3. All animals must be owned and cared for by the tag in date.
All in-state hogs will require face papers.
All in-state sheep, goats, breeding beef, dairy heifers, and steers will require tattoo, and/or
brand at time of tag-in. All sexually intact sheep and goats require a scrapies tag.
COPIES OF AFOREMENTIONED DOCUMENTS MUST BE PROVIDED TO THE NEW MEXICO
LIVESTOCK BOARD AT TAG-IN.
The designated board member and Livestock Inspector will be required to read all ear notches
and brands or tattoos.
4. Animals not meeting the fair requirements will not be allowed to show.

The Estancia FFA Chapter will be running the concession stand during the fair. Be sure to stop by as
there will be plenty of food, drinks, and treats while you are enjoying the Torrance County Fair.
GENERAL RULES OF THE FAIR
1. The Torrance County Fair Board reserves the final and absolute right to interpret the rules and
regulations and arbitrate, settle, and determine all matters, questions, and differences in regard thereto
or otherwise out of, or connected with the fair.
2. Any person who violates any of the following or special rules will forfeit all privileges and premiums
and will be subject to such penalties as the governing body may order.
3. All protests must be made in writing and accompanied by a deposit of $50 (certified check or cash),
which will be forfeited if the protest is not sustained. Any protest must state plainly the cause of the
complaint or appeal and must be delivered to the Fair Board President within 2 hours after
completion of said show. NO SHOW SHALL BE DELAYED OR DISRUPTED DUE TO A PROTEST. THIS
APPLIES TO ALL DEPARTMENTS.
4. The Torrance County Fair Board will take every precaution for the safety of the visitors and exhibitors,
but assumes no liability for personal injury or for loss or damage to any property of the exhibitor,
patron, or concessionaire due to theft, weather conditions, or other causes.
5. No dogs are allowed on the fairgrounds unless they are part of the fair’s schedule as a demonstration
or act, or if they are to assist a physically challenged participant or guest.

6. RV and Camper parking will be allowed within the fairgrounds. THERE WILL BE A CHARGE OF $30
(except for Fair Board members) FOR RV SPACE PROVIDED DURING THE FAIR. RV SPACE WILL BE
LIMITED; THEREFORE, YOU WILL NEED TO RESERVE A SPACE IN A TIMELY MANNER. Electricity is NOT
provided and is the RV/camper owner’s responsibility. AN ADULT MUST BE PRESENT FOR OVERNIGHT
STAY. Unauthorized vehicles will be towed away at the owner’s expense.
7. All livestock trailers must be parked on the West side of the Rodeo Arena during the rodeo.
8. NO ALCOHOLIC BEVERAGES ARE ALLOWED ON THE FAIRGROUNDS. ANY EXHIBITOR POSSESSING
ANY ALCOHOLIC BEVERAGES WILL BE DISQUALIFIED.
9. The exhibits must be the handiwork of the exhibitor where mechanical skill is required, the grower
where agriculture exhibits are required, and the owner, feeder, and seller (when applicable) where
livestock is entered. Exhibits may be sold during the fair, but not removed until Saturday check-out
time.
10. The exhibitors must be members of 4-H or FFA in Torrance County, IN GOOD STANDING, or residents
of Torrance County and/or the Torrance County School District.
11. The Fair Board and/or Superintendents reserve the right to reject any undesirable exhibit and
livestock entries.
12. Superintendents may combine or add a class if they feel the need is justified.
13.The judges will be instructed not to award ribbons unless the articles are deemed worthy of merit. If
no competition exists, the judges may award 2nd, 3rd, etc.
14. Livestock entries must be checked in on Tuesday between 9:00am and 12:00am. Farm Mechanics
exhibits must be checked in on Tuesday from 2:00pm to 6:00pm. In-Door exhibits may be checked in on
Tuesday from 9:00am – 7:00pm, the Special Cake exhibit will be checked on Tuesday from 9:00am till
noon. All Floriculture exhibits must be checked in on Wednesday between 1:00pm and 5:00pm.
15. It is each exhibitor’s responsibility to read the rules specific to the area in which they are
participating.
16. TORRANCE COUNTY FAIR SPORTSMANSHIP:
Anyone attending the Torrance County Fair either as an exhibitor, parent, spectator, superintendent,
judge, or fair official must conduct themselves in a manner consistent with the following code listed
below. These codes of conduct are not limited to the show ring, but are applicable to all departments,
activities, and events associated with the Torrance County Fair. Consequences to violating this code of
conduct may include, but are not limited to:

Removal from Fairgrounds
Written Warning
Suspension, reduction and/or loss of premiums

Suspension, reduction and/or loss of auction
proceeds
Notification to local fairs as to disciplinary
actions taken
Loss of future show privileges
CODE OF SHOW RING ETHICS
Exhibitors of animals at livestock shows shall at all times comport themselves honestly, ethically, and
display good sportsmanship. Their conduct in this competitive environment shall always reflect the
highest standards of honor and dignity to promote the advancement of agricultural education. This
code applies to junior as well as open class exhibitors who compete in structured classes of competition.
This code applies to all livestock offered in any event at a livestock show. Their moral values must be so
certain and positive that those younger and more pliable will be influenced by their fine example.
Owners, exhibitors, fitters, trainers, and absolutely responsible persons who violate the code of ethics
will forfeit premiums, awards, and auction proceeds and shall be prohibited from future exhibition in
accordance with the rules adopted by the respective fairs and livestock shows. Exhibitors who violate
this code of ethics demean the integrity of all livestock exhibitors and should be prohibited from
competition at all livestock shows.
JUNIOR DIVISION RULES
The general rules of the Torrance County Fair apply except as otherwise stated below. All exhibitors
must be bonified 4-H Club members enrolled in the projects they are exhibiting or FFA members in the
State of New Mexico for the 2013-2014 school year, certified by the County Agent or Agriculture
Education Advisor. EXCEPTION: The Floriculture Division is open to any youth through 17 years of age,
living in Torrance County or attending school districts within the county. All entries must be certified as
to eligibility by the County 4-H Agent or FFA Advisor. No individual entries without signature will be
accepted. All animals must be owned, cared for, and entered in the name of the individual owner, with
the exception of the Dairy Goat Show. New residents must have eligibility certificates from former
county 4-H Agents or Vo-Ag teachers stating (1) they are a member in good standing, and (2) that the
special length of time the member must own the animal has been complied with.

Animals are allowed one re-weigh; after all other species have weighed in. Any animal not
meeting the weight requirements will be sifted.
2. Cattle, swine, sheep, goats, rabbits, and poultry must be checked in between 9:00am and
12:00am, Tuesday, August 12th, 2014. WEIGH-IN WILL BEGIN BY INDIVIDUAL SPECIES, CLASSES
WILL BE BROKEN FOLLOWING THE INPUT OF THE WEIGHTS.
Market calves will be classified by weight method. Weight is 1,000 pounds minimum. No sale
animals’ weight will be listed above 1,300 pounds.
Market lamb weights: (Southdown’s) 70 pound minimum weight No maximum weight
Market hog weights: 190 pound minimum weight 270 pound maximum weight
Market goat weights: 35 pound minimum weight No maximum weight
A 5% weight slack will be given on the top and bottom of all animal weights.
3. NO LIVESTOCK WILL BE ALLOWED ON THE FAIRGROUNDS PRIOR TO CHECK-IN.

4. Each junior livestock exhibitor with animals eligible for the Junior Livestock Sale who have
shown or will show livestock in another County Fair/4-H Fair during 2014, will not be allowed to
show at the Torrance County Fair
5. ALL OPEN CATTLE, HOGS, SHEEP, AND GOATS MUST BE FEMALES, with the exception of the
Market Goat Class.
6. No stalling or feeding of livestock is permitted in the rodeo arena. The rodeo arena may be used
for exercising horses for competition purposes only, if it does not conflict with the contest
schedule.
7. Exhibitors must be present during the fitting and grooming of their animals.
8. ANIMALS WILL BE RELEASED 1 hour after each show and from 1:00 pm to 3:00pm on Friday,
animals removed prior to Friday who pull into the sale will forfeit sale slot and are not eligible
for packer. All exhibitors must fill out a release form for all animals to be released and it must be
signed and certified by the superintendents, unless other arrangements are made with the
Superintendent of the Department. Exhibitors must have a signed release form prior to exiting
the fairgrounds. Pens/ Stalls must be cleaned prior to release.
9. THERE WILL BE NO FEEDING ALLOWED ON THE GROUND IN THE PENS, SUCH AS LOOSE HAY,
LOOSE GRAIN, ETC. FEED IS ALLOWED IN PENS AS LONG AS IT IS CONTAINED.
10. Any animal shown in a breeding class shall show predominate breed characteristics.
11. Federal and state sanitation regulations will apply.
12. Ethics: The use of any product or substance administered internally or used externally to alter
the appearance or confirmation of an animal for exhibition is prohibited. This includes the use of
graphite’s, powders, dyes, hemp, false tail heads, glued on hair, or hair like substances.
13. UNITED STATES DEPARTMENT OF AGRICULTURE WHOLESOME MEAT ACT
The United Stated Department of Agriculture Wholesome Meat Act applies to the sale of market
livestock sold during the Torrance County Fair as follows: a. Animals must be in good health and
carcasses free of drug or chemical residues. b. Antibiotics and sulfonamides have required
withdrawal periods. c. Drug label directions for use and withdrawal periods must be followed. d.
If drug or other chemical residues are found in tissue carcasses, the entire carcass may be
condemned. If drug or other chemical residues are found in the tissue of carcasses of animals
sold through the sale, said show will in no way be liable or responsible for the condition of a
carcass or sale price of an animal. Any cost incurred by the Torrance County Fair Board for the
testing of any suspected animals will be the responsibility of the exhibitor. Exhibitor forfeits
premium awards and all rights to sale price. These rules must be strictly adhered to whether
there is competition or not.
NEW MEXICO LIVESTOCK BOARD REQUIREMENTS
CATTLE: All cattle must be branded with a recorded New Mexico State brand. SHEEP/GOATS: All
sheep/goats must either be tattooed, ranch ear tagged, have a recorded brand, or a recorded
earmark. All sexually intact animals must have a current Scrapie Tag supplied by the breeder.
SWINE: Import requirements will be required for out-of-state swine. For information you must
contact the New Mexico State Livestock Board at 505-841-6161.
14. Exhibitors must furnish display cases, cages, feed, and necessary equipment.

15. All animals, at all times, must be kept thoroughly groomed and clean. Stalls and pens must be
kept neat and supplied with clean, approved bedding. Goat, sheep, and dairy heifers will use
only sand for bedding. Cedar chips/shavings may be used in the steer/swine barns. Woods
shavings will be provided for swine/steer barns initially upon arrival. After that, it is the owners’
responsibility to purchase additional cedar chips/shavings to change swine/steer bedding as
needed. Pathways and approaches must be kept clean for the convenience of spectators.
16. Youth who are not old enough to be enrolled in 4-H or FFA are eligible to exhibit in the “Open”
breeding female classes. No prize money is offered for Open class exhibits at this time.
Exhibitors in the Open Class must be 8 years of age or younger and able to exhibit and handle
the animal.
17. Any animal causing disturbance or undue delay will be disqualified.
18. The exhibitor must be present to show or sell their animals or must be excused by the Fair
Board. An exhibitor with two or more animals in one class will be allowed to have a substitute
show the extra animal or animals. Substitutes are limited to participants who are entered in
other projects in the fair (4-H or FFA members in good standing with entries in the fair).
19. BOOSTER SHOW: Youth who are too young to be enrolled in 4-H or FFA are eligible to show in
this event for Swine, Lambs, Market Goats and Dairy Goats. All animals will need to be tagged in
animals at the Torrance County Fair. Any youth wishing to show may contact an exhibitor and
ask if he/she may show this animal for the booster show. Awards for the booster shows will be
ribbons only.
20. Animals that are sifted must be removed from the livestock area immediately. The fair assumes
no responsibility in the sale of these animals.
21. If any animal is not shown in a class, it cannot be sent to the packer.
22. Barrow or gilts may be shown in the market hog class. Wether or ewe lambs may be shown in
the market lamb class. Wethers or does may be shown in the market goat class.
23. All showmanship classes will be judged by the judge of each show. Showmanship will be judged
as a separate class of each livestock show. The exhibitor must show his/her own animal.
24. NO ENTRY WILL BE CONSIDERED COMPLETE UNTIL ALL FEES AND CHARGES HAVE BEEN PAID IN
FULL AT TIME OF CHECK IN AT THE FAIR. INSUFFICIENT FUND CHECKS ARE CONSIDERED NONPAYMENT.
25. Any exhibitor sending animals to packer must be present to load them on the trailer, and
verify packer amount that will be mailed to the exhibitor.
26. A $25.00 fee per pen will be invoiced to any exhibitor that does not clean his/hers pen before
checking out with the superintendent.
SHOWMANSHIP WILL BE SEPARATED INTO NOVICE, JUNIOR, AND SENIOR CLASSES FOR ALL JUNIOR
LIVESTOCK DIVISIONS. ALL ENTRIES WILL BE ELIGIBLE TO PARTICIPATE IN THEIR BREED AND AGE
GROUP. ROSETTES WILL BE PRESENTED TO THE NOVICE, JUNIOR AND SENIOR WINNERS IN EACH
LIVESTOCK DIVISION AND A HIGH POINT SHOWMANSHIP WINNER FOR EACH SPECIES WILL BE
ANNOUNCED AT THE AWARDS PROGRAM AND PRESENTED A BUCKLE.

MIKAYLA YVONNE SMYTHE 4-H MEMORIAL FUND The object of this fund is to teach youth financial
management and bookkeeping skills and is in no way awarded due solely to families personal financial
status. This scholarship is awarded as a loan for exhibitors to use to purchase their show animals and
then at the yearend—hopefully pay the scholarship back in full for future growth. For questions

JUNIOR LIVESTOCK SALE
Saturday, August 16th, 2014, 2:00 pm
Wayne Connell—Auctioneer
1. Animals eligible to sell are: Market steers, market lambs, market hogs, dairy heifers, market
goats, rabbits and poultry meat pens exhibited in the “Junior Division.”
2. The Junior Livestock Sale will consist of a base number of approximately 55 animals. The 55
animals will be made up of 5 steers, 26 hogs, 18 lambs, and 6 goats .Final determination of the
addition or deletion of animals will be made after the classes are determined by the sale
committee.
3. Animals, which go through the sale, must be tattooed.
4. The sale declaration will be prepared Friday afternoon by the Sale Committee after the Junior
Livestock Sale animals have been designated.
5. Each exhibitor will be permitted a maximum of two (2) animals in the sale; with the exception of
the Grand Champion Meat Pen in Poultry, the Pen of Fryers in Rabbits, and the Special Cake.
There will be no limit to the number permitted to sell at packer’s bid.
6. A packer’s bid in all sale stock will be obtained and announced at the sale. This bid will also be
used as the price floor on bidding. PACKER BIDS MAY BE RESTRICTED TO WEIGHTS GREATER
THAN THE MINIMUM WEIGHTS.
7. Exhibitors are responsible for the care and safe delivery of all animals sold to the packer and
must assist with the loading of the animals on the trucks Sunday morning.
8. The exhibitor will be charged a freight charge on each animal going through the sale or going to
the packer.
9. ALL GLITTER, GLUE, ADHESIVES, ETC., MUST BE REMOVED FROM ALL SALE ANIMALS AFTER
THE SALE, PRIOR TO SHIPMENT.
A 3% fee will automatically be deducted from the sale price of each animal going through the
sale to cover the cost of a photograph and a Buyer’s hat, which will be given to the buyer of the
animals.
10. If the packer docks the price on an animal because of weight or any other undesirable
characteristics, this will be passed on to the exhibitor sending the animal to the packer.
11. Any junior exhibitor having animals entered in the sale is prohibited from seeking special
privileges from buyers, such as asking permission to re-purchase/exchange the animal from the
buyer or packer to be shown again or to be used for other purposes. Any exhibitor who seeks
privileges will be subject to such disciplinary action as deemed necessary by the Fair Board,
including withholding of sale price.

12. The official sale weight for animals going through the sale will be the weigh-in weight for shows.
The official sale weight for animals going to the packer will be the weigh-in weights for show
minus shrinkage as required by the packer.
13. NO PREMIUM, ADD-ON OR SALE MONIES WILL BE ISSUED TO ANY EXHIBITOR UNTIL ALL SUCH
MONEY IS RECEIVED FROM DONORS AND BUYERS. EVERY EFFORT IS MADE TO INVOICE BUYERS
IMMEDIATELY FOLLOWING THE FAIR SO THE FUNDS CAN BE DISTRIBUTED TO YOUTH AS SOON
AS POSSIBLE.
LIVESTOCK DEPARTMENTS

DAIRY HEIFERS
Heifers are not required to be registered but must show pure bred characteristics of their breed.
Exhibitors must show proof of ownership (Bill of Sale) or management contract. Heifers must be free
from Brucellosis as shown by vaccinations, testing from accredited herds, or from certified free areas.
No birth certification will be required. A negative TB test from within 120 days must be presented.
JUNIOR BEEF CATTLE
Weight for market steers: They will be classified by weight method. Weight: 1,000 pounds minimum. No

more than one (1) class of steers, the highest ranking Torrance County Bred Steer in each class will be

LOT 1—MARKET STEERS (all breeds)
LOT 2—TORRANCE COUNTY BRED STEERS
This class will consist of steers, which were bred in the Torrance County 4-H/FFA area. The Torrance
County Fair Board will determine classification for this class. Steers eligible for this class are also eligible
for the regular steer class, LOT 1.
LOT 3—RANCH RAISED STEERS
Steers should come from a herd with a recent history of just producing commercial calves. Eligibility will
be at the discretion of a committee of board members. Steers should come from the areas in and closely
surrounding the county where youths are eligible. Steers will be shown in a natural state. Exhibitors will
have the option of clipping heads and bellies only. Livestock must be gentle and clean at the time of
exhibit. Minimum weight 1000 lbs. For steers to be eligible for a slot in the Jr. Livestock Sale a minimum
of 4 steers must be in the class; otherwise, these steers will be shown in the market steer class. 1st place
of Commercial class will exhibit for overall steer grand champion.

MARKET GOATS
Exhibitors will be required to have horns tipped on all goats prior to arrival on the grounds. Dehorning
is acceptable. This rule does not apply to the breed class.
MARKET GOAT CLASSES
This class allows for participation in the Junior Livestock Sale for class winners.
1. Wether and doe kids will be allowed to be co-exhibited in the Market Goat show classes.
2. Show Superintendent will weigh all market animals and divide them into classes.
3. Class size will be determined by weight in order to ensure that weight disparity is as fair to
exhibitors as possible.
4. The number of weight classes will be determined by weight breaks, regardless of how large or
small the classes.
5. The Open Class Buckle winner will be determined at the judge’s discretion.
6. AGE: no breaking of the skin or eruption of either two permanent front teeth. Milk teeth must
be in place.
7. HAIR: Market goats must be slick shorn with 3/8” of hair or less at the time of arrival.
8. WEIGHT: There will be no top weight limit. Minimum weight is 35 lbs at time of show.
9. RESTRAINTS: Exhibitors will be allowed to use halters or collars in the show ring.
TORRANCE COUNTY BRED MARKET GOAT SHOW CLASS
The show will follow the standard MARKET GOAT CLASS rules as listed above except for the following:
All Torrance County Bred animals MUST have been bred, born, and raised within the Torrance County
boundaries. The highest ranking Torrance County Bred Market Goat in each class will be judged together
to select the Champion Torrance County Bred Market Goat and the Reserve Champion Torrance County

OPEN MARKET GOAT SHOW CLASS
This class is for children 8 years old and younger. The show will follow the standard MARKET GOAT
CLASS rules except for the following: Parents may assist children with handling their animal in the ring.
Animals must be entered at tag-in. No entries will be accepted at fair check-in. The OPEN MARKET GOAT

dressing them properly and presenting them to the Buyer.
No bird can be entered in more than one class. Each class with five (5) birds or more will be judged
separately. Each individual is limited to three (3) chickens per class. A Market Meat Pen shall consist of
three (3) young fryers, 10-12 weeks old and weighing not less than 3 1/2 pounds and not more than 5
1/2 pounds each. They are to be shown as a young pen. A mixed pen of young and old will be excluded.
ALL BIRDS MUST HAVE LEG BANDS. THE NUMBERS MUST BE WRITTEN ON THE ENTRY FORM. Leg bands

RABBITS

The Grand Champion market Meat Pen of Rabbits will be sold at the Junior Livestock Sale (this will not
count against the total number of animals exhibitor may sell). Exhibitors are requested to furnish their
own cups for water and food. It is the exhibitors’ responsibility to ensure their rabbits are properly fed
and cared for while they are at the fair. The ear number, section number, and class must appear on the
entry blank. Pedigreed rabbits shall be shown in Purebred classes only, including fur and meat.
Crossbred rabbits may be shown in Crossbred classes only, including meat and fur. Substitutions will
only be permitted in the class of original entry. Exhibitors must be at the judging table to handle their
rabbits or they will be disqualified. Rabbit Showmanship: the exhibitor must be prepared to handle his
or her own rabbit. The showmanship will consist of a written test or oral questions. The questions given
will be taken from the 1st year 4-H Rabbit Project book for the Novice Division. The questions for the
Junior and Senior Rabbit Division will come from the 4-H Rabbit Project books, 2nd year and up, and the
A.R.B.A. Book of Standards. The Junior and Senior participants will also judge and place a pen of four (4)
rabbits as part of the showmanship competition. A short seminar will be conducted prior to the
showmanship competition as a refresher so participants will know what will be expected of them.
All meat pens will be marked with a permanent marker for identification purpose only. Ear numbers
must be written on the entry form. All roasters entries must be weighed and the weight must be
recorded on all entry forms. A scale will be available at check in.

Weight for wether or ewe lambs for Southdown is 70 pounds minimum and no maximum. All other
classes are 85 pounds minimum and no maximum. Lambs must have their lamb teeth at weigh-in. No
lamb halters will be allowed in the show ring. All female lambs will have scrapies tags. Any class having
less than seven (7) head may be combined with another class. The Fair Board reserves the right to

Wednesday August 13th 9:00 A.M. Entries open at 8:00am at the Torrance County Fairgrounds Rodeo
Arena.
1. Entries are limited to 4-H and FFA members who are residents of Torrance County and/or
Torrance County School District.
2. Age groups for each event will be as follows: Cloverbud, Novice, Junior, and Senior.
All Cloverbud classes will be walk only and parents are allowed to lead younger children. Prizes
will be awarded to each cloverbud and NO highpoint will be chosen.
3. EVENTS: Halter mares, halter geldings (these events do not count towards high point);
showmanship, western pleasure, western horsemanship, trail, reining, English pleasure, English
equitation, and barrels and poles. (See attached schedule of events).
4. Entries will be taken beginning at 8:00 am, Wednesday August 13th, 2014.
5. Entry fees will be $5 per event or $30.00 for all day and MUST accompany the entry form. A
separate entry form must be filled out for each horse ridden.
6. ALL PROTESTS MUST BE MADE IN WRITING AND ACCOMPANIED BY A DEPOSIT OF $50.00
(CERTIFIED CHECK OR CASH), WHICH WILL BE FORFIETED IF THE PROTEST IS NOT SUSTAINED.
ANY PROTEST MUST STATE PLAINLY THE CAUSE OF COMPLAINT OR APPEAL AND MUST BE
DELIVERED TO THE FAIR BOARD PRESIDENT WITHIN 2 HOURS AFTER THE CONCLUSION OF THE

7. Points will be awarded on a one horse, one rider combination. One (1) high point buckle will be
awarded to the high point of each individual in Novice, Junior, Senior group. Buckles will be
awarded at the fair’s awards ceremony on Friday, August 15th @ 5pm.
8. In case a tie occurs, the contestant will be declared high point who (1) earned points in the
greatest number of events, or (2) the youth winning over the greatest number of horses.
9. 4-H Western Pleasure, Futurity Classic Showmanship, and Versatility Classes.
Western Dress Code: Solid blue or black denim jeans, western hat and boots, long sleeve shirts (no
fringe, tucked into pants). No sweat shirts/pants, t-shirts, pull-over sweaters, vests, or jackets will be
accepted in any class. No chaps may be worn with the exception of the reining classes where chaps are
optional. Neck scarf ties and gloves are optional.
Speed Events: Western hats are optional. Caps are not allowed. Long Sleeve button up shirt, Jeans, and
Boots required.
English Dress Code: Rider should wear hunt clothes of traditional hunt seat style and conservative color,
breeches of traditional shades of buff, gray or rust, high English boots, or paddock shoes. Navy, blue, or
brown hunting cap (hard hat) is mandatory. A tie or choker is required. Spurs of the unrowelled-type,

crops, or bats are optional. Hair must be neat and contained as in a net or braid. Protective Helmets:
Helmets with functional chinstrap are to be worn or you will be immediately disqualified. AQHA and 4-H
rules will be followed.

Rules
1. To be eligible, contestants must be residents of Torrance County, or attend a Torrance County
school.
2. Major articles of clothing must be hand or homemade of at least 60% wool. Non-wool
accessories are permissible and do not have to be hand-made, but ready-made wool garments
are not permissible. The outfit should be in step with current fashion and compliment the
contestant.
3. Clothing construction will be judged only as it affects the final appearance of the garment on the
contestant. Garments should fit well and be neatly constructed.
4. The pre-school, novice, and junior division will not be allowed to show a ewe. They will only
model their garments.
5. The senior division contestants must show at halter a purebred two tooth yearling ewe only.
The contestant need not own the ewe. No ewe may be shown by more than one contestant.
6. The ewe should be attractively fitted and groomed, but not colored or in any way artificially
prepared for the show. The ewe should be clean (washing of ewes optional) smoothly blocked in
long wool (wool should be at least one inch long), in good condition, alert, stylish, and wellbalanced.
7. The ewe should respond calmly to the halter and stand quietly when handled by the judge. Ease
and calmness in handling the ewe will contribute significantly to good showmanship.
8. Poise, grooming, balance and attitude of the contestant and ewe will be judged. Hair style,
makeup, and accessories should enhance the total appearance.
9. Stall facilities will be provided.
10. Entry forms must include an information and commentary sheet about the contestant, and their
sheep. This information/commentary can include things such as hobbies, where contestant
attends school, 4-H/FFA club activities, school activities, etc. This information will assist in the
introduction of each contestant and commentary given while they are modeling in the contest.
11. Ewes must be on the grounds by 12:00pm, Tuesday, August 12th, 2014, to go through animal
check-in procedures, and they will be released immediately after the contest.
12. The superintendent reserves the right to combine classes to best suit the needs of the class.
Judging
Awarding of points will be made on the following standard. The contestant awarded the highest
number of total points in each class will be declared the winner. In case of a tie, bonus points will be
given for creativity and originality. All entries will receive a ribbon. First Place in each age division will
receive a cash award and hair styling coupon.

1. General Appearance & Fashion Consciousness: Selection & Fit of Outfit, and Personality and
Poise.
2. Judging the Overall Picture, Contestant and Ewe: Poise and Behavior, Personality and Attitude,
and Overall Effect.
3. Judging the Ewe: General Appearance, Ease/Calmness at Halter, Fitting of the Ewe.
4. The “Overall Winner” will be based on 25% points towards the ewe, and 75% points toward the
contestant.

THE GENERAL RULES FOR THE TORRANCE COUNTY FAIR APPLY EXCEPT AS OTHERWISE STATED BELOW.
THESE SPECIAL RULES TAKE PRECEDENCE OVER ALL OTHER RULES.
Check in for the special cake Tuesday, August 12th, 2014 between 9:00am to 12:00.Check in all indoor
exhibits Tuesday August 12th, 2014 between 9:00am to 7:00pm. Check in all Floriculture Exhibits on
Wednesday, August 13th, between 1:00pm and 5:00pm. Exhibit check-out will be on Saturday, ONLY,
from 3:00pm to 6:00pm.
1. Indoor exhibit hall is under the authorization and discretion of the Indoor General
Superintendent.
2. Only one entry per class, per individual, will be accepted.
3. Articles must be the handiwork of the exhibitor.
4. Differences in entry numbers will be signified by class number, plus J-for Junior class entries and
S-for Senior class entries.
5. Each department will be divided as follows: Youth: 0-17 years of age Adult: 18 years and over
Professional: Anyone who either teaches or sells for profit or is employed in the field. Special
(challenged) Junior and Senior
6. A plaque will be awarded to “Best of Show” youth and senior division in each department.
7. EVERY article must be CLEAN, hung & ready to display, NOT EXHIBITED PREVIOUSLY, and must
have been made by the Exhibitor after September 1, 2013. (No dirty entries will be accepted
under any circumstances).
8. Exhibits may be sold during the fair, but not removed until Saturday, August 16th, 2014.
9. Every precaution will be taken for the safety of all entries, but in no case will the Torrance
County Fair be responsible for damage or loss of any exhibit.
10. NO ONE is allowed to remove any entry or entries from the building without the Superintendent
check-out approval.
11. Articles that do not meet the requirements of judging competition will be exhibited if space is
available.
12. If an item is brought that does not fit into a specific class listed in the Fair Book the General
Superintendent may create another category at the time of entry, if there are at least three
entries. If there is not three of the same item in any one category the superintendent can put
them all in a miscanellous category.
13. Judges decision will be final.
14. ENTRIES MUST BE CHECKED OUT AFTER 3:00 PM ON SATURDAY, AUGUST 16th, 2014. STUBS

FINE ARTS
All entries, excluding free standing articles and sculptures, must be framed and ready to hang. Every
precaution will be taken for the safety of all entries, but in no case will the Torrance County Fair Board
be responsible for damage to any entry. The artist should carry his own insurance if needed.
1. The “General rules of the Torrance County Fair” and the rules of the “Indoor Exhibit Division” apply
with the following exceptions: EXCEPTION 1. Student, junior, pre-junior or special needs exhibits may be
mounted on stiff backing, matted, or may be framed and wired to hang. All adult entries must be framed
and wired to hang. EXCEPTION 2. An exhibitor may exhibit one (1) entry in each medium, but only a total
of three (3) entries in the entire fine arts show.
2. The Torrance County Fair wishes to encourage participation in the Fine Arts Department and will do
its best to exhibit all work qualified. However, due to limited space it must reserve the right to limit
exhibition as space allows.
3. Entry classifications will be divided as follows: PROFESSIONALS: Someone who derives a portion of
their income from the sale on an item. SENIOR: Over the age of 18 as of January 1st 2014. JUNIOR: Ages
12 to 18 years as of January 1st, 2014. PRE-JUNIOR: Ages 12 and under as of January 1st, 2014. STUDENT:
Entries in this division must be pre-selected and entered by teachers of students enrolled in the
Torrance County School District. Work must be done by students and completed since the last Torrance
County Fair. This class was created to encourage student participation in art. We would welcome help
from teachers in this endeavor. Teachers as “class exhibitors” may exhibit three (3) entries per school
class (i.e., 1st grade, 2nd, etc).
Student Classes will be divided as follows:
9th—12th grades
7th—8th grades
K—6th grades (a separate class for each grade)
Entries may not be taken from youth.
All entries must have been made after the Torrance County Fair, September 2013.

ENTRY TO BE DISPLAYED ON STIFF BOARD NOT TO EXCEED 1” LARGER THAN CAKE.
Entrant must be 18 years or younger on January 1st of current year.
No identifying names to be used in story (exhibitor remains anonymous). Only fictitious names to be
used. The entrant must be single. Decision of judge will be final.
Cake must be checked in on August 12th, 2014, between 9:00am to 12:00. Entrant must be inside
building and in line for entering before 12:00. Door will be locked at 12:00 and no more entrants will be
allowed to participate once door is locked. Cake will be displayed and Judged on Wednesday. The
winner will be required to make a new cake for the Junior Livestock Auction.

This show is sponsored by the Moriarty Garden Club, a member of New Mexico Garden Clubs, Inc.,
District I (Northwestern) and National Garden Clubs, Inc. The Standard System of Awards shall be used
according to the National Garden Clubs, Inc. Handbook for Flower Shows, Revised 2007. The Torrance
County Fair General Rules and the Indoor Exhibit Division Rules apply except as stated below. A copy of
the handbook will be available to exhibitors during the fair.
GENERAL RULES - DIVISIONS 1, 2 AND 3
1.
This Flower Show is for amateur gardeners only. Amateur: Any person who is involved in
gardening or floriculture for pleasure only. This person does not derive income from his or her gardening
or floriculture hobby or business.
2.
Entries will be accepted on Wednesday, August 13, 2014 from 1:00 pm to 5:00 pm at the
Torrance County Fairgrounds, State Route 55, Estancia, New Mexico. Please enter the Indoor Exhibit
Building through the west door. Non-commercial gardeners age 18 and over may enter the Senior
Division. Preschool thru 17 years old may enter the Youth Division. Judging will take place on Thursday,
9:00 am to 1:00 pm. The exhibit will be open to the public after the judging until 6 pm on Thursday,
August 14; from 10 am to 6 pm on Friday, August 15; and from 10 am to 3 pm on Saturday, August 16.
3.
Artificial plant material (such as silk flowers, artificial fruit or vegetables) will not be accepted in
any division. Exhibits may not exceed three feet in any dimension.

4.
Entry tags will be supplied by the Flower Show Committee and must be used. Entry tags must be
filled out completely by the exhibitor except in the Youth classes. Tags may be obtained prior to the
show from the Superintendents or the Torrance County Extension Office.
5.
All entries must be passed by the respective Section Classification Committee. Exhibitors will be
informed if an entry does not conform to the schedule requirements or if materials are not appropriate
and will be asked to make the necessary changes. If that is not possible, the exhibit may be displayed
and marked “not for competition” and therefore will not be eligible for judging.
6.
Only the judges, clerks, and flower show superintendents will be in the exhibition area during
the time of judging. Judging will be done by accredited Flower Show judges in accordance with the
standards and practices established by the National Garden Clubs, Inc. The decision of the judges is final.
7.
All Horticultural entries, except container-grown plants, become the property of the show
committee and will not be returned. Wilted and damaged exhibits will be removed during the show.
Although reasonable supervision will be given, the Garden Club, Torrance County Fair or its Sponsors will
not be responsible for any loss of personal property. Design entries, container grown entries and awards
may be picked up on Saturday, August 16 at 3 pm.
8.
Plant material on the protected list of the Wildflower Law of New Mexico must have the
common name, botanical name and must have been obtained from personal property in order to be
accepted.
AWARDS
1.
The standard system of Judging and Awarding will be used. The Standard System allows only
one first place ribbon (Blue) scoring 90 or above, one second (Red) scoring 85 or above, and one third
(White) scoring 80 or above in each class or subclass, if merited. One or more honorable mention
ribbon, scoring 75 or above, may be given if merited.
2. Two Torrance County Fair Sweepstakes Plaques will be awarded. One to the Senior exhibitor
accumulating the most blue ribbons. Another plaque will be given to the Youth exhibitor accumulating
the most blue ribbons.
3.
Only botanically named (genus and species and/or cultivars) exhibits are eligible for Top Awards
in Division 1 – Horticulture. Best of Section Certificates and $5.00 may be awarded in each of the
Horticulture Sections. A Best of Show award will be given in the Horticulture Division.
4.
A certificate and $5.00 may be awarded in each Class of Division 2 – Design. A People’s Choice
Award will be given to the best design voted by the general public.
5.
A certificate and $5.00 may be awarded in each of the Sections of Horticulture and Design
scoring 90 or more in Division 3 – Youth.
DIVISION 1 – HORTICULTURE
SPECIAL RULES FOR HORTICULTURE ENTRIES
1. All exhibits must be fresh plant material grown by the exhibitor for at least six weeks. Horticulture
exhibits (excluding container grown plants) become the property of the show committee and will not be
returned.
2. The exhibitor is responsible for correctly identifying their entries.
3. Exhibitors must place cut horticulture entries in containers provided, fill out flower show entry tags,
and present entries to the Classification Committee.
4. Exhibits must be fresh, free of insects, diseases or spray residues. Length of stem should be in
proportion to size of bloom as species permits. One stem is to be placed in each container except where
noted. No wiring, oiling, spray, or artificial coloring is permitted.
5. An exhibitor may enter more than one specimen per class or sub-class, if each is a different genus,
species, variety/cultivar, type, size, or color.

6. A stem must have at least one bloom except for trees, shrubs and herbs displayed for foliage. Only
foliage that is naturally attached to the stem will be accepted. Dahlias are to be exhibited with two
attached leaves. Gladioli are exhibited without leaves.
7. Cut specimens should not have foliage below the water line. Wedging is permitted. Wedging is a
“plug” in the container neck to prop the entry up-right.
8. The Classification Committee will subdivide all classes, including “unlisted varieties” by kind, variety
and/or color. They will be arranged alphabetically and judged by variety. Blue ribbons may be awarded
in classes as warranted.
9. Container grown plants must have been in exhibitor’s possession at least 90 days, except for multiple
or combination plantings, which must have been in the exhibitor’s possession at least six weeks. Pots
must be clean and may not exceed 12 inches in diameter.

SUGGESTIONS FOR EXHIBITORS
Cut specimens in early morning or the night before from a well-watered bed. Cut stems again while
under water. Place specimens immediately in warm water and set in cool place for several hours.
Groom specimens by removing dead blooms, seed heads, and disfigured, discolored and damaged
leaves and flower petals. Remove all evidence of dirt, insects or spray residue. Remove leaves that will
be below the water.

DIVISION 2 – SENIOR DESIGN
THEME FOR 2014 “In Spite of the Wind”
SPECIAL RULES FOR DESIGNS
1.
All entries must be original and the work of the exhibitor. Exhibitors may enter once in each of
the classes.
2.
Plant materials may be obtained from legitimate sources. Home grown is encouraged. Size is
limited to 36 inches in width and depth.
3.
All exhibits must contain some plant material. Decorative wood is considered to be dried plant
material and is not permitted in classes specifying all fresh material. Decorative wood may not serve as
the only plant material in a design. Fruits and vegetables are fresh plant material.
4.
Artificial plant material is not allowed in any class.
5.
Dried plant materials may be treated (painted, glycerinized, etc.). Fresh plant materials may not
be treated. Dyed fresh flowers are not allowed.
6.
Religious symbols, if used, must be displayed in a respectful manner. Landscapes or scenes are
not permitted.
7.
Any design may be subtitled on a 3” x 5” interpretation card.

Class 1. Wind Beneath My Wings. A traditional design suitable for an entryway, dining room or family
room. The designer must use all fresh plant material, accessories acceptable.
Class 2. Calm After The Storm. A design using all fresh plant material.

Class 3. Dust In The Wind. A design depicting southwestern culture using all dry or treated plant
material.
Class 4. Whirlygig. A design showing the exhibitor’s idea of life in Torrance County, using all fresh, all dry
or combination of both plant materials. Accessories acceptable.
Class 5. Breezy Day. A miniature design using all fresh, all dry or a combination of both plant materials.
Design may be of any style, not to exceed 5 inches in any direction. Accessories acceptable. A Miniature
Design is reduced in scale and best judged where proportion and components are in small scale.
Class 6. What Goes Around Comes Around. A wreath between 12 inches minimum and 30 inches
maximum. Materials of the designer's choice, but some plant materials (fresh and/or dried and/or
treated) must be included. It must be equipped for hanging on the pegboard provided by the show
committee.
DIVISION 3 – YOUTH
All Youth are encouraged to enter exhibits themselves. Due to circumstances, parents, teachers, or
family members may enter on their behalf. Exhibitors are not required to be 4-H or FFA members. All
classes in Horticulture and Design will be subdivided by age of exhibitor. Exhibitors must write their age
in the upper right hand corner of each entry card. The ages on the entry cards will be further highlighted
with the following colors by the show committee and will be grouped as follows for judging:
Ages 4 through 7
RED
Ages 8 through 11
YELLOW
Ages 12 through 14
GREEN
Ages 15 through 17
BLUE
One Torrance County Fair Sweepstakes Plaque will be awarded to the Youth exhibitor accumulating the
most blue ribbons. A certificate and $5.00 may be awarded for each age grouping in each of the Sections
of Horticulture and Design scoring 90.
SECTION A - YOUTH HORTICULTURE
Horticulture entries must have been grown by the exhibitor. Container grown plants must have been
cared for by the exhibitor for at least three months. General rules and Division 1 rules apply to this
section. Additional classes may be added as entries are submitted.

SECTION B – YOUTH DESIGN
General rules and Division 2 rules apply to this section.
Class 1: Farm & Ranch. A design depicting a figure using fruits, vegetables and/or nuts. Any cut fruits or
vegetables must be sealed.
Class 2: Nature’s Beauty. A design using all fresh plant material. Accessories acceptable.
Class 3: Under The Sun. A design using all dried plant material. Accessories acceptable.
Class 4: Country Friendship. An artistic design using materials of the designer's choice, but some plant
materials (fresh and/or dried and/or treated) must be included. Wreath, jewelry, pressed flowers, seeds
and nuts may be used.

TORRANCE COUNTY FAIR BOOTH APPLICATION
PLACE: Torrance County Fairgrounds, Estancia, NM
DATE/TIME: August 12th through 16th, 2014, 9:00am to 7:00pm.
SPACE: An outdoor space approximately 10 feet by 10 feet (10’ x 10’) will be available. Each exhibitor
must furnish their own booth, props, tables, etc. These booths cannot sell food or beverages. No
security will be provided. However, every precaution will be taken for the safety of all entries. Under no
circumstances will the Torrance County Fair Board or its’ members be responsible for accidents or loss
of property.
SET-UP: Set-up will be between 8:00am and 9:00am each day. After setting-up, vehicles must be
removed from the booth area.
COST: NO FEE
Booths will be approved on a 1st come 1st serve basis.

TORRANCE COUNTY FAIR PARADE
Saturday, August 16, 2014 11:00am Sponsored by the “Mavericks” Theme: Travel in Your Time Machine
in 2014
Floats, marching units, and mounted groups assemble at the courthouse at 10:00 a.m. Parade will begin
at 11:00 a.m., from 9th and Joseph and travel east to 5th street, then west on Highland to Arthur Park.
Judges will be stationed in front of Wells Fargo Bank to judge each performance. All individuals, school
bands, organizations, businesses, military marching units, mounted groups, and care groups are invited
to participate.
Floats will be judged on:

Cash awards of 1st Place and 2nd Place will be awarded to the following: A. Best youth organization
