A review of documentation and interviews with staff members demonstrated that the
district requires a parent to put in writing a request for a special education evaluation.
Specifically, staff interviews indicated that once the written request is received, parents
are then required to meet with staff before the consent to evaluate form is provided. This
results in most cases with the notice not being sent within 5 days of the receipt of the
referral. It was also indicated that in some instances parents are told that the student
must go through the building-based instructional support system prior to having a special
education evaluation offered.
Description of Corrective Action:
Training will be provided to all Principals and Special Education Department Heads. The
5-day response notice to evaluate will be monitored by Department Heads throughout the
rest of the school year. In Fall 2013, referrals will be monitored monthly to ensure that
this requirement is met.

sending the consent form with the proposed notice within five days of a referral for special
education evaluations. The district cannot require the referral to be in writing and cannot
delay the special education evaluation until the student completes the building-based
team process. The district proposed internal monitoring on a monthly basis.
Department Order of Corrective Action:
The district must train staff that a referral for special education evaluation may be written
or verbal. The procedures for staff to document the request for special education
evaluations will be provided. The district may begin the building-based process at the
same time as the special education evaluation, but cannot require that the building-based
process be completed prior to beginning the special education evaluation. The district
must send an evaluation consent form within five working days to a parent when the
building-based support team is the source of the referral. Documentation from the

Observations and staff interviews indicated that there is a small group of substantially
separate students who are between the ages of 17 to 22 and their primary classroom is
housed within the middle school facility. While these students do spend a portion of their
week in a program located at a high school program within a neighboring district, the
location of their in district classroom provides no opportunity for age appropriate
integration with peers because they are located within a middle school level facility.
Description of Corrective Action:
The students ranging in age from 17 to 22 have been moved to a program at the
Wellesley High School. This move occurred in June 2012. The new program is called
Launch and is a Transition program that focuses on pre- and vocational skills, community
experiences, including work and leisure activities. The program is staffed by a special
educator with significant experience with this age group.

Interviews with staff members and on-site observations demonstrated that at the
Schofield and Fiske Elementary Schools there are instances where special education
classes are not given the same priority as general education programs. Specifically, at
the Schofield Elementary School, Room 122 is at times being used for provision of
physical therapy services in one area of the room while other students are simultaneously
receiving math and reading instruction. Observations at the Fiske Elementary School
demonstrated that Room 36 has no ventilation and is located adjacent to the cafeteria
with an excessive noise level at certain times of the day. Several of the students
assigned to Room 36 have an IEP that identifies the need for a distraction free
environment.
Description of Corrective Action:
For room 122 at Schofield, the Physical Therapy schedule will be reviewed to determine
whether PT services are scheduled at the same time as academic instructional services. If
the schedule interferes with instruction, a schedule change or room change will occur.
Instruction at Fiske School will be moved from room 36 and relocated to another room in
the building.

obtain the certification of a physician that they are physically and emotionally able to
continue in school and the district does not require such certification for all students for
other physical or emotional conditions requiring the attention of a physician.
Description of Corrective Action:
The Wellesley Public Schools permit pregnant students to remain in regular classes and
participate in extracurricular activities with non-pregnant students throughout their
pregnancy. After giving birth, students are permitted to return to the same academic and
extracurricular program as before the leave.
The district no longer requires a pregnant student to obtain the certification of a physician
that they are physically and emotionally able to continue in school. The Wellesley School
Committee revised Policy JGC in accordance with Massachusetts General Laws Chapter
71, Section 84.

A review of district documentation demonstrated that the district does not ensure that at
each elementary school, students are scheduled for at least 900 hours of structured
learning time a year.
Description of Corrective Action:
The Wellesley Public Schools will ensure compliance with the required 900 hours of
structured learning time at the elementary level by reducing the number of minutes of
recess at each elementary school and by exploring changes to the Wednesday Early
Release Schedule for school year 2013-2014.
Specific activities to ensure compliance will include a November meeting of the
Administrative Council to discuss this issue and solicit feedback from the elementary
principals. Once the issue has been discussed, new Student Learning Time Worksheets
will be completed and submitted to DESE. Further discussion regarding the Wednesday
Early Release Schedule will take place in the spring for the 2013-2014 school year.

district does not issue a copy of M.G.L. c. 269 §§ 17 through 19, to every student
enrolled full-time, and every student group, student team, or student organization,
including every unaffiliated student group, student team, or student organization, and a
copy of the school's anti-hazing disciplinary policy approved by the school committee.
Description of Corrective Action:
The Wellesley Public Schools distributes copies of the student handbook to each student
assigned on campus. The applicable anti-hazing information is listed on pages 80 through
84 of the student handbook. In order to achieve compliance with Massachusetts General
Laws Chapter 269, Sections 17 through 19, the district will issue a copy of the applicable
statute to every student enrolled full-time, every student group, student team, student

Concerning hours of ELS instruction provided to English language learners (ELLs), documentation
reviewed indicated that all students at the lower levels of English proficiency and some at the upper
levels of English proficiency are not receiving hours of ESL instruction that are consistent with

In sum, not all ELLs are receiving direct hours of ESL instruction that are consistent with Department
guidance and most content area teachers instructing ELLs have not completed their SEI training.
Consequently, the Department concludes that the district does not have a fully implemented ELE

Narrative Description of Corrective Action: In Fall 2013, the district conducted a program review of
hours of instruction provided to students, especially for students at lower levels of English proficiency.
The ELD department has recognized the need for more servicing hours and we have been working with
our Central Office to secure needed FTE’s for our High School and Middle School. The district hired a
.4FTE dedicated High School ELL teacher in October of 2012. After realizing a sudden increase in
population, we further increased her hours to .6FTE for SY14. This has allowed us to open up a
dedicated Newcomer class to service our students with the lowest proficiency levels and highest needs.
At the Middle School, we now have a dedicated 1.0FTE teacher, up from .8FTE, allowing us to add a
Newcomer section. As a result our Newcomers are being serviced for at least two periods a day. We
also acquired the Rosetta Stone program for our Newcomers, which they work on in their independent
blocks.

Department CPR Finding: Although district documentation did not include a multi-year professional
development plan, Sheltered English Immersion (SEI) professional development Category Training has
been implemented. However, very few teaching staff completed all of their SEI Categories.
The Department also noted that at all grade levels teachers working with English language learners
have completed one, two and/or three of the SEI categories.
The district should note that the Department’s regulations and requirements concerning SEI training

Narrative Description of Corrective Action: The district is committed to working with teachers and
administrators so that they can complete the new training requirements. The Curriculum and
Instruction department worked last spring and over the summer to fully implement Professional
Development Requirements, and was successful in the following areas:
a) securing 29 seats for our teachers in a locally-taught SEI course,
b) identifying teachers of core subject areas who currently teach ELL students,
c) communicating with them via email about the new DESE regulations, and
d) providing support as the teachers and administrators registered through the DESE portal.
By mid-August 2013, we were able to fill all 29 of our seats, and in addition, collaborate with the
Department to provide an additional course at WPH to help them meet the extraordinary demand for
SEI course seats. As of 9/4/13, 49 teachers have registered for the SEI course.
In accordance with DESE guidelines, we have identified 98 core academic teachers who have ELLs in
their classrooms for SY14. We were allotted 29 seats for a Full Endorsement course to be hosted in
Wellesley. Over 50 teachers volunteered to register for courses resulting in over enrollment and a full
Wellesley course. Due to over enrollment across the state, the DESE has asked us to also host an
additional Regional Full Endorsement course, which we have agreed to do. Finally, in response to the
DESE’s call for RETELL teachers, our High School teacher is now going through RETELL training
and will be leading one of the classes we are hosting.
We will continue to follow the DESE’s guidance over the next two years and are planning to offer
another Full Endorsement course for SY15 and a Long course for SY16.
