Terms of Reference Chief Technical Advisor Priority Institutional Strengthening and Capacity Development to Implement the China Biodiversity Partnership and Framework for Action Team/Programme: Project Management Office (PMO)/Priority Institutional Strengthening and Capacity Development to Implement the China Biodiversity Partnership and Framework for Action Grade: Subject to the incumbent’s overall qualifications & working experience, and based on the discussion/agreement with the PMO Reports to: Project Manager (PM) Timing/Duration: This position is a part-time and task-oriented position. From the date contract signed to March 31st, 2016; Establish the self-evaluation report of the Project before October 15th, 2015; Assist and accompany with the terminal evaluation experts group during the date of November 2nd to November 13th, 2015; Compile and validate the final project reports including results of outcomes before March 1st, 2016. Background information “China Biodiversity Partnership and Framework for Action (CBPF) supported by Global Environment Facility (GEF) - is a ten-year programme, jointly developed & implemented by the Ministry of Finance and the Ministry of Environmental Protection (MEP), together with the United Nations Development Programme (UNDP). In May 2010, CBPF-Priority Institutional Strengthening and Capacity Development (IS project) was developed by the above three agencies, and Foreign Economic Cooperation Office (FECO/MEP) is the implementing agency. GEF granted 4.5 million US dollars for the Project, and its execution period is from March 2010 to March 2016. The IS Project will contribute to the overall CBPF, which is “Ä Significant Reduction of the Rate of Biodiversity Loss as a Contribution to Sustainable Development”. The specific objective is to develop the national policy and institutional framework and to strengthen the biodiversity protection mechanism in China. In order to achieve the Project Objective, five inter-related Outcomes need to be secured: Outcome1: Strengthened Coordination Mechanisms at the Central Level for Biodiversity Conservation; Outcome2: Strengthen Planning System for Biodiversity Conservation, including Monitoring and Evaluation; Outcome3: Biodiversity mainstreamed into national development plans and 1 programmes; Outcome4: Enabling Framework for Government and Marker Based Payment for Environmental Services (PES); Outcome5: Integration of Biodiversity Conservation into Climate Change Adaptation Policies and Plans. The project has achieved remarkable results after five-and-a-half years of implementation. Its terminal evaluation will be conducted in November 2015. According to the project design and 2015-2016 work-plans, we are now hiring a Chief technical advisor (CTA, part-time) to provide technical support to the terminal evaluation of the project, summarize activities, outcomes and effectiveness of this project systematically and comprehensively, write a self-evaluation report for the project and work with relevant parties to finalise the project successfully. Objective/scope: This is a high level policy/expertise position. One Objective is to support the Priority Institutional Strengthening (IS) Project Manager in all actions, particularly 1. Support systematically the results and implementation of the projects communications, partnership-building, and strategies. 2. Carry out the self-evaluation of the whole project, including summarizing the achievements and influences, and evaluate the achievement of the planned objectives and targets. 3. Provide technical support to all project activities and the terminal-evaluation. Tasks (include but not limited to): Work with the PMO to support the achievement of the CBPF and the IS objectives. Conduct self-evaluation for IS project, sort out and summarize the materials accumulated over the last 5 years of implementation. Compile and hand in a self-evaluation report that includes the outcomes, highlights and impacts of the project accordingly (before October 15th 2015, English version). Support the final assessment on technical level, guarantee presence during the whole assessment process, organize the information required, answer relevant questions, follow the report writing process, offer advice to the draft report, manage feedbacks and make sure key outcomes are included in the final report. Compile, examine and approve the final reports that include all the results and outcomes of the project. Assist in the comprehensive demonstration of the CBPF partnership mechanism and operating procedures in the aspects of national policy, coordination mechanism and technology. Monitor the quality of project activities; improve the impact, including policy suggestions offering and public awareness promotion. Support the project finalisation meeting, present the project in PowerPoint of presentation that incorporates progress, outcomes and highlights Other tasks assigned by the National Project Director (NPD) and the PM. 2 Qualifications Familiar with UNDP/GEF project rules, strategies and requirements. At least five years of previous international work experience in the biodiversity projects, and comprehended the circumstances of the biodiversity capacity building in the developing countries; Excellent language, communication and drafting skills in both Chinese and English; At least Associate Professor qualification; Demonstrated knowledge and experience in the requirement of project policy and management on Chinese related government departments, including the central level and local level, and understood the progress of international and domestic performance on the Convention on Biological Diversity; Demonstrated knowledge and experience in participating in the UNDP/GEF projects is an asset; Rich experience in the area of project monitoring and evaluation, project management and public awareness promotion; No limitations for nationality or gender. If Chinese, at least five years overseas working and researching experience is an asset; if from foreign countries, the experience of working and researching in China is required.
