Background / General Description:
Developing countries have an unprecedented opportunity to end extreme poverty within a generation.
Inspired by this prospect, the World Bank Group has set two goals: eradicate extreme poverty by 2030, and promote shared prosperity by fostering the income growth of the bottom 40 percent in every country.
To achieve this, the organization is implementing a new strategy combining the strengths of the five
WBG institutions: finance, global knowledge, convening services, and the ability to work with both public and private sectors. The architecture underpinning the strategy, and instrumental to development challenges.
The Global Practices Communications department – established to meet the communication needs of the Global Practices (GPs) and Cross Cutting Solution Areas (CCSAs)
– is looking for a dynamic and experienced communications consultant to support the Issues and Risk Management function as well as the People, Spaces, Deliberation blog and Twitter account.
The Communication Consultant will also support other areas of ECRGP’s work program, as necessary.
The Communication Consultant will be based in Washington, D.C. and report to a manager in ECRGP.
ECRGP Operational Communications
ECRGP’s Operational Communications unit (ECRGP-OC) within ECRGP works on early corporatelevel reputation risk management; strategic communication and risk management support to operational teams and to the Operations Policy and Country Services (OPCS) Vice Presidency; specialized services (consultations, opinion research, and Open Development/Access to Information)
to a range of clients; and, coordination, training, and knowledge management related to communications.
World Bank Group operations is moving towards a resultfocused, “smart” risk-taking culture, which has created a greater need in the operational complex for strategic communication services related to anticipatory risk management, political intelligence, stakeholder engagement, and building coalitions for reform, among others. ECRGPOC is mandated with increasing ECR’s capacity to provide these services, including across the Communications Network.
Duties & Responsibilities:
The Communication Consultant, under the direction of a Senior Communications Officer, will provide support for ECRGP-
OC’s Issues and Risk team, which identifies, monitors, analyzes, anticipates, and mitigates stakeholder and reputational risk through the Reputation Heat Map in order to strengthen the World Bank’s authorizing environment.
Additionally, the Communication Consultant will provide knowledge management/capacity building to build internal capacity and promote development outcomes. This includes the creation of knowledge products like learning notes, blog posts, and other materials and responding to the needs of clients and communications professionals.
In particular, he/she will be responsible for the following tasks, but not limited to:
Support the day-to-day implementation of the Reputation Risk Heat Map, including maintaining administrative and online functions
Research, write, produce, and disseminate various communications products including briefing notes and a ‘Smart Lessons’ series that build internal capacity and knowledge sharing around the
Reputation Risk heat map
Contribute to ECRGP-
OC’s knowledge management activities and identify and pursue opportunities for collaboration with other internal units
Assist colleagues in managing submissions to the People, Spaces, Deliberation blog.
Research and post weekly features, including: Campaign Art), 2) Media (R)evolutions, and 3)
Weekly Wire: The Global Forum
Support the development and implementation of online strategies to promote the People, Spaces,
Deliberation blog and its content, including monitoring the blog’s social media channel
Compose online newsletters and other promotional materials; maintain external email lists; use other marketing tools.
Support ECROC and its strategies with other tasks as they arise
Selection Criteria:
Master’s degree in Communications, International Relations/Public Affairs, Journalism or other relevant discipline and 2 or more years of relevant professional experience
Excellent writing and editing skills. Is able to develop simple to moderate knowledge products with no supervision and to coordinate the development of drafts of more complex material for management review
Demonstrated experience writing blog entries and short, engaging pieces
Demonstrates good familiarity with and working knowledge of communication channels and tools, especially social media and online tools
Experience creating multimedia products is a plus
Strong interpersonal skills and ability to work effectively in a multicultural environment
Ability to work independently and take initiative, seeking guidance when necessary from senior team members
A willingness to provide help, assistance and support when others are in need, and to lead or follow, depending on the needs of the team
Proven ability to present complex ideas clearly, comprehensively, both verbally and in writin
Ability to prioritize, work well under pressure and capably handle/juggle multiple tasks within tight deadlines;
Ability to think strategically and rapidly analyze and integrate diverse information from varied sources into conclusions and recommendations;
Very good understanding of the World Bank Group, its policies, work, operations, international development and related global issue
Fluency and/or proficiencies in other languages a plus.
This STC contract is for 150 days of work, to begin as soon as possible and continuing through
June 30, 2016.
