The purpose of hall government is to represent all Crispell Hall Government Constitution residents of Crispell Hall to the Resident Assistants, the Resident Directors, the Resident Hall Student Association (RHSA), and the Student Association. This organization has been formed to meet the needs and concerns of the residents of Crispell Hall. It also includes planning activities and programs to inform, entertain, and involve all of the residents of Crispell, fostering and maintaining a close resident community. Article I: Name 1. This organization shall go under the name Crispell Hall Government Article II: Purpose 1. This is an organization that will connect each student to his or her residence hall. If they want to help plan activities, or if students have problems with the hall programming, Hall Government is an outlet they can use to get involved or to make suggestions in order to improve activities. Residents can also voice their needs and concerns about the residence hall environment. All students in Crispell Hall shall be entitled to representation in Crispell Hall Government. Article III: Membership 1. All students, Resident Assistants, and college personnel are invited to participate in and benefit from all Crispell Hall Government 2. Students who want to be a part of the Executive Board must be elected according to the election procedure. a. A person cannot run for President unless they have already completed at least one semester in Hall Government. If nobody running for president fulfills this criteria, the position is open to anyone. Article IV: Governance 1. All members of Crispell hall government must be made of Crispell Hall residents. 2. Crispell Hall Government is made of all and any participating Crispell Hall residents. Executive Board that can consist of the following offices: President, Vice-President, Secretary, Treasurer, 2 Public Relations Officers, Historian, 2 Resident Hall Student Association Representatives. However, positions are not limited to these titles and are in no way restricted. All hall government members are involved and each member has an equal voice. Article V: Duties and Responsibilities of Hall Government Members 1. All members are obligated to be on time and attend all meetings and programs regularly, to inform residents of activities, and to involve residents in the events. Each Executive Board member is expected to schedule and hold office hours. The following will list the responsibilities of each position on the Executive Board: 2.1 President a. Runs all Hall Government meetings b. Prepares an agenda for each meeting, making copies of this agenda for all Executive Board members, the RA Liaison, and the Resident Director c. Ensures that all Executive Board members are fulfilling all of their assigned responsibilities d. Reports directly to the Resident Director 2. Vice-President a. Assumes the role of President in the President’s absence b. Oversees all programs, events, activities, and committees c. Oversees all supplies for programs and for Hall Government d. Maintains the Hall Government office e. Writes the Pretty Unbeatable Program sheets for all Hall Government programs 3. Secretary a. Takes notes at every meeting b. Types up these notes c. Prints the notes and gives a copy to the President and the RHSA Representatives, as well as keeps one copy for him/herself d. Must maintain a binder or digital copy solely for Hall Government minutes and agendas e. Minutes must be typed and distributed within 48 hours of the Hall Government meeting 4. Treasurer a. Keeps track of our money b. Writes up purchase orders for our program expenses and has them signed by the RD c. Picks up checks from CAS d. Keeps ALL receipts from purchases e. Hands in receipts f. Balances our Hall Government account g. Reports our balance at each meeting 5. Public Relations Officer a. Advertise for all programs, events, and activities b. Must make signs and fliers for (at least) all seven (7) houses, the lobby, and the basement lounge, and somewhere on the side of the basement with the computer lab and laundry room, but he or she is not limited to these areas c. Ensures that the residents are aware of upcoming programs, events, and activities 6. Historian a. Responsible for documenting all Hall Government, activities, and programs b. Takes pictures at all Hall Government events, activities, and programs c. Required to make a scrapbook for each semester of Hall Government. d. Takes initiative in regards to social media and discussing events with residents 7. RHSA Representatives a. Attends ALL RHSA meetings (as well as ALL Hall Government meetings) b. Takes notes at RHSA meetings c. Reports to Hall Government what happened at the RHSA meetings 8. RA Liaisons: a. Link Between hall government, the Resident Assistants and the Resident Director b. Guide the Executive Board when making decisions for programs regarding scheduling, safety, building regulations and other issues with hall government. c. acts as mediators for any inside/outside issues that occur for resolution if necessary. d. Assist in the communication with the Resident Director directly 9. Floor Representatives a. Floor representatives are residents who would like to participate in Hall Government without holding an executive board position. b. Encouraged to help Hall Government with events and programs. i. Can be tasked with set-up, door knocking, advertisement, or anything else that needs to be done to aid the executive board. c. Because they are not an elected position, they do not have voting rights in any elections held by the executive board (amendments, impeachment, etc.). However, they are able to participate in discussion Article VI: Position Office hours 1. The break down for office hours is listed below. Officer hours will be mandatory unless specified and voted on by the Executive board. In the event of no office ours there must be an alternative, which included having the office open during and after the meetings allowing residents to speak about their concerns and ideas. 2. Office hours a. President: 2 hours b. Vice President 2: Hours c. Secretary: 1 Hour d. Treasurer: 1 Hour e. Public Relations Officer: 1 Hour f. Historian: 1 Hour g. RHSA Representative: Optional 1hour i. RHSA Representatives have an optional hour since they presently attend the RHSA meetings regularly. Article VII: Voting 1. Each member of the executive board has one vote. a. Floor representatives do not have voting rights (See Article V.9.c) 2. All votes are decided by a 3/5 vote, except for impeachment (see article X) 3. In the event that a 3/5 decision is not made, there will be a re-vote. After three voting periods with no decision, the decision will be turned to the RA Liasons. Article VIII: Elections 1. Elections will be held at the beginning of each Fall semester, with open or newly vacant seats being filled as necessary with additional elections. A general interest meeting will be held by the RA/RD Liaisons in the beginning of each semester and to explain the open positions and responsibilities of being a Hall Government member. 2. Spring elections will occur under the following conditions if positions are currently open. In the event there are no open positions no spring semester elections will be held. Article IX: Impeachment 1. If a member of the Executive Board fails to fulfill their duties, violates the constitution, or otherwise acts out of conduct, they will be subject to the impeachment process. 2. The impeachment process is as follows: a. Whoever wishes to nominate someone for impeachment must have a meeting with both the RA Liaisons and the Resident Director. i. This will help validate the charges in question and allow the Liaisons and Resident Director to determine whether the impeachment process should be carried out. b. The RA Liaisons will then inform the person up for impeachment of the charges brought against them. c. The person nominated for impeachment will be given the opportunity to deliver a defense to the executive board via a five-minute presentation and a brief question and answer period. d. A vote will then be held to determine whether the person is exonerated. i. The vote will be determined by a 2/3 decision. e. If the person is impeached, the position will thus be vacant and elections will be held to fill the position. If the person is not impeached, they will remain in office. 3. If a member of the executive board must step down from their position for any reason, they must notify the RA Liaisons at the earliest convenience. They will then resign from their position and elections will be held to fill the vacancy. Article X: Order of Succession 1. In the event that the President is impeached or is forced to step down for any other reason, the Vice President will assume the role of President. a. This corresponds with Article V.2.a 2. An in-house election by the other members of Hall Government will then be held to fill the vacant Vice President position, following procedure outlined in Article VIII. a. If the Vice President declines the President position, an in-house election will be held for anyone else who wants to run for President b. If no one within Hall Government wants to fill any vacancy, the position will be open to the whole hall. Article XI: Amendments to the Constitution 1.1 Crispell Hall government can make changes to the constitution at any time. 1.2 The Proposed amendment needs to be formally typed up and submitted to the executive board for review. 1.3 The executive board will vote on the amendment the person who proposed the amendment would not be allowed to vote. 1.4 If at any time there needs to be changes to the existing constitution, which is spelling and clarity. These changes can be made at any time under the condition the meanings are not changed. Revised and ratified April 2015 by the Executive Board.
