Background information:
Kazakhstan as a Party to the Convention on Biological Diversity (hereinafter - CBD) undertakes
the related measures on the implementation of the obligations: expands the network of
especially protected natural areas (hereinafter - PAs), integrates new approaches to PA
management, makes amendments and updates the legislative base and many others. The work
on the development of new models, mechanisms of PA financing, activities on biodiversity
conservation is implemented by the Project “Biological Diversity Conservation Planning on the
National Level to Support the Implementation of the Strategic Plan on CBD for 2011-2020”
(hereinafter – the Project on Biodiversity). The Project on Biodiversity is based on the current
state of affairs and achievements of Kazakhstan in planning and submission of reports on the
issues of biodiversity. Besides, the Project is focused on integration of the obligations of
Kazakhstan in accordance with CBD into framework development programs and sectoral
planning on the national level through updating related biodiversity planning process and
strategy development. In the course of this process, the development of measurable targets for
biodiversity conservation and sustainable use is expected. Within the framework of the obligations
on CBD entered by the countries, the solution of issues related to the development a mechanism on
collection and dissemination of information is envisaged.
Within the framework of Outcome 2 the introduction of biodiversity issues in the development
policies, plans and practices as well as secorial plans and strategies in the forestry and hunting,
agriculture, tourism and fishery is envisaged.
Objectives:
To design an ecological network map reflecting the existing PAs and forest conservation
institutions, as well as expected PAs and wildlife corridors for 2014 – 2020.
Main tasks to be performed by the expert:
Scope of work:
1. To develop modern (existing) topographic basis for the RK territory (to clarify state and
administrative borders and shorelines)
2. To clarify the existing borders of especially protected areas (PAs) within natural-climatic
zones of Kazakhstan.
3. To develop data, to select objects and to reflect borders of forest conservation
institutions (144 objects).
4. To reflect borders of expected PAs and wildlife corridors till 2020.
5. To perform editing and designing works when developing an ecological network map of
scale 1: 2 500 000 and to print 10 copies.

Responsibilities:
 Reports to the National Project Coordinator;
 Secures qualitative performance of the Terms of Reference in due time;
 Secures unconditional fulfillment of the requirements under the Contract;
 All information should be submitted in a hard copy and electronic format in Russian;
 The consultant should submit a full list of documents and other information sources used
within the framework of the assignment. The consultant should bear in mind that he/she
bears full personal responsibility for the validity and reliability of the data and information
used.
Knowledge and skills:




Higher education in the field of geography and information technologies.
At least 5 years of work experience in designing of thematic maps with application of
GIS technologies
Knowledge of GIS programs, the PA system and the forestry
Excellent knowledge of Russian, knowledge of the Kazakh language is an advantage.
Reporting requirements:
The reports shall be submitted upon achievement of each result according to schedule. They
should be approved by the National Project Coordinator and shall be the basis for payment.
Upon the completion of the assignment, at unsatisfactory work performance by the consultant,
the UNDP reserves the right to terminate the contract unilaterally.
Travel expenses are not envisaged.
