This position serves to advance the University of Oregon’s efforts as a sustainability leader in higher education through campus operations including direction of the Campus Recycling Program. This position is responsible to identify, research, plan, promote and coordinate sustainability and conservation initiatives. Areas of focus include: solid waste, composting, water, energy, transportation, procurement and student projects, while ensuring solid waste and diversion practices are in compliance with relevant Federal, State, Local and University regulations. Position involves representing UO sustainability and recycling issues to campus administration, student government, campus community, legislative groups, media agencies, other institutions and external entities. Serve on campus, local, state and national committees dealing with sustainability and recycling issues. Responsible for outreach and education to campus community, other universities, agencies and other external entities on campus sustainability, waste management and recycling. Manage campus environmental department coordinators list serve. Responsible for developing Recycling Program administrative and operating policies. Position directs Campus Recycling Program management, classified staff, student employees, academic interns and contractors in maintaining efficacy of Program. Management, administration and securing of 3 annual budgets (Facilities, ASUO, Housing) plus program revenue, contracts and other funding sources such as grants total of $500.000+. The position reports to William Kasper, Facilities Purchasing and Contracts Manager. This position is expected to work independently and make management decisions daily. DESCRIPTION OF SPECIFIC DUTIES AND PERCENTAGE OF TIME -1- 50% RECYCLING PROGRAM MANAGEMENT Direct Campus Recycling Program operations and administration. Responsible for 4 full-time Recycling Coordinators, 2 student administrative assistants, academic interns, ~45 student recyclers (~12 FTE) through the classified coordinators. Supervise web design contractor and 2-4 Student Education Coordinators. Develop and implement campus-wide and program waste reduction and recycling policies, projects, goals (recycling paper policy, reusable office supply, zero waste, composting, etc.), operating policies and systems (i.e. collection strategies, reusable office supply). Work with UO administrators on project/program implementation (i.e. reusable plates in Housing, composting in student union). Develop, manage and administer Campus Recycling multi-funded budget including securing 3 annual budgets (Facilities, ASUO and Housing) plus contracts, material revenue, and other funding sources for an annual total of ~$500,000. Seek grant and other funding opportunities. Negotiate, manage and administer Program contracts (cardboard, Housing ASUO, campus vending contract). Ensure comprehensive tracking, monitor Recycling Program performance (i.e. analysis of campus waste stream, labor costs). Present to key administrators, government agencies and other colleges for reporting and national benchmarking. Stay abreast of latest waste management technology, legislative regulations and other institutional sustainability and recycling efforts. Ensure program compliance. Assist Recycling Coordinators in operational functions as needed (i.e. especially during finals weeks, ASUO Street Fairs, Folk Festival, Move-outs). Forklift operation, driving large vehicles. 30% SUSTAINABLE OPERATIONS In conjunction with key campus administrators, establish campus sustainability goals, policies and program development (i.e. UO environmental campus sustainable development guidelines, composting program). Research and identify sustainable technologies, laws and best practice in operational sustainability including providing technical assistance and funding resources. Keep key administrators apprized on campus sustainability issues in higher education (i.e Higher Ed Sustainability Act). Work with Operations Sustainability Working Group to strategize, propose and integrate sustainability principles into operations functions of the University (sustainable -2- construction standards, composting, energy conservation, environmentally preferable purchasing). Work with Facilities, campus departments, administrators and students to implement sustainability projects including analysis of project effectiveness. Supervise student academic interns to perform research and implement educational projects on campus sustainability issues. 10% SUSTAINABILITY AND RECYCLING PROGRAM REPRESENTATION Liaison to campus, administration, ASUO environmental coordinator, student groups, institutions of higher education and various agencies on sustainability and recycling issues. Publicize, promote and communicate UO’s efforts on sustainability initiatives. Represent the campus on university, county, state and national committees (i.e. Facilities Sustainability Working Group, College and University Recycling Council, Recyclemania National Steering Committee). Manage campus Environmental Coordinators list serve to communicate to departments on environmental issues. Outreach to other institutions, entities and agencies through networking, on-site visits, workshops, conferences and presentations. 10% SUSTAINABILITY AND RECYCLING EDUCATION Chief educator for campus sustainability. Includes: explaining program/University goals, organizing educational campaigns, workshops, providing tours and giving presentations. Supervise 2-4 student educational coordinators and academic interns on developing educational materials and staging campaigns on sustainability and waste related education (i.e. Earth Day, Global Warming Campaign, Recyclemania, Refillables Campaign). Coordinate campus -wide sustainability and recycling educational events with student groups, UO classes and the ASUO. Oversee sustainability and recycling educational materials and activities including printed materials and educational events. -3- Number of employees supervised. 3 ~40 Classified 1 Student 35 Officer of Administration % of Time Spent in Supervision EXPERIENCE & EDUCATION REQUIRED * Experience in Program administration including management of organizations, employees, large budgets and resources. * Demonstrated knowledge in operational sustainability practices in an institutional setting including resources such as organizations and educational networks . * Experience in waste management and recycling. * Ability to write reports, analyze data and give oral presentations. * Strong interpersonal skills, ability to work on a team, build coalitions, network and deal with diverse populations and interests. * Ability to work professionally and independently. * Experience in designing and coordinating workshops and large educational events and campaigns. * College degree with demonstrated experience in collegiate programs involving interactions with administrators and students preferred. -4-
