VACANCIES
Applications will be received by me on or before 11th December 2015 for the following posts
at the South Eastern University of Sri Lanka from the permanent confirmed employees of the
University Grants Commission/ Higher Educational Institutions/ Institutes/ Campuses. Every
application should be made in the prescribed form (annexed) and should be channeled through
the Secretary of UGC or the Principal Executive Officer of the Higher Educational Institutions/
Institutes/ Campuses. The application on which the particulars are stated illegibly will be
rejected.
These posts will be filled according to the Commission Circular No. 692 dated 18.10.1996 and
UGC Establishments Circular Letter No. 03/2013 dated 15.03.2013.

CHIEF MARSHAL
Qualifications:
1)
a.).
Should possess a degree from a recognized university/
Higher Educational Institution and an officer not
below the rank of Assistant Superintendent of Police
or an Officer in equivalent rank in the other Armed
Services of Sri Lanka.
OR
b.)
(2)
A holder of the post of Deputy Chief Marshal in the
Marshal Service and confirmed in that post with not
less than five (05) years of satisfactory service in that
grade.

Height – 5’5”

Note: Preference will be given to those with actively participated in
Sports activities, Social Welfare Activities and Recreation
Programmes within the University and at National Level.

PUBLIC RELATION OFFICER
Qualifications:
(a) Should possess a degree from a recognized university/HEI who is confirmed in
the present post in the UGC/Higher Educational Institution/ Institute.

(b) A holder of the post of Staff Assistant of the UGC/Higher Educational
Institution/ Institute who has completed at least three (03) years of service and
confirmed in that grade
OR
(c ) A confirmed employee in the present post in the UGC/Higher
Educational Institution/Institute who is in a post categorized as U –MN 1(III) & UMT 1 (II) and above.

DEPUTY CHIEF SECURITY OFFICER
Qualifications:
A Security Inspector, Grade I, in the University Security Service
with not less than three (03) years’ satisfactory service in that
grade.

AUDIT ASSISTANT, GRADE - II
Qualifications:
(a)
Passes in 04 subjects with 02 credits under the old syllabus or
03 subjects with 02 credits under the new syllabus of the
G.C.E. (A/L) examination.
And
Credit passes for English Language/English Literature and
Mathematics/Commercial Arithmetic at the G.C.E (O/L)
examination
And
(b) (i) Preliminary Level/Licentiate I/Foundation Level of
Institute of Chartered Accountants in Sri Lanka
or
(ii) Foundation Level of Chartered Institute of Management
Accountants
or
(iii) Any other qualification determined by the Commission as
equivalent to above (b) (i) and (ii)
And
(c) At least two years' experience in Auditing in State or recognized
private organization.
Note: Experience in Accounting/Auditing in the University system/ Public
Sector/ Recognized Private Organization may be considered for the
purpose of reckoning experience in Auditing mentioned in (c) above.

Qualifications:
(a)
National Diploma in Technology (NDT) in Electrical or
equivalent qualifications and have at least four years
experience in the relevant field after obtaining such
qualifications.
Note: Period of in – plant training will not be
counted for the four years’ experience.
(b)
OR
National Certificate in Technology (NCT) in Electrical or
equivalent qualifications and have at least ten years
experience in the relevant field after obtaining such
qualifications.

STORE KEEPER, GRADE - III
Qualifications:
i. a).
G.C.E. (Ordinary Level) Examination in six subjects at not more than
two sittings with credit passes in 5 subjects. The credit passes at the
G.C.E. (Ordinary Level) Examination must include Shinhala/ Tamil/
English Language or Literature and Arithmetic/ Commercial
Arithmetic/ Mathematics.
OR
b). G.C.E. (Ordinary Level) Examination in six subjects at not more
than 3 sittings and who have completed 5 years satisfactory
service in the UGC or a Higher Educational Institution. Passes in
the G.C.E. (Ordinary Level) Examination must include Shinhala/
Tamil/ English Language or Literature and Arithmetic/
Commercial Arithmetic/ Mathematics.
ii.
Experience in Storekeeping and/ or pass in Accounts at the
G.C.E. (Ordinary Level) Examination will be an added
qualification.
Note: Security to be furnished as determined by the University.

CRAFT DEMONSTRATOR, GRADE - II
(Carpentry, machining, fitting, foundry, steel metal work, welding and smithy)
Qualifications:
i.
Should have experience in one or more of the following
fields.
Foundry Practice, Welding & Smithy, Machine Tools,
Pattern Making, Sheet Metal Work, Carpentry and Metal
Work.
Note:
AND
ii.
Preference will be given to those who have
experience in more than one field.
Should have a minimum of fifteen (15) years experience in
the University/ Government service or in a recognized
Institution as a skilled Craftsman;
OR
iii.
Should have at least three (03) years’ experience in a
skilled special graded post in the University/ Government
service or in a recognized Institution in a field mentioned at
(1) above.

LIBRARY INFORMATION ASSISTANT GRADE - III
Qualifications:
(I)
a). G.C.E. (Ordinary Level) Examination in six (06) subjects at
not more than two sittings with credit passes in five (05)
subjects. Two (02) of the credit passes must be in Sinhala/
Tamil/ English Language or Literature.
OR
b). G.C.E.(Ordinary Level) Examination in six (06) subjects at
not more than three sittings and who have satisfactorily
completed five (05) years permanent service in Library of a
Higher Educational Institution. Two (02) of the passes at the
G.C.E. (Ordinary Level) Examination must be in Sinhala/
Tamil/ English Language or Literature.
Note: Preference will be given to those with qualifications and/ or
experience in Librarianship.

BOOK BINDER GRADE - II
Qualifications:
(i)
Should have passed the 8th standard and have at least 5 years'
experience as a Binder in a recognized Institution.

Should have passed the 07th standard and have at least 10 years'
service in the UGC or a Higher Educational Institution with a
knowledge of binding.

OFFICE MACHINE OPERATOR, GRADE - II
Qualifications:
(i)
Passed the 8th standard.

At least 5 years' experience in the operation and proper
maintenance including minor repairs of duplicating and other

GARDENER, GRADE - II
Qualifications:

Should have experience in gardening for at least 2 years’ at a
Horticultural Institution such as the Royal Botanical Garden,
Peradeniya or Botanical Garden, Hakgala or Gampaha.

WELDER, GRADE - II
Qualifications:
(i) Ability to read and write.
(ii) Should be conversant with –
(a) Reading scales upto 1/100 of a millimeter and setting micrometers. Reading and
understanding simple drawings, methods of preparation of various works for
weiling. Preparation and performing butt, ilap, fillet, corners and other types of
welding
(b) Electrodes and various sizes used for different sections and materials current
control. Horizontal and vertical and overhead welding.
(c) Clip, and fitting to fine finish. Detecting and rectifying minor faults in acetylene
generating plants, correct method or gas cylinders.
(iii) Not less than 2 years’ experience as a Welder in a Government Department, State
Corporation or in a recognized engineering establishment.

FITTER, GRADE - II
Qualifications:
(i) Ability to read and write;
(ii) Should be conversant in reading scales upto 1/1000 of a millimeter and setting
micrometers and recording fractional dimensions. Reading and understanding
drawings, setting of various types of fittings in steam, motor and diesel driven
engines and governors etc., knowledge in reading micrometer.
(iii) Not less than 2 years’ experience as a fitter in a Government Department, State
Corporation or in an Engineering establishment.

15.
MACHINIST, GRADE - II
Qualifications:
(i)
Should have passed at least 8th standard.
(ii) Should be conversant with (a) Reading scales upto 1/1000 of a millimeter and setting micrometers;
(b) The names, uses and the maintenance of all tools and attachments
pertaining to the trade;
(c) Reading and understanding all drawings pertaining to the work;
(d) Operating proficiently the machines (viz: drilling, shaping, grinding or
lathes).
(iii) Not less than 2 years’ experience in a recognized workshop.

TOOL ISSUER, GRADE - II
Qualifications:
(i) Should have passed at least 8th standard.
(ii) Should have a knowledge (e) of handling and the manner of storing of all types of tools;
(f) in maintaining tools issue registers;
(g) in identifying and issuing a selected set of tools.
(iii) Not less than 2 years’ experience in a Storeroom/ Toolroom in a Government
Department, State Corporation or in a recognized establishment.
