Project Status Summary
Project Objective:
To produce a detailed specification of requirements and run an OJEU Restricted Tender competition to
select the most appropriate supplier. Shaw Consulting will manage the process from the specification of
the requirements through to supplier selection including creation of all the necessary documentation
Project Structure:
The project has been broken down into the following stages:
Stage 1 - Project Initiation
Setting up the project, establishing the governance, agreeing roles and responsibilities, creating the
Project Initiation Document (PID).
Stage 2 - Consultation
Workshop sessions to determine the requirements and scope, issuance of the Pre Qualification
Questionnaire (PQQ), selection of supplier shortlist.
Stage 3 - Specification
Creating the Specification of Requirements, issuance of Specification to suppliers.
Stage 4 - Procurement
Analysis and grading of suppliers tenders, issuance of contract notice.
Stage 5 - Drafting the Supplier Selection Report
Comprehensive documentation of the decision making process as required by the OJEU guidelines.

To date (25th June) 85 expressions of interest have been registered (Suppliers who have
downloaded the PQQ) and 2 suppliers have submitted completed PQQs.
(Note: It is normal for the bulk of the PQQs to be submitted just before the deadline)
Deadline for supplier tenders (18th August) – completed
Preferred Supplier Selected (17th September) – Completed

The whole project has been split into two phases for this financial year with phase 1 due for
completion in January 2016 and Phase 2 in April 2016.
