Meeting Minutes of 4th Provincial Agriculture and Food Security Working Group KP On 23rd June 2011 at Civil Secretariat Peshawar Agenda of the Meeting Review of Last meeting minutes Coordination among IPs and Agriculture Deptt Technical Inputs of Agriculture Extension to Implementing Partners(IP) Update on Detailed Livelihood Assessment AOB The meeting started with the formal introduction of the verses of Holy Quran. Mr.Israr Additional Secretary Agriculture and livestock welcome the participants at the meeting venue of his office and introduce new colleagues. Review of the last meeting minutes Two changes were made in the last meeting minutes. Annex last meeting minutes. Coordination among IPs and Agriculture Deptt Mr.Israr mentioned that some NGOs are directly corresponding with government officials at their personal level and not coordinating with department. Due to this actual farmer is not benefitting. So, he requested that if any NGO working in any area/UC they have to coordinate their activities with concerned EDO or Directorate General or Agriculture deptt so, that department can extend it support. By this mean they can avail the facilities of the department like warehouses in which organizations can store their food ration, seed etc. WFP have signed MOU with the ministry of agriculture and that’s why they can avail services provided by government. He further stressed that he was directed by DG that organization have to share the data with them. Technical Inputs of Agri Extension to IPs: Government has fully support with those organizations that coordinate their activities with respective EDO. Update on Detailed Livelihood Assessment Ms.Ruby Khan explained that in 28 districts the DLA started in which 9000 HHQs will be filled. In KP the DLA is going to be conducted in 10 districts namely Peshawar, shangla, kohistan, Upper Dir, Lower Dir, Tank, DI Khan, swat, Charsadda and Nowshera. Ms.Ruby further informed the members that Female enumerator is required in some of the districts where FAO don’t have any female to fill female Household Questionnaire and Focal Group discussion. In this regard PVDP NGO nominated two females for district Nowshera and seed organization nominated two ladies for DI Khan. AOB Mr. Israr Sb present the Monsoon contingency plan KP. In the presentation he gave an overview of the July 2010 flood damages and mentioned that crop damages area is 121,500 hectares, the number of water courses is 1,790, Household Stocks of Food, Seed & Feed is Rs 6,721.600 million, Agriculture machinery damages is of Rs 85.400 million, Govt Buildings/Infrastructure Rs 247.200 million, Large Animals 724,000, Small Animal 67,800, Poultry Perished 621,300,. PRE FLOODS PREPARATIONS: Protection of Department’s Assets/Machinery and property Plugging in Water Entry Points to Research Stations Protection of wheat, Rice and Vegetables seed stocks Stocked in Agril: Department stores/Research Stations Construction of protection bunds by soil conservation Protection of Agriculture Tube wells-Awareness of Farmers through Agricultural Field Staff Carrying out quick survey and appraisal of Agricultural crops through local Extension Staff Other Flood Damages mitigation measures including briefing training and awareness of staff and farmers for Floods Preparations (Schedule is being prepared) Mobilization and Placement plan will be issued prior to the monsoon and will be widely publicized MOBILIZATION DURING FLOODS (EMERGENCY) Mobilization and Placement Plan will be issued prior to the advent of Monsoon. Besides placing of human resource for floods duties, all available assets/resources including infrastructure and machinery will be made available to PDMA for provision of emergency relief and shelter to all flood affectees in Khyber Pakhtunkhwa Placing public announcement system at vulnerable places for early warnings to farmers Publication of leaflets containing instructions for minimizing losses and doable actions by farmers for self help and seeking help. Coordination with Humanitarian Agencies In this regards the deptt: is already holding regular meetings with FAO, WFP, and local as well as International NGOs on monthly basis to assist and Evaluate the Progress of Early Recovery Projects.
