Will the Minister of ENVIRONMENT, FORESTS AND CLIMATE CHANGE be
pleased to state:
(a) the details of highly polluting industrial units in the country, State-wise;
(b) whether the Government has launched 24x7 real time monitoring system to check
emissions from the highly polluting industries and if so, the details thereof;
(c) the details of highly polluting industrial units that have not submitted compliance
status to Central Pollution Control Board and those highly polluting industrial
units which are found to be discharging/emitting pollution beyond prescribed
limits along with the action taken by the Government against them;
(d) whether the Government has also made it mandatory for new distillery, textile,
tannery, chemicals, fertilizer units to go for Zero Liquid Discharge (ZLD) system
before getting final order for commissioning and if so, the details thereof; and
(e) the other steps taken/being taken by the Government to put in place an effective
monitoring system to check emissions from the highly polluting industries and
ensure the compliance thereof?

(a)
3260 industries falling under 17 categories have been categorised as highly
polluting industries. The state-wise and sector-wise list of the 17 categories of highly
polluting industries is given at Annexure-I and II.
(b)
Yes, Sir. Directions under Section 18(1)(b) of the Water (Prevention &
Control of Pollution) Act, 1974, and 18(1)(b) of the Air (Prevention & Control of
Pollution) Act, 1981 were issued to all State Pollution Control Boards / Pollution
Control Committees (SPCBs/PCCs) to direct all the industries falling under 17
categories of highly polluting industries to install online effluent/ emission monitoring
systems by 30.06.2015. Central Pollution Control Board (CPCB) has also issued
directions to all the Ganga Basin States / UTs for directing the Grossly Polluting
Industries discharging effluent into River Ganga or its tributaries to install Real Time
Effluent Quality Monitoring System.

The compliance has been sought from SPCBs/PCCs. Reports have been
received. The reports indicate that 929 industrial units have installed devices. Section 5
of The Environment (Protection) Act, 1986 provides for legal action against violators.
Based on the inspections conducted by CPCB directions are issued to the defaulting
industries under Section 5 of The Environment (Protection) Act (EPA), 1986 and to the
SPCBs/PCCs under Section 18(1)(b) of The Water (Prevention & Control of
Pollution) Act, 1974, and 18(1)(b) of the Air (Prevention & Control of Pollution) Act,
1981. From 2011-12 onwards a total of 602 directions for compliance / closure have
been issued under Section 5 of EPA. Directions have also been issued to 129 industrial
units under Section 18(1)(b) of The Air (Prevention & Control of Pollution) Act, 1981
and The Water (Prevention & Control of Pollution) Act, 1974 for compliance / closure.
(d)
Zero Liquid Discharge and water conservation have been mandated for
Distillery, Textile and Tannery in Ganga Basin. Pulp and Paper industries with
chemical pulping facilities are required to achieve Zero Liquid discharge of the black
liquor. Other industrial sectors have to meet the prescribed standards.
