1.
Background
Every year during Summer Monsoon the citizens of Lahore face the problems of water
accumulation, choking of road/ street side drains. The problem has been aggravated for
the last two decades. Natural storm water and wastewater drains and sewer obstructed
by construction of new roads, plazas, building etc. and this haphazard/ weak
infrastructure has reduced the water carrying capacity of drains. Water accumulation is
correlated with rainfall intensity. High intensity rain during Monsoon season causes
rainwater to accumulate at roads & streets.
The city of Lahore lies on extremely flat land. The highest point within city is about 700 ft
above sea level. In the south-west, abutting the actual flood plain of Ravi River, the land
falls to 682 ft. Gradients are extremely flat and fall of only 0.3 to 0.4 m per Km in many
areas of the city which also favour the water accumulation during Monsoon season. The
rainy season characterized by frequent monsoon bursts begins in July and extended to
mid September. Typical rain fall pattern for Lahore is shown as follows:
Graph indicates that most of the rainfall 202 mm in July, 164 mm in August and 61 mm
in September.

Lahore historical climatic data obtained from Pakistan Meteorological Office shows
record rainfall of 825.5 mm in August, 1955. Lahore historical climatic data is as under:

Solid waste dumped into drains is one of the reasons of water accumulation and
choking of drains. LWMC has already started de-silting of road/ street side drains to
address this issue

To facilitate the drainage by removing solid waste and de-silted material from
drains.

To efficiently address emergency situation during the monsoon season.

Duration of the Plan
This plan will remain operational from 16th of June to 15th of September 2011.
3.3
Establishment of emergency centres:
Lahore Waste Management Company (LWMC) will establish 11 emergency centers in
all towns for rainy season which will remain functional 24/7 to meet any emergency.
Each Assistant District Officer, Solid Waste Management will be the in-charge of his
respective town and Asst. Manager (Operations) concerned will provide the technical
guidance whereas Manager (Operations) will be the overall In-charge of all the
emergency operations. Town wise details of emergency centers will be as follows: (Duty
roasters for emergency camps are annexed).

Complaint Re-dressal System:
The services of complaint re-dressal system will remain available for 24/7. On receiving
complaints with regard to water accumulation, choking of road/ street side drain or
removal of de-silted material will be resolved within 1-2 hours1.

Liaison with Regional Meteorological Department
LWMC should make close liaison with meteorological department for online information
sharing and rain alerts be will generated and issued to all towns on daily basis. Rain

Media Campaign
A media campaign will be launched to educate the masses of Lahore and message will
be conveyed “Do Not Throw Solid Waste into Drains” and “Coordinate with LWMC Staff
to Keep Lahore Clean”.

4.1
Field Operation:

In addition to the normal field operation the operation staff shall remain ready to meet
any emergency like falling of trees, sign boards, collapse of building etc.
4.2
Daily Report:
The reporting system will be done as per normal SOPs and all Assistant Managers will
provide all required information to the Manager (Operations) on the same day.
4.3
Attendance of Sanitation Staff at Emergency Centers/ Camps:
The attendance of sanitation staff in proper uniform shall be ensured by all ADOs/ AMs
concerned failing which a strict disciplinary action shall be initiated against defaulters.

4.4
Fleet Workshops:
All workshops shall remain operational till 10:00 pm however a special group of
mechanics/ electricians shall remain present from 10:00 pm to 08:00 am in each
workshop. The repair work shall be carried out on top priority basis.
4.5
Cleaning of Tertiary Drains:
The on-going cleaning/ de-silting of drains shall remain operational as per schedule
already issued.
4.6
Chocking Points
Collection of wastes should be twice during rainy season especially on risky/ choking
points. (Town wise list and map of choking points are as annexed)
4.7
