CONSTRUCTION MANAGER
Job Description
Under the direction of the California Department of Corrections and Rehabilitation (CDCR) Project
Director, the Construction Manager is responsible for the construction management of field operations
and the administration of onsite construction contracts. This position also acts as the CDCR
Representative with delegated authority to administer construction contract terms and requirements.
Duties/Responsibilities

Provides assistance and support to CDCR in project marketing during bid time to maximize
bidder participation; conducts preconstruction meetings.

Maintains a liaison with the CDCR Project Director. Attend or conduct necessary meetings and
informs the CDCR Project Director of construction progress, problems, and planned resolutions.

Reviews the original schedule submitted by the contractor, provide comments and
recommendations regarding the schedule and its approval by CDCR.

Analyzes all design deficiencies at the time of discovery to assist CDCR in determining
responsibility and extent of damages.

Utilizes forms, formats, and standards provided by CDCR and implement policies and
administrative procedures to which all project personnel, contractors, subcontractors, material
suppliers, and others involved with the project will be required to adhere to.

Reviews Request for Information (RFI) and submittals prior to submitting and after receiving
response from A/E or responsible team member.

Issues Proposed Change Orders (PCOs) within delegated limits consistent with CDCR’s policies

Implements CDCR’s standardized procedure of project Change Order (CO) controls, and is
responsible for the preparation of the state’s cost estimates; analyzes and report the effects of
proposed and approved COs on the budget and schedule; and tracks completion and
implementation of approved COs to minimize the impact on the project schedule.

Executes correspondences to the Contractor(s) as the CDCR Representative for the project.

Verifies that the General Contractor has an Injury and Illness Prevention Program (IIPP) on the
jobsite.

Performs site walks to identify potential design, construction, and coordination problems.

Organizes and conducts coordination and jobsite meetings with Contractors, A/E, CDCR, and
others as required to ensure project coordination; and maintains and distributes meeting minutes.

Coordinates construction activities with onsite inspectors.

Coordinates A/E site trips.

Administers the contract requirements and monitors the General Contractors (GC) coordination
of work between the various contractors onsite in an effort to meet contract milestones without
claims or damages to CDCR.

Maintains and/or supervise support staff in the updating and maintenance of project document
processing logs and CDCR Facility Planning, Construction and Management (FPCM) Facility
Records and Management Enterprise (FRAME), SharePoint online document control system.

Prepares construction contingency forecasts and monitors, verifies, and reconciles expenditures of
contract construction budget funds.

Manages contract milestones and provides assessment of liquidated damages.

Coordinate and prepare monthly progress reports, biweekly contingency forecast reports, daily
reports, milestone reports, action plans, issue papers, etc. for CDCR review and decision.

Ensures that the onsite project contract files are maintained in accordance with CDCR project
procedures.

Expeditiously resolves disputes that may arise with contractor(s) and
Architectural/Engineering (A/E) consultants with a minimum of disruption to the project.

Monitors work progress and sequencing for conformance with the approved Construction
Contract Schedule. Also ensures that the contractor develops a plan of recovery when work falls
behind schedule or makes revisions to contract schedule when contractor is deviating from
planned sequencing and logic. Such monitoring of work shall include maintaining records
regarding construction schedules and deliveries of construction materials and equipment.

Pursuant to procedures provided by CDCR, represents and/or assists CDCR in review and
resolution of contractor disputes and claims prior to arbitration. Maintain organized dispute files
of documentation and records on all relevant decisions and facts relating to changes,
clarifications, and COs through the term of the project. Records shall be maintained pursuant to
CDCR standards and made available to CDCR personnel upon request.

Assures that as-builts are being updated and reviewed during the course of the work.

Ensures that all construction changes affecting telecommunication systems are approved by the
CDCR Project Director with input from Telecommunications’ staff.

Coordinate with Telecommunications’ staff on the construction completion dates so that the
60-day Notice to Proceed can be initiated.

Maintains inventory and control of CDCR equipment.

Manages warranties and guarantees during the contract closeout process.

Manages the closeout of contracts and closeout procedures; to accomplish timely completion of
construction contract deliverables, (i.e., COs, punch list, recommendation for acceptance, final
payment, and warranties/guarantees) and provides final project evaluation reports.

FIELD MANAGER
Job Description
The Field Manager, under the supervision of the Construction Manager, is responsible for providing
assistance to the Construction Manager in the monitoring and management of the contract in the field,
including all contract communications with the contractor(s) and coordination of all contract activities of
other disciplines.
Duties/Responsibilities

Reviews bid documents, including construction drawings and specifications, contract
language, terms, and conditions.

Participates in construction start-up and job site meetings with contractor(s) regarding scheduling,
standards of performance, lines of authority, communications, progress of the work, payment of
invoices, and recommendations to resolve problems.

Assists the Construction Manager in reviewing contractor’s monthly billings for payment and
assists in resolution of contractor disputes and/or back charges.

Documents all observations, provides clarification, and ensures performance in accordance with
the construction contract documents. Maintains Proposed Change Orders (PCO) and PCO logs
and assists in updating CDCR Facility Planning, Construction and Management (FPCM) Facility
Records and Management Enterprise (FRAME), SharePoint online document control system.

Assists the Construction Manager in background research for Requests for Information (RFI) and
in determining the validity of contractor’s requests for PCOs.

Assists the Construction Manager in gathering necessary documentation for all dispute issues and
maintaining up-to-date dispute files. Assists in the processing of warranties and guarantees during
bid package close-out.

Participates in final inspection with the California Department of Corrections and Rehabilitation
Architectural/Engineering personnel, Department of General Services, Real Estate Services
Division Inspectors, and Office of the State Fire Marshal, Department of Health Services
Environmental Health Division, and other State control agencies as required.

DOCUMENT CONTROL MANAGER
Job Description
The Document Control Manager, under the supervision of the Construction Manager, is responsible for
sorting and coding all original construction documents in alphabetical, numerical, or chronological order.
Duties and responsibilities include copying, typing, distributing documents, and keeping complete and
accurate files for all projects.
Duties/Responsibilities

Assembles and distributes the monthly construction Project Status Report.

Classifies and indexes file materials such as correspondence reports and technical documents
while keeping records of various types in conjunction with the files.

Retrieves materials from the established filing system, maintains a file sign-out system, and keeps
a neat and organized file room.

Assist in uploading documents into CDCR Facility Planning, Construction and Management
(FPCM) Facility Records and Management Enterprise (FRAME), SharePoint online document
control system.

Responsible for the collection, consolidation, and preparation of outgoing mail, overnight express
mailings, and facsimile transmissions.

Assists the Field Manager with shop drawing coordination and submittal packages for transmittal
to the responsible Architectural Engineer.

Responsible for copying, distribution of documents, and maintains all filing in accordance with
CDCR policies.

Prepares, verifies, and coordinates the turnover of files at the completion of each bid package and
transfers all file materials to the California Department of Corrections and Rehabilitation (CDCR)
in accordance with Department policy and procedures.

SCHEDULER
Job Description
The Scheduler, under the supervision of the Construction Manager, is responsible for establishing
schedules, analyzing schedules, monitoring the schedules during design and construction, and reporting
regularly to CDCR. The Scheduler is also responsible for regular updating of the Master Schedule
(project/program).
Duties/Responsibilities

Develops a conceptual schedule and develops a Master Schedule for all contracted CDCR
projects.

Develops construction schedule, duration, milestones, Master Construction schedule, for bidding
and construction and performs schedule analysis for alternate delivery methods.

Participates in meetings.

Reviews the contractor’s CPM Preliminary and Contract schedule submittals for compliance with
contract general and technical provisions and scheduling “best practices” and provides
recommendations to the CDCR for its acceptance.

Provides analysis of the Contractor’s monthly Contract schedule updates and recommends action,
when necessary to achieve project milestones.

Reviews Contractor’s proposed revisions to the Contract Schedule, impact on the project and
master schedules.

Reviews Contractor’s Time Impact Analysis for PCO’s and Disputed Work.

Maintains the project Master Schedule and provides updates monthly or as required.

Analyzes impact of any potential changes on the schedule and develops cost/risk analysis for
PCOs and COs in conjunction with the estimator.

COST ESTIMATOR
Job Description
The Cost Estimator, under the supervision of the Construction Manager, is responsible to provide detailed
estimates of labor, materials, and equipment, for the Department from Conceptual Pre-Planning phase
through the Post Construction phase.
Duties/Responsibilities

Prepares conceptual estimates.

Prepares detailed estimates for changes to construction.

Reviews and evaluates contractor Preliminary and Contract Schedule submittals for schedule of
values and man loading and make recommendation for acceptance.

Performs periodic quantity surveys to verify progress rates and values.

Prepares the State’s cost estimates for PCO’s using CDCR estimate format. Reconciles estimates
with Contractor’s proposal and determines validity of the proposed contractor’s cost on PCOs.

Participates in PCO and CO negotiation meetings.

Estimate Error and Omission non-value added costs of PCO’s.

Develops cost/risk analysis for PCOs and COs in conjunction with the scheduler.

Analyzes and report effects of proposed, approved, or recommended changes on the Project
budget.

Provides support on construction disputes, regarding cost issues.
