The post of Human Resources Services Associate (HRSA) is located in the Human Resources (HR) Services Branch of the Division for Human Resources in New York and reports to the Human Resources Specialist, Quality & Assurance. JOB PURPOSE Under the overall guidance of the Chief of HR Services and the direct supervision of HR Specialist, Quality & Assurance, the Human Resources Services Associate applies his/her expert knowledge of procedures, processes and delivery mechanisms to provide highlevel operational support in the areas of recruitment, staff administration, performance management and talent management at the global level to HQ, Regional Offices (RO), SubRegional Offices (SRO) and, as designated, to Country Offices. MAJOR ACTIVITIES / EXPECTED RESULTS: Provide HR services in recruitment activities: Implement the recruitment process; provide input to job classification process, prepare vacancy announcement (review job descriptions and competency requirements), organize and coordinate the interview and selection process, prepare summaries and documentation for decision makers and appointment bodies; Prepare long list of candidates in the e-Recruit system in accordance with established procedures and quality standards; test e-Recruit upgrades as required; Provide HR services in staff administration for international professional staff globally and general service staff at HQ: Monitor contractual status of staff: advise on appointments, extensions and separations; on inter-agency agreement, HR Services on staffing issues to be followed up with the respective HR Strategic Partner; Create/update RPAs through UNDP HR Workbench, verify chart fields (COAs), and update COA information, set up vendor. Timely follow up with Finance staff and/or HR Information Associate on COA; Provide administrative support, as required, to JPO (Junior Professional Officers) programme Work with HR Analytics to generate required HR reports (e.g. staff approaching retirement, staffing with contract expiry date, pay-slips etc.); Assist in producing documentary evidence required by auditors during audit sessions Prepare correspondence on inter-agency movements, as requested; Liaise with UNFPA Travel Unit on UNLPs issuance/extension; In the absence of the HR Recruitment Associate, provide back-up support in GS recruitment at HQ and contract administration for consultants; Provide HR Services in administration of Performance Management System (PAD) Guide and support managers and staff on the basic procedures and use of the performance management system (PAD); Respond to PAD inquiries and requests for assistance through the Integrated Service Desk, escalating queries to the Performance and Career Specialist as required; Participate in testing of changes to PAD system (features, competency updates, etc.) Provide Services in support of the Talent Branch: Provide appropriate basic information needed for completion of application forms for learning programmes Under the guidance of the Learning and Development Specialist and the Learning Associate respond to general queries related to learning and development services and related policy guidelines, escalating queries as required to the Specialist Ensure administration and implementation of HR strategies and polices: Ensure compliance of records and reports with UN rules, regulations, UNFPA policies, procedures and strategies, effective implementation of the internal control framework; In consultation with the direct supervisor and the Chief of HR Services; participate in HR business processes mapping and development of the content of internal Standard Operating Procedures (SOPs) in HR management; In consultation with direct supervisor, provide professional and timely information to clients on strategies, policies, rules and regulations; Support knowledge building and knowledge sharing: Participate in training for DHR staff; Foster collaboration and facilitate capacity building and knowledge sharing in DHR, through participation in DHR communities of practice; Provide Blue Jeans/Webex/conference support e.g. webinars, VC set up and execution; Perform any other duties as may be directed by Specialist, HR Services or Chief, HR Services JOB REQUIREMENTS Education: Secondary Education with specialized certification in Human Resources. Knowledge and Experience: 6 years of progressively responsible HR and/or administrative experience is required.
