints and national and international media attention
Leadership of the Canadian Forces National Investigation Service managing complex and
demanding investigations both domestically and internationally
Supervising major VIP security operations for such dignitaries as the Prime Minister, the
Governor General, the Queen and the President of the United States
Providing security advice to executives including the Chief of Defence Staff, Ambassadors and
Ministers

Mr. Moore is a graduate of the prestigious “Leadership in Counter-Terrorism” Program, a one year
program with four one week on-site modules sponsored by the Scottish Police College, the Police
Service of Northern Ireland, Harvard University and the Royal Canadian Mounted Police. He has served
as a member of the Canadian Association of Chiefs of Police Counter-Terrorism Committee and the
National Executive Committee for Criminal intelligence Service Canada. Mr. Moore holds professional
certifications in all aspects of physical security, in information systems security and in critical
infrastructure protection. He is a regular speaker on the “Strategic Leadership in Government Security”
program.
William Garrick
William Garrick has more than 29 years of police and security experience. He has conducted and
supervised police, intelligence and security operations both domestically and internationally. His
experience includes leading a covert surveillance team that was responsible for the training of
government executives in how to recognize surveillance activities and utilize counter-surveillance
strategies. William Garrick has served in numerous operational and strategic positions including that of
the Commanding Officer for the Canadian Forces National Investigation Service, the major crimes
investigative element of the Canadian Forces Military Police. He has extensive experience in developing
threat and risk assessments and instituting appropriate safeguards for Canadian Air Force assets. As the
Deputy Director General with the Criminal Intelligence Service of Canada, William Garrick was directly
responsible for oversight of the National Intelligence Officer and Strategic Analytical Sections. He has
been involved in several studies and reviews, including a review of major organized crime joint force
operations in Western Australia. William Garrick has provided police and security advice to senior
decision makers at all levels of government including testimony to Canadian and Australian
parliamentary committees. William Garrick holds a degree in Criminology and is a graduate of the
Executive Development Course in Policing from the Canadian Police College. He has been invested as an
Officer in the Order of Military Merit.

Donald Dixon
Mr. Dixon has over 36 years of policing experience and has served in a number of senior executive
positions both in Canada and internationally. He has been employed in both operational and strategic
positions. In 2000 Mr. Dixon was responsible for NATO police and security personnel in the Balkans. In
this capacity he was intimately involved in the development and integration of communication plans
specific to the various police agencies integrated into the NATO forces structure. From 2002 to 2004,
Mr. Dixon was the Deputy Chief in charge of the NATO Headquarters Situation Centre (SITCEN); one of
his main accomplishments during this time was ensuring that a modern and robust communications
strategy was established to facilitate the passage of critical information and intelligence in support of
the International Crisis Management Organization representing 26 countries. Furthermore, during his
tenure as Commander of Canada’s Strategic Advisory Team (2006 to 2007), Mr. Dixon directed and
supervised the development of Communication Plans for the Office of the President and a number of
Afghan Ministries including the Ministry of Education, Ministry of Rural Redevelopment, and the Afghan
National Development Strategy Office. Additionally, each of these plans was part of the Afghan
Campaign Plan that was developed by the SAT under his direction and provided to President Karzai’s
Chief Economic Advisor as a route map for the future. While working in support of the Afghan
government Mr. Dixon contributed to the discussion of nation building providing appearing before a
number of Senate Committee hearings and also providing lengthy interviews with the Canadian Press
including CBC, CTV and the Globe and Mail. Most recently in his role as Director General of Criminal
Intelligence Canada (CISC) Mr. Dixon was responsible for the first ever communication plan since the
origin of CISC in 1969. This plan ensured connectivity between each of the provincial criminal
intelligence bureaux. Mr. Dixon has been involved in numerous studies and reviews and has provided
testimony on organized crime to all levels of the Canadian government including parliamentary
committees. Complementing each of his positions and the organizations he represented, Mr. Dixon has
ensured that a communications plan was developed and implemented resulting in accountability and
transparency.
