APPOINTMENT AND REVIEW PROCEDURES
Declaration Statements and Statements of Policy
Statement of Policy regarding fitness to practise proceedings by a licensing/regulatory body and
relating to criminal investigations in the UK or overseas.
Registration with the General Medical Council or General Dental Council imposes on doctors and
dentists the duty to provide a good standard of medical care for, and to behave appropriately,
towards patients. NHS Employers also have a duty to ensure that patients receive a good
standard of medical care and ensure as far as possible the safety of patients. We therefore need
to establish if you have been found guilty of a criminal offence, been bound over or cautioned or
are currently the subject of proceedings which might lead to a conviction, an order binding you
over or a caution, in the UK or any other country.
Applicants for posts in the NHS are exempt from the Rehabilitation of Offenders Act 1974.
Application forms will include a declaration for applicants to complete declaring any previous or
pending prosecutions or convictions, including those considered ‘spent’ under this Act. Forms will
also include a declaration of any cautions or bind overs.
We also need to establish if you have been the subject of any fitness to practise proceedings in
the past, or any fitness to practise proceedings are being contemplated, by a licensing or
regulatory body in the UK or another country and this is also reflected in the declaration.
This information will be treated in confidence and will not debar you from appointment unless the
selection panel considers that it renders you unsuitable for appointment. In reaching such a
decision we will consider the nature of the conviction/action, how long ago it took place and any
others factors that may be relevant.
Failure to disclose a criminal offence, having been bound over or cautioned or that you are
currently the subject of criminal proceedings which might lead to a conviction, an order
binding you over or a caution, or fitness to practise proceedings undertaken or being
undertaken by an appropriate licensing or regulatory body, may disqualify you from
appointment, or result in summary dismissal/disciplinary action and referral to the General
Medical Council [General Dental Council] for consideration if such a discrepancy came to
light.

Medicine Directorate – Urgent Care Team
2.5 WTE Salaried OOH GP
Applications are invited for these posts within the NHS Tayside OOH service. The post holder will join a
team of salaried and sessional GPs to provide a pan-Tayside primary care OOH service.
All applicants must be on the performers list of NHS Tayside. Participation in audit and teaching of GP
registrars is expected. There are opportunities for both weekday and weekend working in Perth, Dundee
and Angus.

Job Description
Tayside Primary Care OOH Service
The GP OOH service of NHS Tayside cares for the nearly 500,000 people of Tayside when the GP practices are
closed ( 18.00 – 08.00 Monday to Friday and 24hours Saturday/Sunday and PHs). We have around 80,000 contacts
each year consisting of advice calls, attendances at PCECs/MIIUs and home visits.
The administrative function is based In Wallacetown Health Centre, Dundee with three PCECs (primary care
emergency centre) in Tayside, based in Arbroath, Dundee and Perth along with three nurse led MIIUs in both Angus
and Perthshire.
Tayside is an ideal place to live. The area benefits from a central location, outstanding scenery and a wide range of
affordable housing. The area has excellent transport links to the rest of Scotland with easy access to airports. A wide
range of outdoor pursuits are easily accessible throughout the region. Perth is an area of increasing population and
is frequently voted as one of the most desirable places to live in the UK.
ARBROATH PCEC
The OOH service shares the MIIU department during the OOH period. The GPs based in Arbroath will be expected
to see patients sent by NHS 24 as well as walk-in patients with both minor illness and injury. The MIIU has a core
staff of nurses trained to deal with primarily minor injury employed by Angus CHP.
Between 22.00 and 08.00 all MIIUs in Angus close with the exception of Arbroath and they are replaced by See and
Treat, a mobile unit manned by a nurse and a paramedic. They deal with calls that would have gone to one of the
MIIUs, SAS calls and overnight DN calls.
PERTH |PCEC
The Perth PCEC is situated in the orthopaedic out-patients of PRI. The department has been newly refurbished and
offers a good standard of accommodation. Primary care nurses work out of Perth PCEC during the OOH period
except overnight. Patient who present to A&E but have a primary care presentation are asked to go round to the GP
OOH centre.
DUNDEE PCEC
The PCEC is situated within Wallacetown Health Centre. The admin offices and OOH hub are also situated there.
Primary care nurses work in the Dundee PCEC throughout the OOH period.
DUTIES OF THE POST
(a) Clinical
Tayside OOH service provides cover for primary care during the OOH period: 18.00 - 08.00 Monday to Friday and
24hours Saturday/Sunday and public holidays and the GP shift pattern covers these hours.
Patients should be triaged by NHS 24 and only those whose condition cannot wait until their GP practice opens will
be seen by the OOH service.
Some calls will be made directly into the OOH service by-passing NHS 24. They are nursing home patients, palliative
care patients approaching the end of their life and those who have been given the fast-track number.
GPs working within the OOH will deal with the following:
 Home visits to those who are either to unwell to attend or whose co-morbidities prevent them attending
 Patients attending the three PCECs or possibly MIIUs
 Telephone advice to patients e.g. passed from NHS 24 or fast-track calls.
 Telephone advice to other professionals: nurse in MIIUs and community hospitals, paramedics and
pharmacists.
The OOH service provides the necessary medical equipment in order to assess the patient. GPs are expected to
follow NHS Tayside prescribing guidelines and the medicines stocked are in line with that policy.
Duties will cover the full range of General Practice including development of further initiatives within the service.
(b) CPD and Audit
Salaried OOH GPs will have CPD time as outlined within their terms and conditions. This time will in part be used to
audit and reflect on their work. GPs may also be asked to perform audit work pertinent to the OOH service.
(c) Teaching
All salaried OOH GPs are expected to be involved with supervising ST1s and ST3s during their shifts in OOH. This
may necessitate attending a short supervisor’s course run by TCGP. We are also involved with the final year
medical students acute care block where each student attends two sessions in OOH.
The appointee will have continuing responsibility for the care of patients in his/her care and for the proper functioning
of the service. He/she will also undertake administrative duties associated with the care of patients and the running
of the clinical department.
(d) Contractual Commitment
After taking up post the successful candidate will agree a job plan, including a work programme with the Clinical
Lead, Associate Medical Director and the Chief Executive of NHS Tayside.

The post will be subject to the Terms and Conditions of Service for Tayside OOH GPs, as agreed locally with the
BMA Local Negotiating Committee.
Membership of the NHS Superannuation Scheme is not compulsory, but all medical and dental staff are entitled to
choose if they wish to join the scheme. Until such time as a positive option not to join the scheme is expressed, a
member of staff will be regarded as a member of the scheme from the first day of service. This will not affect any
individual right to make alternative arrangements. Initially, the employment covered in this contract will be contracted
out of the State Pension Scheme.
RESPONSIBILITY FOR RECORDS MANAGEMENT
All records created in the course of the business of NHS Tayside are corporate records and are public records under
the terms of the Public Records (Scotland) Act 1937. This includes email messages and other electronic records. It is
your responsibility to ensure that you keep appropriate records of your work in NHS Tayside and manage those
records in keeping with NHS Tayside Records Management Policy and with any guidance produced by NHS Tayside
specific to your employment.
Currently Tayside OOH service use Adastra for documenting patient contacts.
