What is The Teacher Leader Self-Assessment?






Developed collaboratively between DE, AEA, ISEA, and SAI.
Shared at the DE congratulatory meetings for newly awarded grantees.

What information can this self-assessment tool provide?


Teacher leaders use this tool for dialogues with their principals about strengths and needs for growth.
If done twice a year they can show progress in their growth.
Teacher Leaders can use this tool as an artifact for when they “renew” their teacher leadership role
each year.
 State and Local Data Collection
TLC Section added to the APR/AYP report:





Once a school receives TLC funding, their APR/AYP electronic report will have a TLC section added..
The additional section in the AYP/APR report comes from part 8 of the TLC grant.
The culminating data goes to the Director and is shared out with stakeholder groups.
The state PD team is one stakeholder group that looks at the data to help our planning for PD providers
and events to support our schools.
Our first round of data will be available to us in the 2015-16 school year.

 State Data Collection
Surveys to School Leadership Teams:
 This survey comes from the DE to the Superintendents of TLC schools at the end of June of their first



implementation year.
This survey asks schools to share how and if their PD needs were met in their first year of
implementation and asks for suggestions for the upcoming year.
Data from this survey in 2014-15 was used to inform our state support team to plan for the April kickoff
that was held in Des Moines to help schools start their conversations around Phase 1.
Data from this survey in 2014-15 informed our state team to schedule more professional learning
opportunities for schools between June 1 and August 1 of the 2015 school year.

State RFP for Measuring TLC and C4K progress:



In December of 2014 to May 2015 an RFP process was conducted to partner with a private institution
to conduct research studies, gather data, and report findings around specific criteria of our state’s
progress in C4K and TLC.
RFP information and process is housed on the DE website (search “Resources” and “Bid Opportunities,
to https://www.educateiowa.gov/resources/contract-bids-rfps)
The DE is funding this work and has oversight to the data. The “AIR” organization was the recipient of
this RFP.

NYCLA: New York Center of Leadership Academy

Our state professional learning support team conducted an RFP last spring in response to feedback in
the need to support principals in the TLC process. To review the RFP process please use this link:

NYCLA’s was selected and charged with helping us create a strategic plan to support the Principals in
their efforts of implementing systems change. This is the work that was designed to mimic and support
our Professional Learning and Leadership Network we have here at AEA 267.
NYCLA has a two pronged approach.
o A self-evaluation for administrators focusing on attributes of a leader leading change. .
Embedding the implementation of TLC into a school improvement plan (SIP) and using teacher
leadership as a leverage point in the SIP action plan.
The 2015-16 school year is a pilot for this work. There is a committee that will join the C4K groups to
continue to support this effort for administrators. We do plan to offer this opportunity again in 2016-17.
All 9 AEA’s pooled a percent of their TLC allocation along with the DE allocation to contract with
NYCLA to work with us in developing a foundational structure to support administrators in carrying out
their change efforts and implementation of TLC into their school improvement plans.
The 9 AEA agency Chiefs, DE and our TLC professional Learning Support Team are oversight to this
work.
We have about 75 principals involved in the pilot (1 in AEA 267)
We are collecting data this year through feedback from the principal involved.
The DE partnered very well with AEA 267 in making connections to our PLN since our PLN was already
established, they offer this as an enhancement to support administrators.
We are proud to say AEA 267 is fortunate to have a Board and Cabinet that have been supporting this
Network for Administrators
In our third year of the PLN it has grown to include a Teacher Leader Network. We believe the PLN,
TLN, and NYCLA work will be the foundational support to sustain you in your work for TLC and school
improvement efforts even without funding.
