Action Points/Decisions Role of Agriculture Cluster in FATA Mr. Zahidullah from Agriculture FATA department shared his view that although many organizations working in FATA but FATA directorate do not know that where these organizations working. He said that flow of information should be from Agriculture Department to FDMA, Directorate Project and NGOs. They should be interlinked. He said that FATA development program is working from the last five years for FATA. Strong linkages and coordination mechanism have to be developed among different stakeholders. Mr. Farman said that the focus is on Kharif season related interventions which is from 15th June to 15th July for FATA. He added that Cluster should be the overall body for correspondence and coordination. Mr. Naimatullah and FAO mentioned that needs have to be identified by Agriculture and FATA secretariat and assessment will be through NGOs. He explained that different funding opportunities are available for FATA like Concern International’s Rapid Fund, Establish regular communication between FDMA, Line Ministries and Cluster In the first phase meeting Ambassador Fund, possible upcoming EC with Concern Worldwide funding in upcoming months fund etc. will be organized in the NGOs have to explore these. As a cluster we last week of May. have to organize a meeting with these donors with the collaboration of FDMA and NGOs representation. Assessment will be carried out in FATA for identifying different needs. Responsibilities of different stakeholders Dr. Qazi Ziaur Rehman, Livestock Specialist have to be developed for a shared that he has the information of the clear understanding of NGOs that where they are working and will their roles in FATA be shared with the Agriculture Cluster. Agriculture Cluster. Ms. Naseem, Assistant Cluster Coordinator gave a presentation on Role of Agriculture Cluster in FATA. She gave an overview of the FATA and said that it is the most impoverished part of the nation, despite being home to 2.4% of Pakistan's population, it has only 1.5% of Pakistan's economy and 97% agrarian and livelihood largely based on agriculture and livestock. Most of the IDPs come from different agencies in FATA and need assistance in camps and in place of their return. Areas of high return and possibility for immediate interventions with accessibility, improved security, resources available for agriculture (irrigated land, roads, markets) are Mohmand, Orakzai, Bajaur and South Waziristan. Urgent recovery needs for agriculture sector are protection of livestock through provision of water, and vaccinations (during June-July); repair of animal shelters; and distribution of crop input packages including vegetable/pulse seeds; cleaning/repair of watercourses. Task Force has to established for taking any quick initiative in FATA agencies. Discussion on reprioritization on PHRP Appeal NGOs working in FATA AOB Ms. Naseem highlighted areas on RePrioritization on PHRP Appeal and Assistance for displaced families (new and protracted Assistance to durable solutions in areas of return and different methodology and objectives. Activities and funding requirements by Agriculture cluster for IDPs and host communities are Skills training (agriculture production, livestock, etc.) Livestock protection (allocation of area near camp, provision of water, vaccinations (June-July, mostly by the livestock department) Mobile vegetable plants/gardens (for protracted IDPs) For returnees/stayees communities: Crop and livestock input packages Skills trainings(Technical trainings in cooperation with extension services, eterprise development and linkages to markets) Few NGOs who are working with FATA shared their activities. CRD which is funded by GTZ working in Khyber Agency for irrigation. PAIMAN working in Bajaur, Mohmand and Khyber Agency. Asia Humanitarian Organization working in Mohmand. JEN (Japan) have started working in DI Khan for IDPs from Waziristan. Other NGOs also shared their organization’s activities and presence. The issue of NOC process and ability to secure one was raised. FDMA expressed its willingness to facilitate the process. Issues of access and security was raised: FDMA mentioned that there are certain agencies, such as Bajaur, Mohamand, Orakzai and South Waziristan are accessible and conducive to agriculture programming. FATA Department of Agriculture will provide relevant data about present, baseline, and other relevant data. The need was expressed to conduct a livelihoods survey in FATA. Partners are asked to share information about programming in FATA in the sector with the Cluster and coordinate with the Government.
