- 1 13 January 2015 On behalf of Cycling SA, I welcome you all to Mbombela to the Pennypinchers SA Road and Time Trial Championships. The event is a gathering of our best riders all in pursuit of those coveted national titles, making it a great spectacle for all cycling enthusiasts. Mbombela has proven to be a great host for cycling events and the city and organisers have once again stepped up to the plate to present these very prestigious National Road and Time Trial Championships. I would like to commend Mpumalanga Cycling under the leadership of Theo Viljoen for so enthusiastically embracing these Championships. No doubt organising an event of this stature requires a lot of support and committed partners. We are therefore very grateful to Pennypinchers, Mpumalanga Department of Sport and Recreation, Europcar, Tsogo Sun and all other partners for their great support of this event. Our success in managing the sport is highly dependent on having very committed partners like these and staging these high quality events go a long way in assisting Cycling South Africa in achieving world class results. I would like to thank all the sponsors, organisers, government and traffic departments, officials and volunteers who have worked hard to present this event. The South African National Road and Individual Time Trial Championships (“National Championships”) will take place in accordance with the rules and regulations of the International Cycling Union (UCI) and Cycling South Africa (CSA). 2. By participating in the National Championships, riders and managers acknowledge and subject themselves to all relevant UCI, CSA and Event Special Rules and Regulations “the Event Rules”. ARTICLE 2: DISTANCES 1. Distances are reflected on the start lists and the final start will be posted on the CSA website. 2. Any names added to the start list sent to participants will not be late entries but names that were omitted from the entry list sent to the organisers by CSA and this can be verified by e-mailing events@cyclingsa.com ARTICLE 3: PARTICIPATION: 1. All riders participating in the National Championships must be in possession of a full racing license or development license for schools issued by CSA or any other body recognised by the UCI. 2. Riders will be required to present their licenses at registration or at any other time at the request of the race officials. 3. Team managers shall present their licenses to the President Commissaire or his nominee at the manager’s meeting or at any other time at the request of the race officials. ARTICLE 4: TYPE OF RACES AND POINTS AWARDED: 1. All races conducted will be National Championships. 2. It is the responsibility of each cyclist to be familiar with and understand the lay-out of the particular route for his/her age category inclusive of the in/out routing scheduled and the circuit. 3. The National Championships is a closed championship for the UCI category events (i.e. Junior, U23 and Elite) and riders from nations other than South Africa, may not participate. 4. The National Championships is an open championship for the non UCI category events (i.e. all age categories excluding Junior, U23 and Elites). 5. Only South African citizens with a RSA UCI license number will be awarded medals and the winner’s National Champion jersey. 6. Riders from UCI teams shall ride in their registered UCI jerseys and local shorts, as per licenses issued. 7. Elite Men, U23 Men and Elite Women who are South African citizens holding a RSA UCI license number will awarded UCI points as follows: a. Men Road (Elite and U23) 1 – 40 2 – 30 3 – 16 4 – 12 5 – 10 6 –8 7–6 8 -3 b, Men Time Trial (Elite and U23) 1–8 2–5 3–3 C d. Ladies Time Trial (Elite) 1–3 2–2 Ladies Road (Elite) 1 – 10 2–7 3–5 4–3 5 ARTICLE 5: PERMANENCE (RACE OFFICE, MEETINGS AND HEADQUARTERS) Race permanence will be situated at: Mbombela Stadium No numbers will be available for collection on 8 February 2015 Meetings will take place as follows: 1. Officials meeting on Monday 2 February 2015 at 18h00 at Emnotweni Sun or at any other time designated by the President Commissaire. 2. Manager’s meetings on Wednesday 4 February, Friday 6 February and Saturday 7 February 2015 at 18h00 at Emnotweni Sun for those managers intending to participate in a designated race on the following day. 3. Any team manager who fails to attend a manager’s meeting without being excused by the President Commissaire, shall not be entitled to participate in the designated race without the express permission of the President Commissaire or his nominee. ARTICLE 6: RADIO-TOUR 1. No radio communication between following vehicles and riders will be permitted during the Road race. 2. Only commissaires, registered managers and neutral service personnel will be permitted to use radios to communicate among themselves. 3. Each following commissaire and neutral service vehicle during an event will be provided with a two-way race radio by the organisers. 4. Should a team service or a following vehicle require a two-way radio, a non-refundable fee of R300.00 will be payable to the organisers and the radio will be returned to the organisers immediately after the race. ARTICLE 7: NEUTRAL SERVICE 1. A neutral service vehicle shall be arranged for each race category. 2. Riders withdrawing from the race must report their withdrawal to the President Commissaire or Chief Judge at the finish line. ARTICLE 8: FOLLOWING VEHICLES AND NEUTRAL SERVICES 1. Following vehicles will be permitted at the discretion of the President Commissaire and there shall be present in each following vehicle a qualified team manager who is in possession of a 2015 manager’s license issued by CSA. 2. For those riders who are not part of a team, one service vehicle per province shall be allowed provided that the team manager shall be in possession of a manager’s license. 3. A license check for riders and managers will be conducted at registration. 4. Each manager in a following vehicle shall be fully responsible for and ensure that, any personnel in the following vehicle complies with the Event Rules and that team managers shall be answerable for any contraventions by any of his/her riders or persons in the following vehicle. 5. It is understood that each rider and manager is fully aware of the Event Rules and the Commissaires shall not be obliged or required to warn any rider or team manager of any contravention before imposing an appropriate sanction. 6. Should any rider or manager contravene the Event Rules, particularly Time Trial rules, the riders and/or the manager will be warned or sanctioned (any sanction may include immediate disqualification and removal of the rider, manager or following vehicle from the route without any prior warning). TIME TRIAL: 1. Marshalls and Commissaires will be present on the route during the Time Trial event. 2. Starting order as distributed to participants will be made available on the CSA website. 3. Only UCI categories (i.e. Elite & U23 Men; Junior Men & Elite & Junior Ladies) will be allowed a following vehicle on the route. 6 ROAD RACE: 1. A minimum of four (4) riders is required for a following vehicle. 2. A convoy position draw will be done to determine the order. 3. A neutral service will be provided for each start batch. 4. There will be 2 x wheel stations on route allocated for riders to place their spare wheels with their seconds. ARTICLE 9: FEEDING DURING THE EVENT/FEEDING ZONE 1. There will be 2 clearly marked feeding stations for the Road Race at approximately (?km) after the start and at approximately (? Km) before the finish. Feeding will only be allowed at these designated points for those riders who do not have the use of a following vehicle. 2. NO feeding will be allowed during any of the Time Trial events. ARTICLE 10: MEDALS AND NATIONAL CHAMPIONSHIP JERSEY 1. The winner of each age category will be eligible to win a National Championships jersey. 2. National Championships jersey will be available for a photo shoot and media presentation and a winner’s jersey will be made to the correct size and posted to the winner within four weeks /one month after the event provided that the details of the size and postal address are provided to the event organiser. 3. Riders in each age category will be eligible to win a gold, silver or bronze medal. 4. U10; U12; U14 Boys and Girls will receive only a special designed MPU jersey as well as a MPU medal for Time Trial and Road. ARTICLE 11: ELIMINATION PERIOD 1. Riders falling behind the main bunch by 10% or more will lead to elimination and the riders shall exit the race at the start/finish line. ARTICLE 12: MEDIA PRESENTATION, PRIZE GIVING AND PROTOCOL 1. A media presentation and protocol will take place each day within 30 minutes after the race has been completed. ARTICLE 13: ANTI-DOPING/MEDICAL CONTROL 1. The Anti-Doping Protocol and Rules of the UCI and CSA will apply. 2. Riders in the Junior age category must be accompanied by an adult (team manager or parent) with the necessary identification. 3. The Medical Control premises will be clearly marked and will be at Mbombela Stadium. ARTICLE 14: BICYCLES AND EQUIPMENT Gear Ratios (Junior, U16. U14, U12 and U10 age categories) Under 10: 6.227 meters (52 – 18) Under 12: 6.227 meters (52 - 18) Under 14: 6.626 meters (52 - 17) Under 16: 6.897 meters (52 – 16) Junior: 7.930 meters (52 – 14) The rolling distances will be used to check gear rations - the blade and cog size is used only as a guide. ROAD RACE 1. It is each rider’s responsibility to ensure that all wheels and equipment handed to neutral service vehicles are clearly marked and collected after each event. 2. All bicycles will be checked, weighed and measured and in the case of the Junior age category and younger, rolled in for gear ratios, 30 minutes before the start of each race. This will be undertaken in a clearly marked designated area before the start line and once done, the rider cannot leave the starting area. 3. The first 5 riders from the Junior age category and younger, will be required to undergo a gear check immediately after the race has been completed. 7 TIME TRIAL 1. All bicycles will be checked, weighed and measured and in the case of the Junior age category and younger, rolled in for gear ratios, before the start of the Time Trial. This will be undertaken in a clearly marked designated area before the start line and once done, the rider cannot leave the starting area. 2. A rider who arrives late for his/her start will not be permitted to start until such time as his/her bicycle has been checked, weighed and measured and in the case of the Junior age category and younger, rolled in for gear ratios. 3. No Time Trial equipment/helmets will be allowed for the U14, U12 and U10 age categories. 4. Strict rules will apply with regard to the UCI technical regulations including the diameters of Time Trial bars (1:3 ratios) 5. IMPORTANT CHANGES TO TIME TRIAL REGULATIONS with effect from 1 January 2014. The amended Article 1.3.013 and 1.3.023 are reproduced below and the changes are indicated in red: 1.3.13 The peak of the saddle shall be a mini um of 5 cm to the rear of a vertical plane passing through the bottom bracket spindle. This restriction shall not be applied to the bicycle ridden by a rider in a spring event on track (flying, 200 m, flying lap, spring, team sprint, keirin, 500 metres and 1 kilometre); however, in no circumstances shall the peak of the saddle extend in front of a vertical line passing through the bottom bracket spindle. The peak of the saddle can be move forward until the vertical line passing through the bottom bracket spindle where that is necessary for morphological reasons. By morphological reasons should be understood everything to do with the size and limb length of the rider. Any rider who, for these reasons, considers that he needs to use a bicycle of lesser dimensions than those give, shall inform the commissaires’ panel to that effect at the time of the bike check. Only one exemption for morphological reasons may be requested; either the peak of the saddle can be moved forward or the handlebar extensions can be moved forward, in accordance with Article 1.3.032 1.3.023 For road time trials and individual and team pursuit on the track, a fixed extension may be added to the steering system; in this instance, the height difference between the elbow support points and the highest and lowest points of the handlebar extension (including gear levers) must be less that 10 cm. It is also possible to add a handlebar extension for the 500 m and kilometre time trials on track, but in this case, the position of the tip of the saddle must be at least 5 cm behind the vertical plane passing through the bottom bracket axle. The distance between the vertical line passing through the bottom bracket axle and the extremity of the handlebar may not exceed 75 cm, with the other limits set in 1.3.022 (B,C,D) remaining unchanged. Elbow or forearm rests are permitted. For road time trial competitions, controls or levers fixed to the handlebar extension may not extend beyond 75 cm limit. For the track and road competitors covered by the first paragraph, the distance of 75 cm may be increased to 80 cm to the extent that his is required for morphological reasons; <morphological reasons> should be taken as meaning anything regarding the size or length of the rider’s body parts. A rider who, for this reason, considers that he needs to make use of a distance between 75 and 80 cm, must inform the commissaires’ panel at the time of the bike check. Only one exemption for morphological reasons may be requested; either the handlebar extension can be moved forward or the peak of the saddle can be moved forward, in accordance with Article 1.3.013. 8 Comments on Article 1.3.023: For time trials on the road and track competitions (pursuit, kilometre and 500 m time trials) bicycles may be fitted with an “additional handlebar” (extension) upon which elbow or forearm rests are authorised without these representing supplementary points of support (in contradiction of Regulation 1.3.008). The rider’s forearms must be positioned in a horizontal plane and the extension designed in such a manner that the rider can adopt and maintain a regulatory position for the entire duration of the event. The area of the points of support is defined by the diagram below: 9 6. No camel bags will be allowed on the Time Trial. ARTICLE 15: TIMING 1. The event will be timed by Finish Time. 2. A chip for the Time Trial will be provided in the race packs to the riders participating in the event. ARTICLE 16: NUMBERS 1. Please note: a R50,00 fee must be paid before receiving your body numbers. You will be refunded if the numbers are undamaged and handed in at The Fams Stall at registration. 2. Each rider will receive 2 x back numbers and 1 x frame number in the race pack. 3. One back number will be used for the Time Trial. 4. Two back numbers will be used for the Road Race. 5. Riders are to ensure that their back numbers and frame numbers are clearly visible at all times. 6. Frame numbers are to be placed horizontally behind the saddle in line with the saddle pin. ARTICLE 17: MEDICAL 1. Each rider entering this event, confirms that he/she is healthy and able to compete at the National Championships. 2. It is the responsibility of each rider to ensure that necessary provision has been made for adequate medical and personal liability insurance as stipulated and required by the UCI. 3. In the event of any accident, injury or medical emergency, the victim concerned, will be taken to the nearest hospital.
