POSITION TITLE: MANAGER, PARKS & NATURAL RESERVES EMPLOYMENT STATUS: FULL TIME AWARD CLASSIFICATION: SENIOR OFFICER SALARY PACKAGE: CIRCA $140,000 UNIT: PARKS & NATURAL RESERVES DATE REVIEWED: OCTOBER 2015 THE DIRECTORATE: The Presentation and Assets Directorate includes responsibility for: Asset planning and engineering, urban and landscape design. Constructing and maintaining key infrastructure networks such as roads, footpaths and drainage systems. Development, protection and maintenance of parks and the natural environment areas under our jurisdiction. Environmental policy and strategy. Management of waste and recycling collection, landfill sites, transfer stations and street cleaning. Management of Bendigo Livestock Exchange. THE UNIT: The Parks & Natural Reserves Unit manages and maintains the passive and active recreational parks, gardens and natural environment areas of Greater Bendigo. The work of the business unit has a critical influence on the perception of visitors and residents alike about the appearance and liveability of the municipality. The team aims to achieve horticultural excellence in everything from the traditional period style gardens of Bendigo to the unique natural parklands and reserves of the region while working within strict financial control. POSITION OBJECTIVES: Lead the City of Greater Bendigo's Parks & Natural Reserves Unit in the delivery of high quality customer focused facilities and services that are efficient and innovative and responsive to community needs. City of Greater Bendigo 2 (548) Manager, Parks & Natural Reserves Provide a safe workplace for all staff members. Identify and deliver initiatives that develop staff and improve their wellbeing. Develop budgets and manage the financial performance of the Unit within approved budgets. Work collaboratively with other business units to help them achieve their objectives for the organisation. KEY RESPONSIBILITIES & DUTIES: Management and Leadership Demonstrate City of Greater Bendigo’s values and act as a role model for professional and ethical behaviour. Lead and motivate staff in the provision of high quality, customer focused facilities and services that deliver on our commitments in an innovative and efficient way. Continue to implement and improve the accredited management system (Quality, Environment and Occupational Health & Safety (OH&S)) within the Unit. Participate productively and positively as a member of the Presentation and Assets Directorate management team and Organisational Leadership Team. Prepare and deliver formal reports to Council on technical matters and the performance and/or services relating to the Unit. Ensure compliance of the Unit with organisational and legislative requirements. Promote and implement appropriate human resource management practices and procedures in all aspects of the Unit's operations. Act as leader and mentor to the work unit staff members in relation to all aspects of their relevant work activities and source external support if required. Encourage an environment of continuous improvement, efficiency and productivity. Provide leadership, direction and guidance, and delegate authority to ensure accountability from all staff members. Develop a team approach to problem solving and in developing improvements in Parks and Natural Reserves operations and service delivery. Ensure that performance reviews are undertaken on a regular basis, that team members have the opportunity for regular informal and formal feedback on performance and that individual development plans are developed in conjunction with direct reports. In consultation with People and Performance and the Director, manage recruitment, industrial relations, training, performance reviews and development processes within the Unit. Financial Performance and Procurement Prepare the Unit's budget submissions in accordance with Council, organisational and Unit strategies and in accordance with organisational timeframes and standards. City of Greater Bendigo 3 (548) Manager, Parks & Natural Reserves Manage expenditure in accordance with approved budgets for each work area and prepare monthly reports in accordance with organisational requirements. Ensure compliance with corporate requirements for procurement, project management and contract administration. Planning & Policy Development Develop policies and strategies as necessary to guide the activities of the Unit. Relationships, Liaison/Co-ordination Establish and maintain productive relationships with members of the Executive, other managers and staff who interact with the Unit. Establish and maintain productive relationships with relevant external agencies, clients and suppliers. Represent Council on advisory committees or other relevant functions/meetings conducted by industry bodies and relevant community groups. Customers and the Community Provide responses to the community and other parts of the organisation in accordance with the Customer Service Charter. Ensure that all obligations, agreements and deadlines are met. Continuous Improvement Engage in consultation and planning processes to enable the Unit and its staff members to continuously improve and implement the Corporate Continuous Improvement Framework as required. Contribute to enhancements in customer service and community engagement. Occupational Health & Safety Ensure compliance of all staff and sub-contractors with OH&S legislation, Risk Management requirements, Equal Employment Opportunity and Council Policies and Procedures. Promote and implement appropriate risk management practices and procedures in all aspects of the Unit's operations, in line with the CoGB Risk Management Framework. Ensure OH&S requirements are met in relation to staff and areas under the Manager’s control, including: - Ensuring safe and proper work practices are employed by staff and sub-contractors in all workplaces. - Taking all reasonable care in the performance of duties so as to prevent injuries to self or others (including members of the public). QUALIFICATIONS & EXPERIENCE: A tertiary qualification related to the key requirements of the position and relating to the services provided by the Unit, with postgraduate qualifications in management highly regarded. A high level of relevant managerial experience and a proven track record as an effective leader. Substantial knowledge and experience in the industry in Australia and the operations of the service unit. A current Victorian driver’s licence.
