In 2012, the Pennsylvania Action Coalition (PA-AC) chose five recommendations included in the Institute of Medicine’s (IoM) 2010 publication The Future of Nursing:
Leading Change, Advancing Health as priority goals for the Coalition. One of the five
IoM recommendations chosen by the PA-AC was recommendation number 3 – that
Nurse Residency Programs be implemented to support nurses’ completion of a transition-to-practice program after completing a pre-licensure or advanced practice degree program or when transitioning into new clinical practice areas.
In spring 2014 the PA-AC offered two statewide conferences on Nurse Residency
Programs (NRP), launching its inaugural effort on this particular IoM recommendation.
Subsequent to these conferences, members of the NRP conference planning group established a Nurse Residency Council with the following vision and mission:
Vision Statement: To provide quality nursing care delivery to
Pennsylvanians through program efforts transitioning novice nurses to be safe, efficient, competent, and confident health care providers.

Mission Statement: To provide support and guidance to health care agencies in the design, implementation, and evaluation of nurse residency programs aimed at facilitating the transition of novice nurses to be safe, efficient, competent, and confident health care providers as they join Pennsylvania’s nursing workforce.
Embedded in these vision and mission statements are the Council’s underlying
Core Values of the Nurse Residency Council, as follows:

Members of the Nurse Residency Council endorse four Key Goal Areas consistent with the vision, mission, and core values of the Council. Emanating from these key goal areas are the following objectives for action:

Establishment of Clinical-Academic Partnerships
Exploration of Funding Partnerships
Stimulus to Paradigm Shift and Disruption in Nursing Education
The Nursing Residency Council functions as an internal advisory body to the
PA-AC. The Council will provide the Coalition with informed external assessment of the
Coalition’s goal to increase the numbers of NRPs within Pennsylvania, for both generalist and advanced practice registered nurses. Through its two-year Strategic Plan, the NRC will design, implement, and evaluate specific action plans consistent with the organization’s vision and mission. The Council will provide an annual activity report to the Steering Committee via the Executive Director.
Members of the NRC include a diverse spectrum of nurse leaders from both academic institutions and health care organizations. Members of any of the PA-AC’s
Regional Action Coalitions, the Nursing Diversity Council, the Pennsylvania Coalition for the Advancement of Nursing Education, and the Nursing Workforce Database working group are invited to participate in the Council. Upon establishment in 2014, the NRC had eleven full members, four advisory members, and two staff (including the PA-AC’s
Executive Director and Administrative Coordinator). Members are encouraged to invite additional individuals to participate as members, based on interest and need. Members

3 hold the majority of business meetings by phone conferencing, with members agreeing to convene as long as enough members are present to conduct business. All action items must be reviewed and approved by members. Draft outcome documents are distributed by electronically with final outcomes distributed prior to the next meeting.
Until such time as members of the NRC elect co-chairs, the PA-AC Executive Director will serve as facilitator to schedule meetings. Outcomes of meetings will be documented and placed on both the website of the Pennsylvania Action Coalition and the specific web page for the Nurse Residency Council.
