Applicants must apply on line at http://www.in.gov/spd/careers/ Job Description: The incumbent functions at a professional level as a field biologist within the Department of Natural Resources, Division of Fish and Wildlife with the primary focus of providing technical assistance to urban counties in the northern or southern one-half of Indiana. The incumbent’s primary responsibilities include minimizing/mitigating human/wildlife conflicts, promoting sustainable natural resource planning, enhancing and mitigating wildlife habitat through local planning initiatives, and promoting fish and wildlife related outdoor recreational and educational experiences. Promote sustainable natural resource planning and development strategies o Encourage planners and developers to utilize conservation-friendly practices o Incorporate habitat modification practices into development designs o Promote green space and green corridors for multi-purpose resource conservation and recreation. Work with non-traditional cooperators in urban and suburban areas to create wildlife habitat o Work closely with IWF to promote Backyard Habitat Program o Work closely with Master Naturalist program o Seek out alternative sources of funding for urban wildlife programs Wildlife Conflict Management o Share with local resource personnel where wildlife conflict abatement resources can be found, o Conduct wildlife conflict workshops, o Conduct the annual goose management workshop, and o Work with appropriate parties to implement habitat modification practices where needed. o Promote urban deer management programs Promote fish and wildlife recreation activities o Work closely with schools, local parks departments, and conservation organizations to promote and offer fish and wildlife recreational activities. o Work with local units of government to craft hunting and trapping friendly ordinances This position reports directly to a Regional Supervisor, (Natural Science Manager I position). Responsibilities: Conduct field investigations and surveys to gather data on wildlife and population status, resource utilization, and management needs; provide technical assistance and verbal/written management recommendations to private landowners, other state and federal agencies, and local units of government regarding the development, enhancement, restoration and management and recreational values of wildlife habitat and wildlife populations. Investigate wildlife damage complaints, provide suggestions for alleviating the problem and issue permits for the trapping, removal, destruction or relocation of specific wildlife according to state/federal laws and policies. Conduct wildlife conflict field days and workshops, administer the division’s policies regarding wildlife conflict management, especially as it applies to urban waterfowl and deer. Promote the division’s urban deer management program. Conduct Canada goose management training for nuisance wildlife control operators and administer all facets of that program. Seek outside grant opportunities to provide financial incentive programs for the development, enhancement, or restoration of urban wildlife habitat. Conduct environmental reviews and provide recommendations to DNR for the mitigation of fish & wildlife losses resulting from construction projects in floodways & wetlands. Assist other biologists on largescale research & management projects. Maintain public and work relations with other biologists, various state and federal agencies, accredited academic agencies and communities and the general public utilizing public speaking, mass media and written communication and professional communication techniques. Prepare and present evidence exhibits in court and perform as an expert witness in courts of law and/or hearings. Work with other federal, state, and local government agencies when necessary to accomplish division objectives. Prepare reports, evaluations, as necessary for division or department executives, the governor's office, or legislators. Minimum Qualifications: Specialized knowledge of biological principals, ecological variables and interactions, wildlife habitat management techniques, and life histories of wildlife species developed through education, on the job training and relevant experience with a minimum of a Bachelor of Science degree from an accredited college or university in wildlife management, or a closely related field. Specialized knowledge of scientific methods, procedures and theories applicable to the management and study of fish and wildlife populations. Ability to obtain and maintain certification as a Commercial Pesticide Applicator in Indiana and obtain basic prescribed fire training. Must possess a valid Indiana driver's license. Must have excellent oral & written communication skills; must have excellent organizational skills and ability to prioritize variable workloads and multiple projects. Must have working knowledge of computer software to include WORD, EXEL, ACESS, and ArcGIS must operate and maintain a wide variety of equipment. Thorough knowledge and understanding of state, department, and division administrative policies and procedures pertinent to the management of the assigned fish and wildlife property. Ability to be creative at solving problems and developing alternatives in response to unforseen obstacles that come up during the course of carrying out normal duties. Extensive ability to communicate with fellow professionals, division and department executives, subordinates, the general public, and the news media concerning Division programs and projects. Additional Comments: The incumbent performs his duties in a variety of different environments, including an office environment, field environment, rugged terrain, and various adverse weather conditions (extreme heat, cold, rain, snow, sleet, etc.). The incumbent is required to do occasional heavy lifting of equipment, tools, or materials. The incumbent may be required to work around potentially dangerous heavy construction equipment and farm equipment (e.g. bull dozer, excavators, dump trucks, graders, back hoes, tractors, disks, mowers, planters, plows, tree cutters, etc.). The incumbent may be required to travel occasionally statewide and/or out-of-state to attend conferences, or assist with projects away from his assigned region.
