Third DRRM Education Cluster Meeting Short- and Long-Term Measures for Northern Cebu Schools Affected by Typhoon Yolanda Ecotech Center, Sudlon, Lahug, Cebu City December 17, 2013 1. Participants to the meeting filled up attendance sheet as soon as they arrived at the meeting venue. 2. The meeting started at 2:30 P.M. 3. Mr. Victor Yntig, Focal Person of DRRM Education Cluster of DepEd Region VII, welcomed the participants. He informed everyone that the fourth DRRM Education Cluster meeting focuses on reporting updates by all stakeholders and on the importance of tracking donors and donations received by schools, so that all stakeholders, especially prospective donors, would have a clear idea on which schools’ needs have not been addressed yet. 4. Mr. Anton Dignadice, Executive Director of RAFI, presented the DRRM Education Cluster Yolanda Disaster Response Monitoring sheets. The sheets track interventions (e.g. feeding, psycho-social services, learning and teaching kits, books, temporary learning spaces, classroom repair, new classroom construction, washing and hand washing facilities, and chairs) implemented in specific schools per schools district in each municipality. Sheets are designed such that stakeholders/donors themselves can input into the sheets interventions contributed. With this tracking mechanism, it is easier to identify which schools are not yet served. He showed the data of the Division of Cebu Province. He added that it is the schools districts that can provide the largest bulk of grassroots efforts considering that the schools in these districts are the primary recipients. 4.1 Suggestions to improve the Monitoring Sheets: 4.1.1 Additional columns for names of school heads and their respective contact numbers 4.1.2 Additional column for other interventions not mentioned 5. Dr. Vivian G. Ginete, Chief Supervisor of Resource Mobilization Special Programs and Projects (RMSPPD), suggested that the tracking form for feeding indicates the length of time feeding program is implemented. 5.1 Mr. Dignadice said that it will incorporate the said data into the form. 6. Dr. Ginete raised her concern over having many stakeholders expressing commitment to support the same towns that other affected towns are left behind. 6.1 Mr. Dignadice replied that the tracking form will reflect the said data enabling donors to decide to divert their commitments to other towns. He added that if all schools in their target towns will already be covered by other stakeholders, RAFI might resort to diversion of commitments—from Daanbantayan and Bantayan to Sta. Fe and Madridejos. 7. Mr. Dignadice informed the group that there are 1200 classrooms in the Division of Cebu Province and 130 classrooms in the Division of Bogo City still need major repair. He added that in the Division of Cebu Province alone, around 350 classrooms are totally destroyed. He noted that the data on damaged classrooms implies that thousands of learners are displaced. He emphasized that despite the fact that minor classroom damages are already taken care of by the immediate community and through the use of 30-thousand-peso Maintenance and Other Operating Expenses (MOOE) funds per school (from the national government), the extent of damage still requires more resources, more time and more partners. 8. 9. 10. 11. 7.1 Mr. Victor Yntig commented that there is a need to reevaluate and revalidate the data on the totally damaged classrooms because there are cases that a school declares 10 classrooms as needs but when enrolment is considered, the actual need may only be 8 classrooms. He explained that maybe, schools included in their counting the number of dilapidated classrooms. 7.2 Mr. Dignadice pointed out that aside from classrooms, toilets and learner’s chairs are also important school needs to address. Mr. Anton Dignadice said that RAFI will do the initial efforts of tracking and updating the interventions implemented. He requested the Region to identify personnel who can do the tracking of interventions on a daily basis as part of the DRRM system. Dr. Vivian Ginete, Chief Supervisor of RMSPPD, and Mr. Victor Yntig, focal person of DRRM Education Cluster of DepEd Region VII, affirmed that need. Dr. Carmelita T. Dulangon, OIC-Regional Director of DepEd Region VII, replied that Allan P. Villacampa and Merden L. Bryant can work together in this tracking. There are two so that whenever one is not around; the work till gets done. Mr. Anton Dignadice asked Dr. Nimfa Bongo, Schools Division Superintendent of Bogo, to populate the Monitoring Sheets with necessary data of the Division of Bogo City as soon as possible. Dr. Bongo assured the group to do it and the earliest it can be done is on the 17th of December, 2013. Dr. Nimfa Bongo reported that out of 237 partially damaged classrooms, 107 have already been repaired and 130 classrooms still need to be repaired. 10.1 Donors of Classroom Repair in the Division of Bogo City 10.1.1 Israel Defense Force LGU of Bogo City-34 classrooms (15 classrooms at Bogo Central 1, 14 classrooms at Bogo Central School 2, and 5 classrooms at Siocon Elementay School) 10.1.2 Private invidual-1 classroom 10.1.3 DepEd Division of Naga-2 classrooms 10.1.4 DepEd Division of Cebu City -7 classrooms 10.1.5 LGU of Bogo City- 4 classrooms 10.1.6 DepEd Division of Mandaue City – 7 classrooms 10.1.7 Rotary Club of Lapu-Lapu City – 2 classrooms 10.1.8 Scottish group – 5 classrooms 10.1.9 Division of Lapu-Lapu City – 3 classrooms 10.1.10 District of Texas – 9 classrooms 10.1.11 Different schools divisions of the Region – 9 classrooms 10.1.12 MOOE (national government)– 22 classrooms 10.2 Stress Debriefing/Trauma Healing for Teachers by 10.2.1 Israel Defense Force 10.2.2 Jollibee (Manila) 10.2.3 Project Mercy 10.2.4 Science Foundation Mr. Dignadice suggested the group to invite the Provincial School Board (PSB) to send a representative to the DRRM Meeting of the Education Cluster in order that infrastructure needs of the cluster will be included in the PSB’s programs for infrastructures. 11.1 A representative informed the group that Board Member Holganza sends a representative every meeting. 11.2 Mr. Victor Yntig informed the group that he already sent an invitation to the Provincial School Board. He also asked someone from PPDO to provide a feedback to the Provincial School Board regarding classroom needs to be included in the PSB’s infrastructure program. 12. Updates from stakeholders 12.1 World Vision 12.1.1 Mr. Antoniolito Estrella, Regional Education Advisor of World Vision APRO, reported the following: 12.1.1.1 World Vision has provided 6 temporary learning spaces to help around 1500 learners in 5 elementary schools and 1 day care center in District 1 of Daanbantayan. 12.1.1.2 World Vision has been preparing for a long term program of rehabilitation with a budget allocation of 2.7 million US dollars. 12.1.1.3 World Vision is working on providing school kits for children until March, 2014 following the standards set by the DepEd Secretary. Distribution will be done as soon as the classes resume in January 2014. 12.1.1.4 On top of the amount World Vision commits for education, a partner gives 32,000 school kits. These would arrive in January 2014. 12.1.1.5 World Vision has also a group focusing on shelter that works on school reconstruction. The group has already identified schools for reconstruction. 12.1.1.6 World Vision, after learning that teachers need to reproduce worksheets to use in classes, will be distributing photocopying machine (risograph) for each district office in Bogo, Tabogon, and Daanbantayan. It will also give one for the Regional Office. Dr. Carmelita T. Dulangon, DepEd RO VII OIC-Regional Director, thanked World Vision’s pledge of photocopying machines. She also informed the group that Cesar Go came to the Regional Office with two British donors (John and Pauline) who will provide photocopying machine/s in the Division of Cebu Province. Hopefully, World Vision will also provide the Division of Bogo City. o Mr. Estrella promised to also give photocopying to Bogo City Division Dr. Nimfa Bongo was quite thankful and informed World Vision that there are 3 schools districts in Bogo City Division. 12.1.1.7 World Vision can provide support if ever DepEd conducts a trainer’s training on providing psychosocial interventions to the affected teachers and learners. 12.2 Aboitiz Foundation Incorporated (AFI) 12.2.1 Mr. Danny Cerence, Assistant Vice President for Operations, informed the group that this is his first time to attend the DRRM Meeting of the Education Cluster because AFI has been busy with relief operation to 60,000 families in Northern Cebu and Ormoc, Leyte affected by Super Typhoon Yolanda. 12.2.2 Mr. Cerence informed the group, especially SDS Nimfa Bongo, that AFI is adopting Bogo City and San Remigio. 12.2.3 Mr. Cerence observed that (1) the need is huge and (2) there is synergy all around. 12.2.4 AFI would already be focusing on repair and construction of classrooms now that it’s through with relief operation. 12.3 Philippine Business for Social Progress (PBSP) 12.3.1 Ms. Cecilia C. Ang, Portfolio Coordinator (Education) Visayas Regional Center, informed the group that PBSP is focusing its efforts in Daanbantayan and Tabogon. 12.3.2 PBSP’s efforts will be on classroom reconstruction. It has already identified recipient schools. 12.3.2.1 Mr. Yntig pointed out that there are other towns that need help. To this, Ms. Ang replied that they may cater to the needs of other towns depending n the track record of the LGU. She said that in the relief operation, they included Madridejos. 12.3.3 PBSP is going to give teacher’s kits to 395 teachers in all schools of Daanbantayan and around 3000 learning kits for children. 12.4 Magna Children at Risk 12.4.1 Mr. Edgar Gahisan, a representative, informed the group that Magna Children at Risk will be conducting a three-month Mental Health and Psychosocial Support to vulnerable groups in Baanbantayan by a 4-member team. One will be done in Barangay Bateriya on December 18, 2013. Activities of the members of the team who will provide psychosocial support include (1) looking around and assessing the people’s mental health status; (2) conducting psychosocial activities in the community, in churches and in schools; (3) establishing a center at the heart of the town to help members of the community. If they observed people that need psychiatric treatment, they will refer it to the Department of Health. 12.4.2 Mr. Gahisan said that Magna Children at Risk can help DepEd in contacting the National Mental Health Center if ever it decides on providing a 3-day Basic Facilitator’s Training in the provision of Mental Health and Psychosocial Support to teachers who can be prospective providers of psychosocial support. 12.4.3 Mr. Gahisan pointed out that teachers in the affected areas are themselves overwhelmed by the calamity. Being calamity victims themselves, they should be recipients of psychosocial support, not providers. 12.4.3.1 Dr. Ginete suggested that instead of teachers, DepEd nurses will be tapped. Mr. Gahisan informed the group that Basic Facilitator’s Training will be held in January 2014 by the National Mental Health Center. DepEd can contact Department of Health through Dr. Legazpi. 12.4.4 Dr. Dulangon assured Magna Children at Risk that DepEd is noting its kind offer. She also informed the group that stress debriefing was conducted by a team coming from Manila headed by Usec. Rivera. 12.4.5 Dr. Dulangon asked SDS Monisit and SDS Bongo to inform the Regional Office the number of learners and teachers who still need psychosocial support. 12.4.6 Filipino Nurses from the USA (nurses who refer themselves as retirees but not tired) will be providing lunch for 800 children for a month and will conduct medical mission in Tuminhaw Elementary School in Jan 13-16, 2014. 12.4.7 13. 14. 15. 16. Dr. Dulangon informed the group that through the help of Usec. Deriquito, Petron Foundation will be having a turnover of food packs to Bogo and Cebu. They will also deliver 200 sacks of rice—50 sacks will go to the Division of Bogo City and 150 to the Division of Cebu Province for their feeding program in the month of January and February. 12.4.8 Francis Dy donated 1000 tarps to be used as roofs for roofless classrooms. Dr. Dulangon showed in a picture slideshow sample makeshift classrooms in the earthquake-hit schools in the Division of Bohol. She presented these models of makeshift classrooms to serve as guides to SDS Monisit and SDS Bongo in their own construction of makeshift classrooms in the Division of Cebu Province and Division of Bogo City. She said that these makeshift classrooms have roofs made of tents provided by UNICEF and walls made of laminated sacks provided by the Parents Teachers Association (PTA). She talked about the patience of the children who are trying to enjoy school work despite not having the usual space. Dr. Dulangon assured the stakeholders around that “all your help will go to the children”. As suggested by everyone, Mr. Yntig announced that the 5th DRRM Meeting will be on January 7, 2014.
