Dear Professor Heppell,
I respectfully submit this letter and accompanying Project Review Form on behalf of student Benny
Beaver, who has completed his capstone project “Marine Reserves and Marine Protected Areas: A
Case Study of the Oregon System, an Examination of Redfish Rocks, and a Proposal for a
National Model of Marine Reserve Implementation,” in fall quarter 2013.
Mr. Beaver pursued the capstone project with seriousness, discipline and dedication. He
demonstrated a mature and responsive willingness to take constructive criticism and suggestions
over the course of several drafts of the project. He consistently sought to improve the paper
beyond the level where many graduate students would have settled on a final product.
I believe the Beaver project is a valuable addition to the scientific and policy work issuing from
Fisheries and Wildlife, and Oregon State University, and is an important contribution to the people
of Oregon who support OSU’s research and education.
It was my privilege and pleasure to serve as Mr. Beaver’s capstone advisor on the project.

All students taking the Graduate Certificate in Fisheries Management
are required to complete a capstone project (FW 506). Thank you for
agreeing to serve as a mentor for one of our students. This Project
Evaluation Form is designed to help you review the student’s progress
and final product, which will also be evaluated by the Certificate
Program Director.
