ECC Comment: Information has been provided to ECC for review and determination. Inspection Results Summary: The access point to the site off Old Ipswich Road and haul road to the designated parking area were relatively clean. Around the site, the haul road was also clear and the footpath crossings were not obscured or in a dangerous condition. In respect of the public footpaths, as noted in the last monitoring report, the diversion to the footpath across Phases G and F has now been implemented. The footpath now runs along the eastern boundary of Phase E and then along the rear of Phases E and F, down to Phase G. This footpath has now been fully fenced although information signs still need to be erected. The stockpiles of sand within the processing/stockpile area were well below the height of the adjacent screening bund. That being said it was noted that the stockpile of topsoil was approximately 5m high and far in excess of the screening bund which surround the soil screening/store area. DH indicated that the increased amount of topsoil was due to the archaeological investigation works that were occurring on site (Phases F & G). With regard to silt management and the silt lagoons – one of the lagoons is nearly full and will be cleared/cleaned shortly. Last years silt, which was drying in stockpiles in Phase E, has been mixed with sub-soil to create an infilling material which is being used to form the reservoir profile. Work in this regard was occurring in Phase B where the south-east corner of the reservoir profile has been engineered, as per the approved reservoir shape. Extraction works, at the time of the visit, were occurring in Phases A and D. Phase D has now been fully stripped and extraction taking place across the southern half of the Phase. In view of the recent good record of the site and that no noise related complaints have been received, the MPA have agreed to lower the requirement of noise monitoring to an annual submission. The next noise monitoring is therefore expected May/June 2015.
