Heritage Art Series TERMS OF REFERENCE RECREATION AND CULTURE HERITAGE ART SERIES Issuing Agency: Historic Resources Management Branch (Alberta Culture and Recreation) TOR Issuing Date: Competition Closing Date: January 18, 2016 February 1, 2016 Selection of Preferred Artists: February 5, 2016 Contracting Manager: Historic Resources Management Branch Old St. Stephen’s College 8820-112 Street N.W. Edmonton, Alberta T6G 2P8 Attention: Todd Kristensen E-mail: todd.kristensen@gov.ab.ca PURPOSE The Historic Resources Management Branch is seeking commissioned artworks for inclusion in the ongoing Heritage Art Series. Ten paintings were commissioned from 2013 and 2015 and four more artworks are being sought for 2016. PROJECT DESCRIPTION The Heritage Art Series is a collaboration of Alberta’s Historic Resources Management Branch, the University of Alberta, and the Royal Alberta Museum. The goal is to captivate public audiences with artwork in order to encourage appreciation and protection of Alberta’s past. The artwork being sought for inclusion in the series will creatively explore ancient landscapes, relationships between people and their surroundings, and the enduring physical records of human activities. We hope the artwork inspires a desire to learn more about our province’s heritage and that a greater awareness of our past will instil a deeper respect for it. PROJECT TIMING, PRICE, AND PAYMENT The artwork must be completed by March 18th, 2016. The budget per artwork is $800. An artist is only eligible to produce one piece of artwork. This price is fixed, which ensures that the Province will not be obliged to pay any expenses additional to those stated. The price is in Canadian dollars and is exclusive of the Goods and Services tax. PROJECT REQUIREMENTS Objectives and Scope Several themes have been identified for which we are seeking artists to create related artworks of. These include: 1) A prehistoric buffalo jump (the artwork will creatively depict a scene from a dramatic buffalo hunting event); 2) The creation of prehistoric pottery (the artwork will creatively depict how prehistoric pottery was made and/or it will depict an individual involved in pottery manufacture or use); 3) Early guns in Alberta (the artwork will creatively depict a scene or collage involving firearm use and/or its significance in the province’s history); 4) Human movement and stone tool manufacture (the artwork will creatively depict how archaeologists reconstruct ancient human movement patterns by analysing stone tools). The selected artists will work with archaeologists and historians to draft sketches related to the themes identified above (one artist will depict only one scene). Through dialogue, the sketch will be refined and the artist will develop it into a finished product. The finished product will be roughly 20” by 20” but dimensions are flexible (e.g., the artwork may be 10” by 40” or be composed of several image components that approximate those dimensions). No restrictions for media exist but we are seeking diverse artistic styles. In particular, we encourage artists who specialize in printmaking, textiles, graphite, pencil, pen and ink, digital art, mosaic, wood cut, and metalwork. Qualifications The successful applicant must provide a link to on-line examples of their past work or a sample of their portfolio through digital means (e.g., digital photographs or scans). Services and Deliverables The contract will extend from February 8th to March 18th, 2016 or to completion of the artwork if prior to March 18th. A sample contract is provided in the appendix. Note that we are seeking to own an original artwork but are not purchasing copyright. That is, we request permission to reproduce the artwork in a variety of educational venues as outlined in appendix 2 but are not seeking to reproduce artwork for re-sale. The artist will retain the right to reproduce prints of the artwork for sale. Artists will be invited to attend events associated with the Heritage Art Series but participation is voluntary. Deliverables required as part of project completion include one original artwork and one high resolution digital copy (photograph or scan of the artwork). PROPOSAL DELIVERY AND SELECTION PROCESS The interested artist will submit via e-mail a proposal consisting of a one to two paragraph e-mail letter expressing their interest, intended media, preferred theme (selected from the choices above), price, rough dimensions, and contact information with either a website link to examples of the artist’s past work or attached JPGs, BMPs, PDFs, or other digital forms of the artist’s previous work. A sample proposal is included in Appendix 1. After February 1st, the proposals will be screened by staff of the Historic Resources Management Branch. Successful artists will be chosen on the basis of their ability to creatively depict one of the themes as demonstrated by their previous works. Successful artists will be notified by February 8th. Only successful artists will be contacted. All proposals must include ‘Heritage Art Series Proposal’ in the e-mail subject line.
