[insert #] 19 MAINTENANCE DURING CONSTRUCTION 19.1 General This Section describes the Contractor’s responsibilities during construction for routine and non-routine maintenance, developing a maintenance management plan, and other requirements. The Contractor’s designated maintenance supervisor shall attend weekly field construction meetings with MnDOT. 19.2 Administrative Requirements 19.2.1 Standards In the event of a conflict between the standards set forth in Book 3 relating to maintenance during construction, the order of precedence shall be as set forth below, unless otherwise specified: MnDOT Maintenance Manual Remaining standards set forth in Book 3 19.2.2 Meeting Requirements 19.2.3 Equipment/Software 19.2.4 Permits/Authorizations 19.3 Design Requirements 19.3.1 General Determine if maintenance activities require design. If design is required to perform the maintenance activity, it shall be in accordance with the Design Quality Manual. 19.3.2 Investigations/Supplemental Work 19.3.3 Design Criteria 19.3.4 Reports/Plans 19.3.4.1 Maintenance Management Plan Prepare a Maintenance Management Plan for MnDOT Approval that includes, at a minimum, the following: List of all proposed routine maintenance activities Schedule of proposed routine maintenance activities Name and contact information of the Contractor’s staff who will be in charge of maintenance efforts Prepare and submit a monthly Maintenance Report to MnDOT detailing all maintenance activities performed. RFP Maintenance During Construction 19-1 MnDOT Design-Build Program Federal Project No. [insert #] 19.4 Construction Requirements 19.4.1 General Book 2—[insert full name of project] Design-Build Project S.P. [insert #] Unless otherwise stated in this Section 19, assume maintenance responsibilities within the Project Limits commencing at 12:01 a.m. on the first day after Contract execution. This maintenance responsibility shall continue until 11:59 p.m. on the date of Substantial Completion. Maintenance includes all routine maintenance normally performed by MnDOT, counties, and cities on time cycles equal to, or less than, the Contract duration. Also included is required maintenance and repair of all facilities within the Project Limits damaged by normal wear including, but not limited to, pothole repair, forces of nature, or acts of third parties. Perform maintenance on temporary facilities to provide a safe, effective, and aesthetically pleasing transportation corridor. Perform non-routine maintenance, including the following: Maintain temporary facilities Repair of shoulder drop-offs Replacement/repair of existing asphalt shoulders if used for temporary traffic control or hauling Replacement/repair of temporary roadways, bridges, and crossovers Replacement/repair of damaged traffic attenuators and guardrail installed by the Contractor that is damaged during construction Maintenance of temporary delineators, temporary signing, and temporary pavement marking Replacement/repair of existing pavements/shoulders within the Project limits under any of the following conditions: The Contractor’s construction operations damage in-place pavements/shoulders The Contractor’s staging or routing of traffic results in pavement/shoulder damage above normal maintenance incurred under existing traffic configuration Drainage/erosion control maintenance related to construction activities Maintenance of haul routes Temporary lighting and signal system maintenance Maintain temporary fence Litter, debris, and dead animal control Mowing grassed areas Graffiti removal : Within 48-hours for vulgar or obstructive graffiti Within 10-Working Days for all other graffiti Maintenance of storm sewer system related to construction activities Replacement/repair of temporary and permanent barrier wall Maintenance of traffic control devices supplied by the Contractor, including any that are displaced by MnDOT snow removal Locate any Contractor installed or existing MnDOT utilities within the Project limits for Gopher One Call RFP Maintenance During Construction 19-2 MnDOT Design-Build Program Federal Project No. [insert #] 19.4.2 Book 2—[insert full name of project] Design-Build Project S.P. [insert #] Construction Criteria 19.4.2.1 Snow and Ice Removal 19.4.2.1.1 Contractor Responsibilities The Contractor will not be required to perform any snow or ice removal on active roadways, except to allow or expedite the construction operations. Such removal to allow or expedite construction shall be entirely at the Contractor’s option and expense. Such removal, if undertaken, may require removal of snow and ice placed by MnDOT operations. Do not place or store snow or ice removed by the Contractor adjacent to any active travel way so as to restrict MnDOT’s ability to utilize these areas for placement of material removed by its operations. 19.4.2.1.2 MnDOT Responsibilities MnDOT, counties, and cities will be responsible for snow and ice control and removal for all active travel lanes open to traffic prior to and during a snow event. Such responsibility will only require removal to allow the use of the roadway by the public and will only be accomplished to the degree deemed necessary by MnDOT, counties, and cities. MnDOT, counties, and cities will not remove snow or ice from active or inactive lanes in order to provide access for construction operations or access of construction equipment to the various construction segments. MnDOT, counties, and cities may deposit snow and ice materials adjacent to the lane being cleaned, even though such adjacent areas may be active work zones. MnDOT reserves the right, because of equipment, labor, or weather constraints, to forgo any snow and ice removal from all or a portion of the Project for extended periods. 19.4.3 Materials/Testing Requirements 19.4.4 Instrumentation/Monitoring Plan 19.5 Deliverables Maintenance Management Plan to MnDOT for Acceptance within 60 Days after issuance of NTP1 Monthly maintenance report RFP Maintenance During Construction 19-3
