Terms of Reference: Education and Peacebuilding Knowledge Management Consultant 1. Background: In 2011, UNICEF commissioned research to investigate the role of education in peacebuilding in conflict-affected states, as part of the Education and Emergencies and Post-Crisis Transition (EEPCT) programme – a partnership between UNICEF, the Government of the Netherlands and the European Commission. The research study was published the same year the Education For All, Global Monitoring Report (UNESCO, 2011) called for an increased role for education in peacebuilding. Some of the research results emphasized that the concept of peacebuilding is not well defined; and that UNICEF must decide its own interpretation, which would need to go beyond humanitarian assistance and to emphasize social transformation within conflict-affected societies. There are important distinctions between humanitarian response programming, the provision of conflict-sensitive education, and programmes aimed at transformative peacebuilding. In 2011, UNICEF the Government of the Netherlands awarded funding for a 4 year programme on Peacebuilding, Education and Advocacy that are being implemented in 14 countries that are or have been affected by conflict. There is a strong focus on documentation of learning and processes, results and learning in the programme. The purpose of the below full time consultancy is to fulfill discrete deliverables with regards to the M&E for the PBEA programme. 2. Purpose: The purpose of recruiting this KM consultant is to support the PBEA Programme Management Team in providing KM guidance and technical assistance to Regional and Country Offices, support implementation of programme research and knowledge management activities at the global level, and support 2013 Annual Reporting process. The consultant is needed to support the PMT while the programme knowledge manager is on a maternity leave. 3. Expected results: Internal and external information sharing platforms are functioning and up to date, reporting in Country Office Annual Reports has been quality assured and quality PBEA 2013 synthesis donor report is submitted in a timely manner, the PBEA research implementation at the global level is supported. 4. Key competences, technical background, and experience required: Master’s Degree in Peacebuilding, Conflict Resolution, Education or related field 5-7 years or more of practical experience in project and programme planning, research and knowledge management with government and non-governmental entities, preferably in the area of peacebuilding and in countries affected by conflict. Proven experience in designing and maintenance of knowledge sharing platforms for multi-country programmes. Proven experience of management of partnerships with academic and non-academic institutions in the area of international cooperation, preferably in the area of peacebuilding and in countries affected by conflict. Experience from working closely with government and non-government entities to build their capacity in the area of research and documentation, preferably in the area of peacebuilding. Experience in reporting on multi-country programmes in conflict-affected states. Demonstrated research experience and knowledge of alternative methods used for gathering information for monitoring and evaluating purposes is desirable.
