Rugby Nova Scotia is currently searching for a Provincial Coach to support the development of coaches,
players and related infrastructure required for the promotion and development of rugby in Nova Scotia.

Job Description – Provincial Coach, Nova Scotia
Purpose of this Position:
Rugby Nova Scotia (“RNS”) Provincial Coach (“PC”) is responsible for supporting the development of
rugby in Nova Scotia including the development of coaches, players and related infrastructure required
for the promotion and development of rugby. Depending on the successful candidate’s specific skill set,
the PC may be required to work in all stages of the Rugby Canada Long Term Rugby Development Model
(“RC LTRD”). The PC will be responsible for the development of the game, identification of and
development of high performance players in Nova Scotia (“NS”) including the national age programmes,
the senior women’s programs and the senior men’s programs, the NS National High performance center
programme and liaising with the Rugby Canada High Performance Atlantic Academy programmes.
Reporting/Liaising Relationship:
The PC will report to the president of RNS.
The PC will liaise with the RNS directors of Rugby, NS representative teams, NS Referee’s Society, Sport
Nova Scotia, Nova Scotia High School Athletic Federation, National Coaching Certification Program
(“NCCP”), Canadian University Sport (“CIS”), and Rugby Canada.
Roles/Responsibilities:
1. Implement short term plans and projects for expansion of rugby in NS.
 Short term plans and projects must be communicated to/and from the Board member
responsible for these areas;
 All projects affecting the established annual budget must be cleared first by the Board of
RSNS;
 Short term planning and projects may involve working within various stages of the LTRD.
2. Enhance club development.
 Facilitate two (2) club presidents/coaches meetings with a focus on improving the
quality of rugby in NS and present a follow up report within two (2) weeks of these
meetings to the Board of RNS;
 Liaise with club presidents and coaches on a monthly basis and record feedback;
 Attend planning and coaching sessions with clubs as per individual requests received;
 One personal club coaching session per year with focus on player/club evaluation and
drafting of follow up report outlining club goals and accomplishments;
 Provide assistance to clubs with respect to coach development;
 Provide assistance in selecting club coaches when requested by clubs;


Prepare and submit a report to the Board of RNS no later than one month prior to RNS
annual general meeting outlining overall impressions of rugby province wide and setting
out future goals to be accomplished and implemented;
If necessary, participate in the following RC LTRD programmes to enhance club
development: Active Start, Fundamental, Learning to Train, Training to Train, Training to
Compete, Active for Life.
3. Facilitate coaches training and certification across NS.
 Prepare and present a coaches inventory across NS no later than March 1 each year;
 Liaise with all RNS clubs across the province to conduct a needs assessment no later
than March 1 of each year;
 Develop an annual schedule for NCCP coach certification each year and present at semiAGM;
 Work with NCCP MLF’s and LF’s to facilitate and deliver a minimum of two (2) NCCP
coaching courses across NS as dictated by needs of each area;
 Conduct or organize NCCP practical assessments for all coaches needing this component
in order to achieve full certification (dependent on needs assessment);
 Arrange at least one (1) Comp Div. course or its equivalent every third year or as
required;
 Confirm on an annual basis at minimum all coaching credentials on inventoried coaches
with CAC;
 Work with coaches to ensure that their certification levels match the stages of the LTRD
they are involved in;
 Provide feedback to coaches with respect to methods, courses or qualifications as
requested in order to enhance their NCCP certification;
4. Provide Safe Rugby course and certification (“SFCC”).
 Deliver SFCC to coaches, referees and players as dictated by provincial need;
 Deliver at a minimum one (1) SFCC course each season;
 Provide RNS with an updated list of all SFCC certified personnel as soon as each course is
completed;
 Involvement in SFCC may also involve the PC to be involved in the Fundamentals, Learn
to Train and Training to Train stages of the RC LTRD.
5. Liaise with School Rugby Coordinators.
 Promote the Training to Train stage of the RC LTRD to the NSSAF rugby coordinators and
coaches;
 Report to RNS on a regular basis as to the progress of each school programme.
6. Provide supervision and direction to all RNS representative teams.
 Liaise with the Board member responsible for representative programmes on an
ongoing basis;
 Recruit volunteer coaches to fill roles for representative teams;


Hold representative staff meetings on a regular basis throughout the season;
Oversee team staff with respect to creating schedules for all ID camps, tours, selection
and training camps by no later than April 1 of each year;
 If requested, assist representative teams with player evaluations and identifications;
 Provide ongoing coach development and assessment for all representative team
coaches;
 Promoting the Training to Compete and Training to Perform stages of the RC LTRD.
7. Coach a minimum of one (1) RNS Representative Team.
8. Assist with the preparation and submission of documentation required for Sport NS (“SNS”).
 Submit technical packages as required by SNS and Support4Sport;
 Develop plans for the implementation of these programmes in conjunction with
technical committee or Board of RNS;
 Act as point of contact for RNS with SNS for the above mentioned programmes and
support the creation of submissions in conjunction with administrative staff;
9. Assist to develop a five (5) year plan for a National High Performance Center – NS.
 Plan shall be geared towards male and female athletes between the ages of fifteen (15)
and twenty (20) involved in the Training to Train, Training to Compete or the Training to
Perform stages of the RC LRTD;
 Plan shall include sustainability issues;
 Preparation of budget with respect to implementation of programme;
 Submission of plan to RNS;
 Conduct meetings with Board of RNS and /or RNS technical committee after each
season to discuss any amendments or changes to RNS policies and procedures.
10. Ongoing Responsibilities.
 Attend RNS board meetings when required;
 Provide information to the RNS office as necessary to update RNS website in relation to
team, tryouts, te4am staff, schedules, progress, coaching clinics, referee clinics and
fixtures;
 Liaise with Directors of Rugby as to the process needed to obtain representative team
budgets. (Note: Budget supervision will and maintenance will fall under the Executive
Director Job description).
11. Coordinate rugby development programmes with Rugby Canada (“RC”) provincial unions and
World Rugby (“WR”) as it relates to rugby in NS.
 Disseminate all WR/RC law updates t6o all clubs;
 Report on updated plans for the Atlantic High performance Academies for U20 male
athletes, including management of the NS national High performance centre;
 Coordinate the RC Long Term Athlete Development model with RNS development;
 Promote RC clinics, camps, national training and visits to NS;
 Assist nationally identified athletes to access funding;



Promote the RC pathway to RNS players and coaches;
Attend RC NCCP meetings, trainings and evaluations as approved by RNS;
Act as contact person for RC and WR on areas of rugby development.
12. The PC is precluded from being a player/member of any club, cannot be a club coach and cannot
be an official of any club.
Remuneration:
The annual salary for this position is $48,500.00. This position is valid for a two (2) year term.
Qualifications:










A minimum of three (3) years professional coaching experience in a high performance
rugby setting;
Competition Development certified with a commitment to obtaining High Performance
(within two (2) years of official hire) certification with RC or WR/NCCP/international
equivalent;
Exceptional knowledge of rugby including rugby organizations in Canada and
internationally;
Experience with developing and implementing rugby specific growth initiatives in under
developed areas;
Experience supervising multiple provincial team programmes;
Ability to work within a set budget;
Extensive knowledge of rugby development;
Coach Learner Facilitator certificate/equivalent or a commitment to obtain certificate
within the two years of official hire;
Current criminal record check relevant to the job;
Must have excellent written and verbal communication skills and ability to effectively
represent a successful and growing sports organization.
