Northeast Ohio Regional Sewer District Purchasing Implementation Services Request for Proposal ATTACHMENT C: TRAINING PLAN This Attachment is designed to serve as a guideline in the development of an overall training strategy. The District requires that the respondent provide its assessment of this guideline by providing a recommended training approach. The District has provided questions at the end of this Attachment for use in formulating the response. Clearly designate which services can be provided directly by the respondent, or where the respondent would assign a third-party firm. In addition, please focus on the specific training needs of public sector clients like the District. The respondent is expected to detail all costs associated with the recommended training strategy in Attachment E - Cost Proposal Worksheets. Suggested Guidelines for Training The guidelines presented below serve as a suggested approach. Using these general guidelines, the District requests that respondents provided a recommended training plan which it feels – based on the information provided in this RFP – will result in the successful, cost-effective implementation and use of its products. Training Services High quality training for end users and system administrators is a high priority for the District. Instruction for system software and system management personnel should be provided by the respondent or a recommended provider of such training. This training will include the Oracle application software as initially delivered to the District and modified by the respondent to meet the District's business requirements, as well as other third-party software products which are required to facilitate the operation of the application software, such as application modules, client-server communications products, reporting products or interfacing, and data conversion products. The District will rely upon the suggestions of the respondent as to the appropriate mode of instruction (i.e., one-on-one, classroom, etc.) which best meets the District’s needs. In addition, the respondent should recommend the appropriate courses for core team members to facilitate not only a successful implementation process, but also the District’s long-term support of the selected system. The District has a training room that can be utilized during the project. The training room has seven training PCs with one instructor PC. The District plans to assume the costs associated with employees' time and expenses related to this training. However, the respondent is expected to detail all costs associated with the recommended courses in Attachment E - Cost Proposal Worksheets. Training Classifications The District foresees two (2) training classifications to be administered by the respondent or other responsible training provider, with active participation by the District. Care should be taken to clearly delineate training programs required for system functions provided by third parties. These suggested classifications include: 1. The respondent or a recommended training provider will provide the training to the ten (10) team members noted above (those helping to install and configure the product, train end-users, serve as system administrators, and/or provide user post-implementation support). 2. Technical/Special Training This training will cover the instruction of classes in system administration, security administration, system operations, performance tuning, enabling technology products, and disaster recovery. Training Plan The training plan should be based on a need assessment conducted by the respondent or its designee and must describe the types of training recommended. The plan should focus on the initial implementation of functionality to replace the existing system, as well as manual, along with training for District users. The plan should also address the long-term training of personnel. Training Materials The District expects long-term training for the system(s) to be extensive. Therefore, the District expects to training to all users near the end of the contract with the respondent and/or the implementation partner; this does not include training to the implementation team which is expected to be held early in the ramp up on the project. The respondent will be required to provide the necessary materials for all Oracle software products so that the District may assume responsibility for training staff after the deployment of the software. This should include course syllabi, training guidelines and user materials. Training Sessions The respondent will provide instructors to train District employees based on the training plan and training materials. The training plan should specify whether the training exercise will be done through on-site courses specifically for District employees or via scheduled training courses with other customers at the vendor’s regionally located facility(s). Attachment C 2 of 3 Northeast Ohio Regional Sewer District Purchasing Implementation Services Request for Proposal Additional issues to consider in formulating a response Describe in detail the various training methods/techniques you have chosen to accommodate our different role requirements (e.g. end users, power users, administrators, technical staff, etc.). Is the District providing the right quantity of internal trainers in the noted application areas to successfully implement a “train the trainer” plan for on organization District’s size? What special skills or traits are most desired in staff trainers? Is Computer Based Training (CBT) a part of your training plan? If so, will it be automated (using wizards, interactive, context sensitive, etc.) or screen shots (online text)? If so, please specify which components of training will be provided in this fashion. Please incorporate your training plan, including the scheduling and location of local off-site courses into your overall project plan. Attachment C 3 of 3
