Franklin Pierce School District Title I Parent Involvement Plan 2015-2016 The Franklin Pierce School District is committed to providing quality education for all students in our district. To ensure that this happens, we will establish and maintain partnerships with parents and the community. We believe that when schools effectively involve parents there is a positive impact on student success. A. How will parents be involved in the development of the overall district plan and the process of school review? An annual district-wide meeting will be conducted by Learning Support Services staff in the spring to review/evaluate/revise the Parent Involvement Plan. The District-Wide Parental Involvement Plan will be sent to each building principal to be reviewed by the School Improvement Planning (SIP) team that includes at least one parent of participating children, a Title I/LAP teacher, building principal, and other staff as appropriate. B. What will the district do to support schools’ effort to coordinate, provide technical assistance, and to implement effective parental involvement? LSS staff will meet with principals and/or participate in building School Improvement Plan (SIP) meetings to provide input to its Parental Involvement Plan. LSS staff will act as resources for developing parent involvement capacity related to student academic learning. SIP plans will require a parent involvement action plan and include copies of the School/Parent Compact. C. How will the district train, encourage, and support schools in improving parental involvement? An incentive program implemented to increase building parental involvement (i.e. certificate of appreciation). Parent involvement activities, including materials and training, as described in building SIP plans, will be supported by the district 1% set aside for parent involvement. LSS staff will, as requested, provide input and/or attend building level Title I/LAP parent meetings that share program information. The district and building staff will collaborate on the development of Student Learning Plans to effectively share academic achievement standards, assessment information, and progress monitoring with parents. Parent Involvement activities/strategies will be shared and discussed at district-wide Learning Specialist (Title I/LAP) and English Language Learner (ELL) teacher meetings. Building Parent Involvement Plans will be reviewed annually by district administration as part of the SIP plan reviews. The district will provide interpreters and translators as requested by principals, to the extent practicable, to ensure that information related to the school and parent programs, meetings, and other activities as appropriate. D. How will the district coordinate linkages to Head Start and state-run preschool programs and encourage schools to build on parent involvement? The district will collaborate on an on-going basis with program coordinators to discuss continuation of support to preschool programs. The district will support and encourage communication between elementary schools and preschool programs through transition activities, including parental involvement, and Childfind. E. How will the district conduct evaluations of the effectiveness of parent Involvement plans? Each school will be required to conduct, at least, an annual survey to collect effectiveness information on various aspects of the parent involvement plan. District requirement for participation at meetings, activities, and conferences will be documented on sign-in sheets. F. How will the district use the findings of the evaluation to design different strategies and, if necessary, revise the parent involvement plan? The evaluation information for each school will be compiled and reviewed by the SIP team of that school for parent involvement. This review will include an assessment of how much parental involvement is increasing and what barriers must be addressed. Building level parent involvement evaluation information will be reviewed at the annual district-wide parent meeting consideration of policy revisions. The following seven basic principles are considered essential to home-school partnerships, and will be emphasized both at the district and building levels: 1) Every aspect of the school climate is open, helpful and friendly. 2) 3) 4) 5) 6) 7) Communications with parents (whether about school policies and programs or about their own children) are frequent, clear and twoway. Parents are treated as collaborators in the educational process, with a strong complementary role to play in their child’s school learning and behavior. Parents are encouraged, both formally and informally, to comment on school policies and to share in the decision-making. The principal and other school administrators actively express and promote the philosophy of partnership with all families. The school encourages volunteer participation from parents and the community at large. The school recognizes its responsibility to forge a partnership with all families in the school not simply those most easily available. This policy will be coordinated with building level parent involvement plans and promoted by district staff, building principals, and other school staff members. The Franklin Pierce School District administration and staff will provide leadership in the development of clear avenues of parental involvement. Full realization of the partnership will be achieved through ongoing commitment and active participation by both home and school.
