Bio

Bill Mitchel leads Microsoft’s government business development for energy, transportation and sustainability solutions. He works with cities and utilities to deliver solutions focused on driving energy efficiency at scale.

Since 2001 Ann has led the Sonoma County-based Climate Protection

Campaign, an internationally-recognized organization. Business for Clean

Energy is one of its programs.

Kara supports the Joint Venture Public Sector Climate Action Task Force and serves as Executive Director of the Silicon Valley Economic Development

Alliance. She has 20 years of experience in the government and non-profit sectors, where she has worked on a broad range of public policy issues.

Steve Tate has represented Morgan Hill as a Council Member since 1998 and as Mayor since 2006. He retired from IBM where he spent 38 years in various marketing and planning roles.

Joe Como joined the Office of Ratepayer Advocates in 2008 as Chief Counsel and became its Director in 2010 under the Schwarzenegger administration.

He has an extensive legal and engineering background in energy and water.

Jamie Tuckey began work on community choice aggregation in 2007 at the

County of Marin as one of three staff who started up California’s first operational program, Marin Clean Energy.

Geof Syphers is responsible for the vision, strategy, and leadership of

Sonoma Clean Power. For 20 years he developed and managed energy programs as a consultant to utilities, public agencies, and private companies.

Barbara Hale oversees the Commissions’ energy programs, and provides strategic advice on energy policy matters to the Commission. Previously she worked for the CPUC including as Director of Strategic Planning.

William Maguire conducts compliance reviews of CCAs’ Implementation

Plans and Statements of Intent. He works with CCAs, utilities, and CPUC’s

Legal Division to facilitate successful implementation of CCA programs.

Melody Tovar staffs Sunnyvale’s current CCA investigation. She leads sustainability initiatives including wastewater compliance programs. For nearly 20 years she’s managed environmental programs for municipal agencies.

Since 2011, Kerrie Romanow has directed San Jose’s Environmental

Services. She joined the City in 2006. Previously she was vice president of operations for Environmental and Occupational Risk Management, Inc.

Frank Maitski, P.E., has 30 years of wide-ranging water utility experience.

He currently oversees the District’s engineering programs that support operations and maintenance, including its Energy Management Program.

Jim Griffith has served on Sunnyvale’s City Council since 2010. For 24 years he has worked as a senior software engineer, and is currently employed by

Apple.

Jeff Byron, former Schwarzenegger appointee to the CA Energy

Commission, has more than 36 years’ experience in emerging energy technologies, customer requirements, and energy policy.

Cordel Stillman was responsible for guiding the start-up of Sonoma Clean

Power. He oversees development and management of all infrastructure and renewable energy projects at the Sonoma County Water Agency.

As a Mill Valley City Council member, in 2007 Shawn served on the task force that became the Marin Energy Authority, and was MEA’s founding vice chair. She founded and leads LEAN, a hub that promotes CCA nationwide.

Steve Shupe has worked as an attorney for the County of Sonoma since

1999. He primarily represents the Sonoma County Water Agency, and was part of the staff team responsible for forming Sonoma Clean Power.
