The City of NOTICE OF VACANCIES RIGHT-OF-WAY ACTIVITY (ROWA) INSPECTOR (Temporary – 4 Months Approximately) Engineering Department Duties and Responsibilities include: Inspections of Right-of-Way Activity Permits and Municipal Consent Permits Inspects third party worksites involving Right-of-way Activity Permits (ROWAP) and/or Municipal Consent (MC) Permits, which involves overseeing Contractor/Permit Holder field operations to ensure compliance with permits; City standards, policies, procedures and by-laws; and/or legislation and regulations. Notifies Contractor/Permit Holder of violations/infractions; provides recommended corrective action; and monitors and ensures corrective action is completed by the Contractor/Permit Holder. Inspects construction worksites upon completion to ensure restoration work under ROWAP are completed to City specifications and standards. Inspects and monitors implemented warning devices, barricades and traffic signs to ensure compliance with the Ministry of Transportation’s Ontario Traffic Manual, Book 7 (Temporary Conditions) and notifies the Contractor/Permit Holder if corrective action is required. Inspects and monitors implemented traffic control, detour and information signs to ensure compliance with the Ministry of Transportation’s Ontario Traffic Manual, Book 7 (Temporary Conditions) and notifies the Contractor/Permit Holder if corrective action is required. Tracks and monitors ROWAPs and MCs to ensure construction is completed by the designated deadline and provides Contractors/Permit Holders instruction on the process for renewal and/or extension of permits. Requests inspection documents and/or information relevant to construction work, when required. Arranges testing, sampling and/or photographs for the purpose of inspections, when required. Customer Service Coordinates work schedules with third parties pertinent to the relocation and/or installation of utilities located in the City’s rights-ofway. Receives, investigates and advises on the course of action to remedy public inquiries and/or complaints related to right-of-way activities, municipal consent activities and/or the state of right-of-way elements. Compliance and Enforcement Issues notices of violation including the required corrective action to a Contractor/Permit Holder for the following reasons: o When activity is occurring that is not in accordance with the conditions of an issued Right-of-way Activity Permit (ROWAP) or Municipal Consent (MC) Permit; o When activity is taking place without a Right-of-way Activity Permit (ROWAP) or a Municipal Consent (MC) Permit. Collaborates with Municipal By-law Enforcement Staff when a Contractor/Permit Holder neglects to remediate infractions related to the ROWAP by-law or permit conditions. Identifies and documents right-of-way by-law infractions. Notifies and recommends a stop work order to the Supervisor of Construction Inspection if violations/infractions are not resolved with the Contractor/Permit Holder. Arranges for third-party corrective action in the event of a default by a Contractor/Permit Holder and tracks associated costs incurred and forwards to the Engineering Services Coordinator and/or Right-of-way Activity (ROWA) Technician for processing. Administration Documents and maintains daily inspection logs, including information related to worksite equipment, daily progress, concerns, and other pertinent information related to inspections. Prepares and maintains up-to-date daily reports of completed work and recommends the closure of permits to the Engineering Services Coordinator and/or Right-of-way Activity (ROWA) Technician. Assists the Supervisor of Construction Inspection in providing information and/or input to establish or revise right-of-way activity documentation and materials. Coordinates and assigns the daily activities of student employee(s) assisting with inspections. Performs other duties as assigned or as required in accordance with branch, departmental, divisional, and/or corporate objectives. Applicants must have: Key Qualifications: Education (degree/diploma/certifications) Three (3) year College Diploma in Civil Engineering Technology or related discipline Certified Engineering Technologist (C.E.T.) Designation from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) Road Construction Junior Inspector (RCJI) and/or Road Construction Senior Inspector (RCSI) endorsement from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) and the Ministry of Transportation (MTO), Ontario is preferred Certified Inspector of Sediment and Erosion Control (CISEC) from CISEC, Inc. and the Toronto and Region Conservation Authority is preferred Valid Ontario Class “G” Driver’s Licence in good standing Experience Two (2) years of experience in the field of inspection of municipal civil infrastructure projects, including road works, utility work, watermain construction, and storm and sanitary construction (4 years of experience is preferred). Knowledge/Skill/Ability Working knowledge of the following: o Occupational Health and Safety Act o Municipal Act o Highway Traffic Act Proven ability to communicate effectively in a written and verbal form Excellent interpersonal and public relations skills Excellent organizational skills and ability to maintain proper documentation and work records Demonstrated ability to maintain courteous, effective, and cooperative relationships with City staff, contractors, developers, consultants, utility companies, the general public, and other stakeholders Demonstrated ability to promote a high standard of public relations at all times Demonstrated ability to build good working relationships with managers and staff, contractors and the general public Demonstrated ability to make sound decisions under tight timelines and high stress situations on construction sites Computer literacy utilizing Microsoft Office Suite (Excel, Outlook, Word) Availability to work outside of designated normal hours per week Required Training: Trench Safety Awareness Training Confined Space Safety Awareness Training Working at Heights Safety Awareness Training Ontario Traffic Manual, Book 7 (Temporary Conditions) Training The 2015 pay range is $61,172 to $73,299 per year ($29.41/hr to $35.24/hr).
