Job title: Assistant HR Business Partner, Policy and Projects

Reports to: HR Business Partner
Purpose of job
To support HR Business Partners with:
 the review, design and development of Group RNIB HR’s
policies, procedures and guidance to ensure legal
compliance and best practice;
 specific HR related projects, as required.
Impact
Development of policies and practices affects the whole
organisation.
Financial responsibility
N/A.
Decision making responsibility
Policy decisions made within legal guidelines, with the support
of HR Business Partner (Policy, Projects and OD), signed off by
Head of Business Partnering.
Main accountabilities:
1. Review existing HR policies and procedures, liaising with HR
colleagues as appropriate, to ensure they are fit for purpose,
up to date and in line with employment legislation and RNIB
‘tone of voice’.
2. Conduct research and analysis of employment issues and
legislative changes, and make recommendations in order to
amend policy and procedures.
3. Organise and contribute to policy review meetings with wider
HR team, attending other meetings as appropriate as a
representative of HR.
4. Draft and update contractual documentation, and create new
policies and procedures where there are gaps and/or new
work requires it, seeking sign off from the Head of Business
Partnering.
5. Assist with the consultation process on policy changes
working with managers, unions and staff representatives, as
appropriate.
6. Organise and implement the roll out of new policies and
procedures, including communication plan and training and
development updates /delivery, and review success of
implementation.
7. Maintain and update policy and procedure information on
RNIB websites and RNIB staff handbook.
8. Carry out policy development work for associate charities
within the RNIB Group where required.
9. Ensure effective monitoring, tracking and reporting of policy
change programme and project performance.
10. Deliver training and/or briefings on HR policy issues
internally to HR and to other RNIB services, managers or
staff as required.
11. Benchmark against other charities and appropriate
organisations, to maintain awareness of best practice across
the sector.
12. Contribute to key HR team projects, ensuring that areas
of responsibility are delivered on time and achieve their
goals and objectives.
13. Work with HRBP’s and other colleagues within the HR
team to ensure the effective coordination of HR resources
and activities to achieve HR project goals.

Person Specification
All criteria are essential unless otherwise stated.
1. Specialist knowledge, skills and experience
1.1 Experience of working in HR with practical knowledge of
general employment law and human resources good
practice.
1.2 Experience of policy and procedure review and
development work.
1.3 Experience of using Microsoft Word, Excel, Powerpoint
and HR systems.
1.4 Associate member of the CIPD (or equivalent qualification
or experience) and willing to undertake study to achieve a
full CIPD qualification.
2. Team working skills
2.1 Experience of developing effective and supportive
relationships with colleagues.
2.2 Experience of quickly building rapport and establishing
professional credibility and positive relationships with
managers and staff.
2.3 Committed to supporting the team to deliver an excellent
service and meet customer expectations.

3.1 Able to organise time effectively, ensuring tasks are
carried out within deadlines, drawing up and working to an
agreed action plan.
3.2 Ability to demonstrate attention to detail, in order to proof
written material, ensuring accuracy and consistency of
information.

4.1 Ability to generate workable solutions and make rational
judgements about appropriate changes to RNIB HR
policy, showing flexibility and giving consideration to the
opinions of others.
4.2 Numerical ability sufficient to interpret statistical data and
provide management information.

5.1 Excellent written communication skills with a high standard
of spelling, grammar and punctuation. The ability to write
in a clear and concise manner, using appropriate language
for the reader.

5.3 Able to relate well to different types of people, listen and
