BP supports the proposal; however, adding a more clear definition of
what constitutes "cyclic service" should be considered. Most vessels
are subject to pressure and/or temperature changes. The magnitude
and frequency are the concerns. As an alternative to a definition,
perhaps adding a few examples of cyclic service vessels may be
beneficial.

"One of the most important aspects of conducting inspection planning
is understanding what types of damage that can cause deterioration
and therefore eventual failure of pressure vessels. Neither a valid risk
assessment nor a good job of inspection planning is likely unless
inspectors doing the inspection planning know what are all the
possible and probable causes of failure in each piece of equipment in
each operating environment. Most of these degradation phenomena
are covered in sufficient detail in API RP 571. Every inspector should
have access to a copy in order for the operating site to make headway
on preventing predictable materials, corrosion, and other causes of
equipment failures."

Proposed change: “The frequency with which a pressure vessel should
be inspected depends on several factors, including the rate of
deterioration, the corresponding remaining useful life, and the risk of
failure. Scheduling of shutdowns for maintenance or inspection is
usually arranged through the collaboration of process, maintenance,
and inspection groups. Where practical, efforts should be made to
schedule unit shutdowns evenly throughout the year to distribute the
workload on the inspection and maintenance groups. On most units,
operational performance related to equipment cleanliness and
internal fouling may determine the length of a unit run; especially for
towers and exchangers. Mechanical integrity, continued safe
operations, and compliance with environmental regulations are
important considerations in scheduling units for inspection.
Occasionally, seasonal demands for certain products may make some
units available for inspection and maintenance work without serious
interruption of supply. New vessels should be

the integrity operating window for the pressure vessels, external
