UNICEF Kenya
Temporary Appointment (TA) – Project Manager (Education)
Position Title:
Project Manager (Education)
Level:
P3 (TA)
Location:
Nairobi, Kenya
Start Date:
October 01, 2014 – September 30, 2015
Duration:
364 days
Reporting to:
Chief, Education Section
Background
In Kenya, recurring disasters such as droughts, floods and conflicts have often disrupted learning,
adversely affected school system and substantially damaged the education infrastructure. This
has slowed the progress towards achieving EFA and the MDG Goals. The major concern by the
Government of Kenya, particularly the Ministry of Education and the Education Cluster members
is how to ensure and assure all persons especially children the right to quality education and safe
learning environment in emergencies and post crisis recovery. The first Emergency Preparedness
and Response Plan developed by the Education Sector illustrates the Government of Kenya's
commitment to meeting EFA goals for the year 2015.
In line with the EPRP guidance, UNICEF works closely with the Ministry of Education to develop
the capacity of the education cluster and provide technical assistance to conduct rapid
assessment in emergency affected counties.
This temporary position will work under the direction and guidance of the Chief, Education
Section to coordinate overall education in emergency preparedness and response. Project
Manager will be responsible for the development, planning, implementation, monitoring and
evaluation of the education in emergency interventions, to ensure the survival and well-being of
children and affected communities in emergency. Will be responsible to coordinate and provide
support for policy and programme planning and management in UNICEF supported emergency
programme.
Outcome 10
By 2018, children and adolescents in Kenya receive child-centred quality teaching learning with
improved learning outcomes through evidence-based basic education plans and Child Friendly
School standards that are implemented with full participation of parents, communities and
county governments, including in emergencies, disadvantaged and vulnerable urban contexts.
Output 10.4: By 2018, National and county governments and partners have capacity for adequate
preparedness and coordinated response to emergency and children affected by conflict, to access
quality lifesaving and peace building education in line with Core Commitment for Children
Justification
Education Section in UNICEF Kenya has a funding of USD 5.5 million against the Alternate Basic
Education Project in Dadaab for a period of three years. Recently a funding of 750,000 USD had
1
been sanctioned by CERF for conflict resolution and peace building in 5 different counties. Apart
from this it is important to mention that a project of USD 2 million is expected to be approved
from Government of Japan to work in 8 different conflict prone counties.
All these projects are in progress with at least two years’ time of overlap. On one hand this reflects
the level of trust of our donors on UNICEF but at the same time it puts a lot of responsibility and
accountability on UNICEF to perform. All these projects will require a number of beforehand
preparations (e.g. – taking the MOEST into confidence on these projects by establishing their
relevance to the National Education Sector Programme , coordination mechanisms, plan and
conduct baselines, prepare PCAs with different IPs, etc.) as well as a number of actions during the
course of these projects (e.g. – linking together of various ongoing and new projects ; liaising with
the government counterparts , donors and other UN agencies ; planning interim evaluations and
reviews , etc.). Since the various components of the projects cut across the technical areas of
various specialists in the section, there is a need for strong coordination among the technical
specialists as well as with field offices. The TA will be responsible to establish this coordination as
well as to maintain the peace and smooth implementation of the project focused on emergency
resilience and peacebuilding.
The incumbent will assist the section in defining a strategic approach for improved
information/knowledge management and monitoring systems for peacebuilding and resilience in
improving access, enrolment, attendance and the quality of education with equity focus in EiE.
