OVERALL PURPOSE OF POST:








To provide leadership and direction to the Facilities Team.
To manage the King’s School site and associated facilities under an agreed system of
supervision.
To ensure compliance with Health and Safety legislation, codes of practice and internal
policies and procedures.
To proactively manage contracts, maintenance, cleaning and security of the building.
To support the Business Manager regarding the repairs and maintenance of the building
works by managing the tender process, appointing and monitoring all contractors.
To ensure that all health and safety and risk assessments are maintained at all times.
Independently administer and monitor budgets fixtures and fittings, maintenance and
repairs, cleaning and health and safety.

To have over-arching responsibility for managing all lettings including promotion of
the facilities

To work collaboratively at all levels across the school.
KNOWLEDGE, SKILLS AND EXPERIENCE REQUIREMENTS FOR THE POST:
Qualifications/Training
Essential



NVQ Level 3 or equivalent in a relevant H&S or FM discipline.
Recognised Health and Safety qualification- IOSH or NEBOSH
GCSE English and Maths at C or above, or equivalent
Desirable
 NVQ Level 4 or equivalent in a relevant H&S or FM discipline
 NVQ Level 3 e.g. ILM First Line Management or NVQ Level 4 e.g. ILM Endorsed Certificate
(Skills for Middle Leaders).

Skills/Knowledge/ Experience
Essential










Experience of managing a team and managing facilities of a similar size and level of
complexity.
A strong understanding of Health and Safety legislation, codes of practice and policies and
procedures to support compliance. Key focus on fire management, COSHH and asbestos.
Demonstration of ability to lead teams ensuring robust communication processes and
acting as a professional role model.
Effective budget management.
Ability to liaise with internal and external stakeholders and partners developing and
maintaining positive relationships.
Ability to motivate others and challenge where necessary.
Ability to work independently, plan operationally and meet deadlines.
Flexible approach to working being willing and able to respond to new tasks and roles
quickly.
Ability to use ICT software effectively, for example, word, excel, PSF accountancy
software.
Proven experience of managing contractors and building projects.
Desirable



At least one trade connected with facilities management (electrician, builder, joiner etc).
Experience in the education sector.
Understanding of safeguarding with children and young people.
5. RESPONSIBILITIES AND ACCOUNTABILITIES
(What the job is expected to achieve)
Health and Safety








To take responsibility for compliance with health and safety legislation, codes of practice and
internal policies and procedures.
To develop an on-going risk assessment system, and to train Facilities staff in recognising and
minimising risk so that it is embedded within the organisation culture.
To actively participate in Health and Safety Committee meetings, providing reports to
Governors in partnership with the Business Manager setting out action the school needs to
take and carrying out relevant actions as appropriate.
To keep abreast of current, new and forthcoming legislation and ensuring compliance at the
King’s School.
To maintain an up to date library of health and safety information, leaflets and other
publications
To ensure that all risk assessment systems including specialist, individual and general risk
assessments are comprehensive, communicated and properly implemented across the school.
To undertake Health and Safety inspections in partnership with the chair of the Health and
Safety Committee and the Business Manager on a systematic planned basis.
To ensure that all contractors working on the site have appropriate qualifications, insurance,

safety plans and risk assessments in place and are operating within the framework of the
King’s School Control of Contractors Policy.
To play a lead role in Fire Management ensuring that a timely Fire Risk Assessment is
undertaken and all required actions are carried out. Play a lead role in scheduling fire drills
ensuring all key information is recorded in a format that ensure readiness for an unannounced
inspection from enforcing agencies.
To liaise and develop positive, productive relationships with external agencies to secure the
provision of a safe and healthy environment, for example – HSE, West Yorkshire Fire and
Rescue Service, consultants.
To be responsible for maintaining a safe working environment for the Facilities Management
Team ensuring Personal Protective Equipment is allocated as required.
Promote and ensure the health and safety of pupils, staff and visitors at all times.
To respond appropriately to emergencies or urgent issues as they arise.
Building and Grounds Maintenance

To support the Business Manager to develop a three-year Planned Maintenance Programme
(PMP) by undertaking regular workplace inspections assessing for health and safety, condition,
suitability and accessibility issues.

To co-ordinate repairs and maintenance within the context of the PMP ensuring that processes
and practices are legally compliant and resources are directed at the areas of greatest need.

Along with the Business Manager, to liaise with contracted consultants in the planning and
design, refurbishment and maintenance of the school managing contract delivery and work
organisation. Contribute to specification preparation for tender documents.

Oversee the activities of external contractors on site checking their status in relation to a DBS
check, insurance and required qualifications. Monitor performance against specified
standards.

Undertake regular site inspections identifying and recording defects and ensuring that the
required repairs are carried out.
Utilities Infrastructure

Ensure that the heating system is maintained and operated effectively responding to changes
in climate.

Support the Business Manager to ensure that the fixed electrical installation is compliant with
current legislation.
Contract Management
 To direct and plan essential services of maintenance such as waste disposal, recycling,
legionella monitoring ensuring that compliance to any statutory responsibilities is maintained
and value for money is achieved.
 Supervise contractors and undertake regular site inspections.
Cleaning
To ensure that the standards of cleanliness in the King’s School are of a high standard by
overseeing effective line management and deployment of the cleaning team.

Security





To support the Business Manager in the provision of a safe and secure school by undertaking
risk assessments and constantly reviewing the site to ensure student and staff safety.
Manage the CCTV surveillance equipment and ensure that the intruder alarm system is
effective and maintained.
Liaise with the West Yorkshire Police Service, security and surveillance contractors.
Ensure that there is a log of all key-holders and keys are returned when employees leave.
Make arrangements for effective response to emergency call outs.
Human Resources

Independent responsibility for the day to day management of the Facilities Team extending
to setting of work schedules , effectively managing sickness absence, leave entitlements,
disciplinary and grievance issues, deployment and any other issues relating to the team.

To undertake annual appraisal and performance management of the team.

Take a lead role in recruiting Facilities team staff & in managing associated employment
procedures

To deliver an effective induction to all members of the Facilities Team with a key focus on
health and safety responsibilities.

Deliver a training programme for Facilities Team in partnership with the Business Manager.

Operate as part of a wider Middle Managers Team contributing to key discussions and offering
peer to peer support when required.

Ensuring an effective, regular, recorded, communication process is in place, for example,
regular team meetings, monthly staff support and supervision meetings.
Procurement / Financial

To contribute to a Preferred suppliers database continually testing the market to ensure
value for money.

To operate within the framework of the Pontefract Academies Trust Financial Scheme of
Delegation.

To independently negotiate procurement of both capital and revenue items with a range of
best value suppliers.

To ensure best value is obtained with budgets available within repairs and maintenance,
health and safety, fixtures and fittings, and general cleaning.
Lettings

To have over-arching responsibility for managing all lettings including promotion of
the facilities.

To liaise and develop positive, productive relationships with local community
groups in order to promote the facilities.
To develop a target approach to marketing the facilities.
To ensure that the policy and procedures in relation to lettings are appropriate.
To ensure that the charging structure is realistic yet competitive making
recommendations to the Finance and Premises Committee on any proposed
changes.
General

To contribute to the development of all policies and procedures relating to health and safety
and other facilities management issues.

To maintain a working knowledge of developments in environmental issues including energy,
waste disposal and recycling, packaging, chemicals and other relevant areas
To represent The King’s School at seminars and conferences and report back to the Business
Manager on new developments, sector best practice and legislative requirements.

Any other duties commensurate with the grade of this post as directed by the Business Manager.

RESPONSIBILITES FOR RESOURCES
Independent management of the Facilities Team which comprises of a
caretaker and a site supervisor who manages a cleaning team of approximately 20
including casual staff and two lunchtime supervisors.
People:
Budgets:
Premises Budget of £185,850 as delegated by the Business Manager
Physical Resources: Effective use of machinery, materials and resources. Maintenance of all
cleaning and site equipment. Compliance with COSHH regulations.

8. CHARACTERISTICS OF THE POST:
The ability to regularly attend meetings as required by the Headteacher or School Business
Manager.
The post demands an amount of lifting and other physical work, need to be flexible to meet
the needs of the school.
Employees are encouraged to participate in training activities in order to enhance their
own personal development.
All employees of the school have a responsibility for promoting and safeguarding the welfare
of children and young people.
The job involves some exposure to disagreeable, unpleasant or hazardous environmental
working conditions.
