PROCESS FOR THE PLACEMENT OF STUDENTS AT AUGUSTA EVANS SPECIAL SCHOOL Effective June 1, 2012 Eligibility Guidelines Special education students being considered for Augusta Evans Special School must meet the following requirements: All students must have a current eligibility on file that is valid for the next 90 days and be eligible for special education. All students must have a valid full scale IQ score of 55 or less and an adaptive behavior score of 70 or below. Students with a diagnosis of Developmental Delay (ages 3-9) or Autism will be determined eligible for Augusta Evans on a case-by-case basis. The student should have a current IEP that is valid for the next 90 days written to include a least restrictive environment (LRE) of “Public Day School.” Goals and benchmarks should reflect the Alabama Extended Standards and be written to reflect one grade level and one school term with a renewal date of May or the month of the last day of school. Students must be working toward alternate achievement standards and participate in the Alabama Alternate Assessment (AAA). Referral Process The following steps should be followed when referring a student to Augusta Evans: Step One: Prior to referring a student to Augusta Evans, the special education teacher should exhaust all placement options at the student’s regular school. These options must include but are not limited to the following: self-contained in a special education class, alternate achievement standards in place along with other functional curriculum goals, behavior plan and functional behavioral assessment completed (if behavior problems are present), and the use of additional personnel. Step Two: The special education teacher will: Document all options at the regular school. Documentation should include all prior options attempted (successful and/or unsuccessful). Conduct an IEP meeting to request a referral to Augusta Evans. Complete a Reevaluation for IEP Changes to obtain consent for an observation. Send the consent form and IEP Team Minutes to the principal and/or assistant principal at Evans. Step Three: The principal and/or special education teacher should contact his/her resource teacher assigned to the school if the student is in need of a more restrictive environment. The special education resource teacher will: 1 Provide input regarding the suitability of placement at Evans. Review the student files to make sure requirements for Evans have been met. Monitor student records to verify completeness. Step Four: The special education resource teacher of the sending school will contact the principal and/or assistant principal at Augusta Evans. The following procedures will be followed after the principal/assistant principal has been notified. The principal/assistant principal at Evans will send a representative from Evans to observe the student at his/her sending school. Once the observation has been completed, the resource teacher from the sending school shall be notified and informed about the results of the observation. If it is recommended that Evans is an option for the student, the special education teacher at the sending school will notify the guardian of the student and arrange for the guardian to visit and tour the school. An IEP meeting will be held at the district school and a representative from Evans will be invited. The IEP will be reviewed and revised as needed to meet the criteria for admittance to Evans. If the decision is made for the student to attend Augusta Evans the LRE will be changed to Public Day School. The IEP will be developed to: reflect goals and benchmarks based on the Alabama Extended Standards; an initiation – duration date of one school term; a renewal IEP date of May or the month of the last day of school. Students coming from out-of-county/state Requirements for Public Day Schools across the country and state may differ from those of the Mobile County Public School System. Therefore, students moving into the MCPSS will adhere to the following procedures: Students who have a current IEP, with an LRE designated as Public Day School, will be referred to Augusta Evans and an IEP meeting held as soon as possible. Students with a current IEP, but Public Day School not listed as the LRE, should contact their regular district school. The special education teacher should review the student’s information and contact the resource teacher with any concerns. The resource teacher should contact the principal at Evans if placement at Evans is a possiblity. The IEP Team will meet and determine the proper placement for the student. PROCESS FOR TRANSFERRING STUDENTS FROM AUGUSTA EVANS TO DISTRICT SCHOOL When special education students enrolled at Augusta Evans School are being considered for removal, the following process should be followed: The student should have a current psychological and paperwork should be up to date. An IEP Team meeting should be held and personnel from the student’s district school should be included in the meeting. If the team determines the student should go to his district school, the IEP should be written to meet the needs of the student. The principal at Evans will notify the principal of the receiving school that the student is returning to his/her district school. Parent will enroll student at his/her district school as soon as possible. Revised 5-9-12 2
